SONYA D TRENTHAM

CONTRACTING OFFICER

564-18-135 Repair Cross Connections Pre-Bid RFIs

RFI 1.What does type A, type B, and type C mean in the plumbing field study key symbols key on page 27 of the drawing package that I have provided with this email. Does it mean that fixtures and eye wash stations are to be removed?
Response:Type A is to be removed. Type B/C are to remain.
RFI 2.Will we be able to remove the ceiling in ward 1A if needed?
Response:No.
RFI 3.Will we be able to start a new building before we get the final on the previous building?
Response:The Contractor’s written request must be submitted for COR approval at least seven (7) business days in advance and if approved by COR, then the COR must furnish a written authorization to proceed three (3) business days of any proposed work activity.
RFI 4.What does fixture mean as the termination point on type b and type c dead legs? Which fixtures will be removed and which ones will not?
Response:See RFI 1 Response.
RFI 5.If any new backflow preventers are found to be needed but there isn’t a drain close by what will be the protocol? (not sure there are any but just in case)
Response:Covered in Specification Section 22 05 23 – 8 (G-1).
RFI 6.What will be the plan for pipe removal above hard ceiling areas?
Response:Contractor to use existing access panel(s) located in hard ceiling.
RFI 7.What does fixture mean as the termination point on type b and type c dead legs? Which fixtures will be removed and which ones will not?
Response:Same as RFI 4.
RFI 8.There is a page PL-128 for the parking deck showing non insulated pipe. Will the pipe need to be heat traced?
Response:No.
RFI 9.Dead leg conditions #1,2,3,4. How are the dead leg conditions identified on each specific location? I haven't found where they are classified.
Response:<Building - Floor - Room # - # of DL within room – Type> Refer to PL-001 for DL tag Description.
RFI 10.The 2 - 1/2" and larger backflow preventers have electric solenoids, what is the purpose of the solenoid and does it require some kind of communications?
Response:Timer is triggered and closes valve. See Specification Section 22 05 23 – 8 (D).
RFI 11.See room # 128 drawing PL-011.

Says architectural demo required by is a type C dead leg. No indication of end treatment but termination is to a frequently used fixture.

So why the need for architectural demolition if nothing happens or does the demo still occur? If demo occurs, do the lines get capped, capped with valve? Any insulation required?

Response:Fixture to remain in place. Architectural demo will be needed upon removal of fixture.
RFI 12.One other example same drawing # PL-011:

If the Type is a B or C dead leg, the dead leg terminates at an infrequent or frequently used fixture.

Does this mean no work is to be provided? Active fixture regardless of usage?

See room # 227B dead leg 002 and room # 260 dead leg no. 002 and 003.

Response:Type C DL is any fixture that has 25’ of piping supplying it. Fixture to remain in place.
RFI 13.When you get a minute, look at the dead leg schedule on drawing PL-011. I’d like to determine scope of work before I take off on this.
Response:No question identified and past RFI cut off date.
RFI 14.Asterisk and dual asterisk shown on the far right side of the drawing indicates description written below. Single means the dead leg is to remain. Dual means it gets removed and a valve gets added. There is quite a few of these that have no comment so am I to assume that no demo occurs or do we go by the termination and valve type?

Response: * - DL to remain.

** - DL to be shortened as needed and a valve added (see detail 9 on PL-144).

RFI15. Single Asterisk shown on RM 149A for example calls for caps and ball valves. So the dead leg stays and caps and valves get added or are those existing?

Response: See RFI 14 Response.

RFI16. RM. 136 dead leg tags 001, 2, 3, r4, and 005 show no architectural demo required, gives me total length of dead leg pipe (Assume to all be removed), terminated with a cap or plug, and only 004 gets a valve. So if I read this correctly on all, all would demo unless the single asterisk is shown, some cap, some don’t determined on the termination note and the dual asterisk indicates a valve even though the valve type may say none??

Response: See “Dead Leg Removal Note” on PL-001.

RFI 17.Can we quickly get someone to determine how we evaluate scope of work? This is a bit confusing to me as I may be miss reading this.
Response:See Scope of Work.
RFI 18.Each location where a demolition is required will involve a shutdown of the system, which would involve a partial system drain down. The freezing of each line may not be a possible solution due to space restrictions, so a worse-case scenario must be considered. Site inspection and past experience has led us to believe there are no isolation valves available to expedite this process. Even with proper coordination and multiple work locations planned for each event, this will add days of delay to the project. Will the VA reconsider the project duration? Given the complexity, scheduling and approval requirements of this project we are recommending doubling the project duration to a minimum of 480 days.

Response: Period of Performance is changed to 300 calendar days.

RFI 19. If the VA is not willing to extend the project to the duration as requested in #1, please submit the longest possible time extension the VA would consider for this project.

Response: See RFI 18 Response.

RFI 20. Will the VA consider allowances be made to eliminate pre-inspections in non-essential areas? This would prevent delay by only reviewing the completed product for any given area.

Response: Pre-inspections are not a requirement.

RFI 22. Will the VA allow work to proceed during weekday afternoon & evening hours instead of limiting certain locations to weekends only? Proper notification and work scheduling will be provided according to guidelines set by the VA.

Response: No.

RFI 23. Will the VA consider an agreed time limit by which submittals have to be reviewed & returned to the prime? This is to prioritize the approval process and prevent stoppage or delay.

Response: See Specification Section 01 33 23 – 7 (1.10.D).

RFI 24. Will the VA consider offering a letter to proceed on portions of the work, prior to complete submission approvals.

Response: No.

RFI 25. Please confirm that detail 1 will only require to provide and install the check valve with backflow preventer. All other items in this particular application should have been previously installed therefore not required.

Response: Only one check valve is required for this location.

RFI 26. Drawing PL-130, 109, 111, 112, 115, show locations that are not identified with a “New Work Key” note but show hashed demolition reference. Please confirm if notation note 8 is to be used.

Response: Only DL’s with the 8 get treated this way; all Type A DL’s to be removed, as earlier stated.

RFI 27. All Drawings: There are multiple of dead leg tags shown with no note directive to perform additional work. We assume these are for reference only. Please confirm.

Response: See RFI 1 Response.

RFI 28. Drawing PL-110: Confirm no work is associated with enlarged plan detail 3, 7, 8, and 9.

Response: Noted with single *, no work needed.

RFI 29. Drawing PL-112 / 113-B-2: Appears to only support work to provide insulation although does show some demolition. Please confirm scope of work with this drawing.

Response: There are Type A DL’s in these areas, see RFI 1 response for further information.

RFI 30. Drawing PL-114 shows (2) Note 6 hose bibb vacuum breaker installations per enlarged plan 2. Confirm enlarged drawings 1, 3, 4, and 5 are for reference only.

Response: Detail #2 on this sheet has Type A DL.

RFI 31. PL-116: Clarification. Drawing shows work associated with “New Work Key” 6. (2) Dead leg Tags are shown on the same as-built # 1. PL-112 of the dead leg schedule room 212 indicates that there is 10’ of 1/2” pipe for HW and CW to a sink and indicates no valve need. Do we assume no work is involved here or is this a demo in-wall only. Please clarify.

Response: Do not understand question.

RFI 32. Drawing PL-117: There are (4) outside hose bibb locations that do NOT reference note 6. Although these have dead leg Tags, are vacuum breakers not required? Please confirm.

Response: These locations have existing vacuum breakers.

RFI 33. Drawing PL-118: Dead leg Tags on drawing 1. Confirm that this is piping demo only and caps with no valves. (2) are noted as gate type in RM. 219. None shown in RM 218.

Response: Type A DL, see RFI 1 response for more information.

RFI 34. Drawings PL-126, 127, and 128: Please confirm work is only related to insulation on this drawing. 18-1-001-001 is not defined on drawing PL-013.

Response: Piping in this area does not need to be insulated and heat trace is not necessary, since the system is drained during the winter.

RFI 35. There are a lot of Backflow preventers identified that don’t appear to need any attention. Is it safe to assume these are for identification only? An example is building #1 room MB10. I see lots of dead leg A identifiers but I don’t see any further detail as what needs to happen here?

Response: See RFI 1 Response.

RFI 36. I believe all the type A dead legs are to be removed, and all type B and C are just for location identification only. Is that correct?

Response: Correct. See RFI 1 Response.
