6. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): This is a brand name requirement. Communication is key in order to provide for our Veterans. The Vocera PA System is currently in use, and no other brand can be used. Another brand cannot be interfaced with the current unit without causing delays. If we should use another brand other than the existing, it will cause extreme interruption in patient care. An extreme or any interruption in patient care is unacceptable at the Veterans Hospital. This system is used to announce different categories of emergencies in order for the different specialty teams to communicate with each other to provide for our Veterans.

A search of VIP was also conducted, which shows that 215 SDVOSB/VOSB who utilized the NAICS code 517519 were identified, however only one SDVOSB/VOSB responded to the notice.
Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: This is a commercial acquisition so price risk is low. Price analysis will be conducted prior to award to determine price reasonableness. CO may compare proposed price to IGCE, historical prices for similar items.
