Vendors’ Ques ons: RFQ 36C25625Q0049 Restroom Services, MEDVAMC

1. Is this effort a current contract or new requirement? New requirement -if current, please provide the incumbent and cost? Ninety-Five South -Contract # 36C25625F0035.

-if an incumbent, can VA provide a seniority list of personnel? No.

2. Can VA confirm all employees currently meet 10.4, 10.5, 10.3 tes ng requirements? Yes

3. Can VA be contracted by the offeror to provide fit check 10.5, TB 10.4 and 10.3 Hep B requirements?

No.

4. C.7 VAAR - will the VA verify VA VETCERT lis ngs of offerors and designated subcontractors during evalua on? Yes, to the prime (offerors).

C.8 VAAR - no op ons (i,ii,iii) are marked. Please confirm VA NOTICE OF LIMITATIONS ON SUBCONTRACTING & CERTIFICATION is not required. (i) [X] Services. In the case of a contract for services (except construc on), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not cer fied SDVOSBs listed in the SBA cer fica on database as set forth in 852.219–73 or cer fied VOSBs listed in the SBA cer fica on database as set forth in 852.219–74. Any work that a similarly situated cer fied SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisi on and small business concerns do not provide the service as set forth in 13 CFR 125.6.

5. PWS 9.3 - If we are reading correctly the Offer is required to submit resumes of the en re housekeeping staff submi ed with the proposal by the due date of the solicita on. If this is correct it seems to be an unfair advantage for the incumbent or to local contractors. Could this be changed to the resumes being submi ed prior to the due date of the NTP. Resumes can be submi ed a er a Vendor is Awarded.

6. E.10 Evalua on - Explain LPTA, will prices be evaluated first and only each successive lower cost will be evaluated for acceptability, past performance? No, price is not the only deciding factor. (b) The following factors shall be used to evaluate quota ons:

(1) Technical

(2) Past Performance

(3) Price - As a factor, The Government will evaluate quota ons using the lowest price technically acceptable (LPTA) evalua on process outlined in FAR 13.106-1, where the Government will evaluate the lowest quota on and determine whether they are acceptable or unacceptable. If the quota on is deemed acceptable, no addi onal quota ons will be subjected to technical evalua on. If it is deemed unacceptable, the subsequent lowest quota on will be submi ed for technical evalua on, and so forth.

Each response must meet the minimum requirements of the solicita on. The Government is not reques ng or accep ng alternate quota ons.

7. ATT 2 - Will VA accept CPARS records in lieu of PPQ? Please confirm VA will no longer accept any PPQs a er the Nov 8, 1500, deadline listed? The amended RFQ response date is 29 November 2024 at 15:00 CST. Please submit all required documenta on on or be for the response date of the RFQ.

8. (4) price - How does the government intend to evaluate price realism given Sec on 2.6 (7) on first, (8) on 2nd shi (including supervisors)? Our concern is the VA accep ng and awarding a bid that is not aligned to SCA requirements because of the LPTA evalua on. What is the VA's es mated budget for these services? The contractor’s quote must meet standards determine by the Wage determina on.

9. Sec on 9.13 - Will VA amend management cer fica on requirement (CEH) given the current no longer exists? Will the VA consider a different qualifica on and experience requirement for key personnel (manager)? If a new Cer fica on is in replacement for the CEH, will the Government provide the selected vendor me to provide training for a person to obtain the new cer fica on? The name of the Cer fica on has changed to CESE (Cer fied Environmental Services Execu ve). It is the same training.

10. Sec on 3 - Table 1 - Can the VA please amend the Table to correct the total number of restrooms, stalls, wash basins, and urinals. The site visit revealed inconsistencies in these numbers. This was sent to Contrac ng for update on 11/6/24. The number of restrooms are indicated on the updated PWS.

11. Sec on 7.1 - Please confirm the contractor will provide floor care equipment, cleaning materials and supplies only, and will not provide any consumable items (Sec on 6 and 8.20)? The Government will supply items noted in Sec 6 and Sec 8.20.

12. Sec on 10.1 - Please iden fy any specific training required for site staff - the only standard listed in this sec on or physical health requirements and vaccina ons. See Sec on 10 and Sec 12

13. Sec on 14 - Are there any restric ons to the type of adhesives that may be used to place QR codes?

No

14. Sec on 20.1.1 - Please iden fy the type and level of background inves ga on required for site staff?

I.e., are fingerprints, if required, available through onsite VA Police or security office? Will DeBakey allow Flash Badges for all new personnel and transferred incumbents? See Sec on 11.2

15. During the site visit walkthrough, we observed discrepancies between the stall counts listed in Table 1 and the actual facili es. Please provide updated accurate stall count data for each restroom loca on.

The number of restrooms and stall count is indicated on the amended PWS, page 6, Table 1.

16. We observed mul ple broken or missing dispensers and receptacles during the site visit. Please clarify who is responsible for repairing or replacing these fixtures - the VA or the contractor? The Government will be responsible.

17. Please provide a comprehensive delinea on between Government-furnished vs. contractor-furnished supplies and equipment. Specifically, what supply classifica ons must the contractor provide beyond the Government-furnished items listed in sec ons 6.1 and 8.20? Government will supply items noted in Sec on 6.1 and Sec 8.20

18. Please clarify responsibility for cleaning and sani zing the trash bins and compactors located in the basement area. Is this within the contractor's scope? Trash Bins and Compactor cleaning, located in the basement, is outside the Scope.

Addi onally, Is the contractor required to service the sharps containers in the bathroom? See Sec on

10.9 , there are sharp containers (RMW) in the restrooms.

19. Please clarify the exact hours of opera on required. See Sec on 2.3 in PWS.

20. Please clarify if these minimum staffing levels include or exclude the required supervisor/shi leader posi ons men oned in PWS 2.7? Determined by the Contractor. See Sec on 2 in PWS.

21. PWS 9.13- The statement would lead us to believe that the contractor or company would be required to hold the cer fica on, rather than an individual(s). Please clarify the requirements. The Cer fica on can be any individual in the Company, does not need to be onsite. See Sec on 9.13

22. Will there be a phase in period, a er contract award? If yes, what is the phase in me period. TBD a er the award of the contract.

23. The PWS has other requirements that are outside of the restroom cleaning such as furniture cleaning and dus ng, li er removal, doors (entrance area), outside windows, etc. can you please provide an updated PWS for the areas required to be cleaned on this opportunity? The doors entering into the restrooms, Dus ng is part of the contract, there are plans to update restrooms and the PWS includes those updates that may happen.

24. What is the total square footage or an es mated measurement for all areas requiring cleaning services? Approximately 5000 sq .

25. The PWS men oned the government suppling a storeroom to the contactor, will the government be suppling janitorial closets on each floor? There will be approximately 3 HAC’s for Contractor use.
