About this file
This document is a Request for SDVOSB/VOSB Sole Source Justification for the Department of Veterans Affairs, specifically for the Alexandria VA Health Care System. The procurement involves purchasing and installing Omnicell medication dispensing system equipment, including 6 Omnicell XT cabinets, 7 XTE Consoles, 30 metal locking drawers, and various associated software licenses. The acquisition is necessary due to Microsoft discontinuing operating system support in October 2025, requiring an upgrade to maintain medication security and inventory control.
The sole source justification highlights that Omnicell is the sole manufacturer and has only authorized one Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor, TrillaMed LLC, to provide the equipment. Extensive market research was conducted across various procurement platforms, confirming no alternative sources meet the specific requirements. The total procurement is being conducted under VAAR 819.7008 for SDVOSB sole source awards, with pricing determined to be fair and reasonable based on the Original Equipment Manufacturer's (OEM) schedule and historical pricing data. The VA plans to evaluate market competition at the end of the system's estimated seven-year lifecycle.

2. Nature and/or Description of the Action Being Approved: The Omnicell is a medication dispensing system necessary for security, storage and inventory control of medications. Microsoft will stop supporting its current operating system in October 2025 in VAMC existing Omnicell cabinets. The purchase and installation of 6 Omnicell XT cabinets to replace G5 models that will no longer be supported and 7 XTE Consoles to upgrade older cabinets with the mandated and compatible updated windows version, as the current system with end-of-life equipment is no longer supported. Omnicell equipment is currently being utilized at Alexandria VA Healthcare System, with supportive and awarded contracts for the required plans, allowing proper equipment usage.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Purchase and installation of
Omnicell XT cabinets and Omnicell XTE consoles. VAMC is required to update their Omnicell cabinets which is considered highly specialized equipment. Replacement of the current system would result in a substantial duplication of cost to the government that is not expected to be recovered through competition.
