About this file

This is Amendment 0002 to Solicitation 36C25526R0070 for the St. Louis VA Project 657-18-115JCA, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas. The amendment, effective March 23, 2026, provides responses to three pre-bid questions and closes the questions and answers window. All other terms of the solicitation remain unchanged.

The project scope involves replacing various Air Handling Units and Variable Air Volume Units at the St. Louis VA facility. Key clarifications from the questions and answers include: (1) ductwork must be cleaned and inspected prior to installation; contractors may supply new wrapped and sealed ductwork or use owner-furnished ductwork cleaned to VA standards with no dust or smear residue; all ductwork cleaning must occur within the stated construction period with no time extensions granted; ductwork will be cleaned with alcohol and clean rags approved by the Architect/Engineer and VA via shop drawing submittal; VA personnel including the Contracting Officer's Representative (COR), Construction Control Inspector, HVAC Shop Supervisor, HVAC Shop personnel, Maintenance & Operations Foreman, and Infection Prevention Personnel will inspect ductwork within two hours of cleaning, and failed inspections require recleaning; (2) no shop drawings showing stored ductwork installation locations exist—contractors must refer to construction drawings; and (3) the fabricated ductwork has not been confirmed to fit in its intended installation locations. Contractors must account for all required ductwork in their bids and ensure installations meet design intent, with any deficiencies corrected at no additional cost to the government.

General Questions

1. During the walk through we noticed that none of the ductwork was wrapped and sealed.

The standard for not only the hospitals but the sheet metal unions is to wrap the ends on every piece of ductwork to prevent dust and debris from contaminating ductwork.

a. Will ductwork need to be cleaned and inspected prior to installation. Yes. The contractor may choose, in lieu of owner furnished ductwork, to supply new wrapped and sealed ductwork as part of their bid. Regardless, the contractor must account for, and the installation of, all required ductwork in their bid whether it is new wrapped and sealed, or owner furnished and cleaned per VA approved standards. All installed ductwork, whether owner furnished or contractor furnished, shall be installed to meet the intent of the design. If the installed ductwork does not meet the design intent, VA inspections, final TAB report, or other failures to perform, the contractor shall repair and replace at no additional cost to the government. A pre-bid meeting on site was performed to allow all interested contractors to inspect existing conditions of the site and any owner furnished equipment.

b. If the ductwork will need to be cleaned, what is the requirement for cleaning it.

The duct work is required to be visibly clean without any dust or smear residue present.

i. All ductwork will be inspected for compliance by one of or all of the following VA personnel.

1. COR

2. Construction Control Inspector

3. HVAC Shop Supervisor

4. HVAC Shop personnel

5. Maintenance & Operations Foreman

6. Infection Prevention Personnel

ii. The Contractors shall clean all the ductwork within their approved ICRA barrier construction footprint.

iii. Ductwork will be cleaned with alcohol and clean rags.

iv. Whitin 2 hours of the cleaning process, VA personnel will inspect the ductwork then it is to be immediately wrapped.

v. If the ductwork fails the inspection, it shall be recleaned and a new VA inspection will be set.

vi. The contractor shall show the cleaning process on their construction schedule and shall set up VA approved meeting times for the VA to inspect.

vii. Type of alcohol used to clean shall be approved by the A/E and the VA via a shop drawing submittal.

viii. Cleaning ductwork must happen within the stated construction period of performance. No time extensions or adjustments will be granted based on time needed to clean ductwork per the VA standards.

2. Are there shop drawings showing where the stored ductwork is to be installed. No, Refer to construction drawings.

3. Was the fabricated ductwork confirmed to fit in the locations where it was made to be installed. No.
