About this file
This is a Prebid Response to Requests for Information (RFIs) document for a federal contract opportunity at Saint Louis Veterans Medical Center. The solicitation number is 36C25526R0064 for Project 657-26-201, Seal Inpatient Restroom Foots, issued by the Department of Veterans Affairs VA Heartland Network 15. The document, dated March 10, 2026, addresses clarifications regarding work scope, scheduling constraints, containment requirements, and solicitation revisions through Reference Amendment 36C25526R0044 0002.
Key clarifications provided include: contractors may work on no more than one restroom within each ward/area at any one time, with scheduling based on room availability; a 5% breakage rate should be incorporated into initial cost estimates to account for fixture removal damage; all work areas require Class 4 ICRA containment due to patient ward locations and dust generation; bidders should not assume wards will be closed during construction and must bid accordingly for single-room operations; and Amendment 0002 removes Electronic Key Manufactures from Factor 4 evaluation criteria to reflect floor sealing contractor requirements. The document was signed by Contracting Officer Gislaine Dorvil and serves as binding guidance for competitive bid responses.

Response to RFIs
Prebid Answers to RFIs
1. How many restrooms can we work on at one time?
a. As per the SOW, No more than one room within each ward/area may be out of service at any one time, schedule will be based on room availability.
2. Sometimes during removal of fixtures, components, accessories, things break. Should we figure on a percentage of that breaking or will this be handled with a change order? Or will your shops have replacements parts ready for us to use during re-install?
a. Incorporate a 5% breakage rate into your initial estimates to account for this.
3. Should we assume that all the containments will be a class 3 or higher?
a. Yes, due to the work being in patient wards and the dust created when working, this will be a class 4 ICRA
4. Can any of this work be done during the closer of current construction sites?
a. We cannot guarantee there will be wards closed during this work, bid the job assuming you will not be able to work on multiple rooms at once.

5. I am going over the solicitation for the Restroom Floors and noticed that Factor 4 refers to “Electronic Key Manufactures”.
Will Factor 4 be revised to reflect the floor sealing contractor?
See Factor 4 below.
a. Amendment 0002 removes the electronic key from the solicitation.
