About this file

This is Amendment 004 to a federal solicitation for emergency elevator sheave and compensation repairs at the John Cochran Veterans Medical Center in St. Louis, Missouri, issued by the Department of Veterans Affairs Network Contracting Office in Leavenworth, Kansas. The amendment extends the proposal due date to February 5, 2026, at 2:00 PM Central Time, with submissions directed to matthew.finley@va.gov. The primary purpose is to provide responses to questions 12 through 48 regarding project scope, safety requirements, and operational procedures, with one outstanding question regarding sheave diameter anticipated to be addressed by January 30, 2026.

The project scope involves emergency repairs to six elevators (P1-P4 and S5-S6) including replacement of cartop sheaves and compensation rope assemblies with Whisperflex systems, installation of cable guards on cartop and counterweight sheaves, and appropriate cleaning of related components. Key requirements include compliance with OSHA lead-safe work practices and confined space standards, ICRA containment barriers on affected floors with a minimum 44-inch hallway width maintained, and adherence to standard duty hours with operational noise remaining within OSHA thresholds. The contractor will be responsible for maintenance and operations of elevators undergoing work (Stage 2) while the VA's JC Electrical Shop retains responsibility for elevators awaiting work (Stage 1) and those returned to service (Stage 3). Material storage will be provided in 3rd and 5th floor interstitials with Connex-box-sized space available, with larger storage requiring outdoor placement. Two elevators sharing a common hoistway may be out of service simultaneously, but elevators from different hoistways cannot be simultaneously out of service.

Matt Finley Project 657-26-500JC - Emergency Elevator Sheave & Compensation Repairs, Building 1 Solicitation 36C25526R0031 Amendment 0004 Responses to Questions 12-48, VA answers in red below

12. Are there any concerns for Asbestos Containing Material or Lead in the areas being worked in?

a. Based upon previous testing reports, there are not any known concerns for ACM. However, if any material suspicious for asbestos is found throughout the project, there will be a need to properly address it according to VA guidelines before continuing work. There is potential for lead-based paint in certain elevator components within the work area. The contractor should anticipate implementing appropriate lead-safe work practices in accordance with OSHA requirements. This may include, but not limited to, engaging a Certified Industrial Hygienist (CIH) to develop and monitor a lead compliance plan if work activities could disturb painted surfaces.

13. Are there any specific ICRA requirements for this project? Are temporary hard walls and negative air machines required?

a. Specific ICRA requirements will be determined by VA Infection Prevention Personnel prior to start of construction but can be presumed to be consistent with control measures of Level III Precautions, at a minimum, on the floor(s) where work is performed on. Please note that if construction/repair involves major breaches in fire or smoke barriers, the contractor must erect temporary walls around the construction area to have fire and smoke ratings equal, or better, to the barrier rating that has been compromised. Please see Question #11 for which floors require ICRA containment barriers. Please see Question #12 for all other floors.

14. Does the VA want containment on all floors, or just the top and bottom floors being worked on?

a. The floors where construction is being conducted at will require the appropriate ICRA containment barriers. In addition, if the elevator doors on a particular floor need to be opened to carry out the construction services needed for that elevator, then that floor will also require the appropriate ICRA containment barriers.

15. For the floors not being actively worked on, would a plastic sheet with 'out of service' sign be sufficient?

a. Plastic sheeting covering the closed doors, PicU Signs and Yellow Fabric Caution Barriers would be sufficient on elevator doors that meet all of the following requirements: 1) That elevator is shut down due to work being conducted on it or on the elevator it shares a common hoistway with, 2) The active construction is being conducted on a different floor, and 3) the elevator’s doors are closed on that particular floor.

16. How deep can the containment be, and how much hallway do they need left open for traffic?

a. At a bare minimum, 44 inches of hallway needs to be available for staff/patients.

17. Our crew would need a lot of room to do the required work, like 8-9 feet depth. How much hallway needs to be left available? - usually 4 feet but someone on site said maybe as little as 44 inches. Please clarify.

a. Please see question #13.

18. Is the intention for the cartop sheaves to be replaced as well?

a. Yes, the cartop sheaves are to be replaced on a total of six elevators (P1–P4, S5–S6). In this project’s SOW, the terminology of ‘elevator car sheave’ is synonymous with ‘cartop sheave’.

19. The folks on site noted 2 cars out of service at the same time would be challenging, please confirm the VA wants 2 cars down at the same time during this project?

a. The revised intent regarding elevator shutdowns is to have two elevators sharing a common hoistway to be out of service at the same time while being worked on. That is to say, elevators P1 and P2 are to be out of service at the same time, elevators P3 and P4 are to be out of service at the same time, and elevators S5 and S6 are to be out of service at the same time. At no point should elevators of different hoistways be out of service at the same time. Elevator P2, and thus P1 as they share a common hoistway, are still to be prioritized before other elevators. Once construction on elevators sharing a common hoistway starts, construction on elevators in other hoistways is not to be initiated until the original two elevators are brought back into working service.

20. Will the VA provide a laydown area for the awarded contractor?

a. If yes, where is the laydown area located?

b. How much space and access to the laydown area will be provided?

c. Please see Question #41.

21. Will any temporary barriers be required at the modernization locations? If so, what are they to be constructed of?

a. will any negative air machines be required?

b. Please see Question #10 for ICRA requirements. Please see Question #29 regarding modernization.

22. While working on the 1st elevator, who is responsible for the O&M of the other elevators? Are we, the prime contractor, required to handle the intrim maintenance furing the POP?

a. The Maintenance, Annual Inspections, Semi-Annual Inspections, etc. for elevators P1-P4 and S5-S6 will be classified into three distinct stages. The stages will be defined below and the responsibilities outlined for each stage.

b. Stage 1

i. Defined: Elevators awaiting the construction services intended by this project and are still in service for VA staff/patients.

ii. Responsibilities: Will remain with the JC Electrical Shop and their respective contractors.

c. Stage 2

i. Defined: Elevators that are actively out of service due to either 1) the construction services intended by this project, or 2) issues related to the project’s intent that arose prior to this project/contract’s Notice To Proceed (NTP) being issued.

ii. Responsibilities: This project’s contractor will be responsible for the elevators that fall within stage 2. It is expected that the contractor will work with the JC Electrical Shop to determine the specific approach.

d. Stage 3

i. Defined: Elevators that have undergone the construction services intended by this project and are back in active working order for VA staff/patients.

ii. Responsibilities: Will return to the JC Electrical Shop.

e. Please note that at times, coordination with the JC Electrical Shop, and thus their respective Maintenance/Operation/Inspection contractors, will be required in order to deliver the best possible care to Veteran Patients.

f. Please note that any of the aforementioned responses to Question 21 will not supersede the typical 1-year contractor warranty following the equipment’s activation and project closeout.

23. Factor 3 requires the contractor to staff a QCM, Project Manager, Safety Officer, and Superintendent. This size staffing plan is typically not necessary for a project of this magnitude. Please confirm that the lead mechanic can serve as the Superintendent/Safety Officer and that the we do not need to have a QCM onsite for the entire project. If the lead mechanic is designated, qualified, approved, and able to represent the Prime Contractor, they may be the same person. As previously clarified, the QCM does not need to be onsite the entire project, but periodically, and for any pre inspection activities.

24. Will Microsoft Project be an acceptable scheduling tool for the project?

a. Yes

25. What software will be utilized on the project for submittal transfers? Will the prime contractor be responsible for purchasing and maintaining?

a. Software may be either Procore, Submittal Exchange or approved equal. Yes, the prime contractor will be responsible.

26. Will the VA require any construction management software to be utilized on the project? Will the Prime contractor be responsible for purchasing and maintaining?

a. Please see Question #24

27. Can the VA please provide point of contact for the building's existing fire alarm vendor?

a. Tech Electronics, the electrical shop oversees the contract. More specific information can be provided after the contract is awarded.

28. Can the VA please provide point of contact for the building's existing Sprinkler Vendor?

a. There is no specific fire sprinkler vendor. Sprinklers are maintained by the pipe shop. More information can be provided after the contract is awarded.

29. Can the government please confirm that the scope desired is per the Outline in the SOW? Outline 36C25526R0031. Clarified scope was provided with Amendment 001.

30. Can the government please confirm that new machines are not part of this scope? specifications 14 24 10 -2.15

a. New machines are not part of this scope. As such, this project is not classified as an elevator modernization. This spec section is not included in the bid documents.

31. Can the government confirm if new hoist ropes are to be included? specifications 14 24 10-2.17

a. New hoist ropes are not part of this scope.

32. Can the government clarify if the compensation ropes are to be removed and add compensation chains (whisper) or vice versa? specifications 14 24 10-2.18

a. For each of the four elevators P1-P4, the existing compensation assembly is to be removed and a new Whisperflex compensation rope assembly is to be furnished and installed.

33. Can the government please confirm if cleaning and filing is to be included in the scope? specifications 14 24 10-2.25

a. Cleaning should occur for parts and equipment that are directly related to or affecting the intent of this project or its success. Filing should occur on contractor installed parts or equipment in the event that they are not up to industry standards. Filing should also occur on parts or equipment that if not addressed would negatively affect the intent of this project. Please note that any debris, dust, trash, etc. produced as a result of this project should be thoroughly removed and the affected area properly cleaned.

34. Can the government please confirm if new deflector sheaves are to be included in the scope? specifications 14 24 10-2.16

a. New deflector sheaves are not included in the scope.

35. Can the government please confirm if the counterweights are to be cleaned, and retain the existing sheave guards? specifications 14 24 10-2.24

a. For the four elevators P1-P4 and the two elevators S5-S6, the areas of their respective counterweights that relate to the scope of this project should be cleaned appropriately. Please see Question 37 for information relating to guarding.

36. Can the government advise if the car top sheaves are to be included in the scope of work?

a. Please see Question #16.

37. Please specify the Scope of Work is limited to the guidance provided in Specification 01 00 00 Section 1.3 Statement of Bid Items?

a. DISCUSSION: Specification 01 00 00 provides a limited scope of work consistent with the discussion at the site visit and the solicitation description provided on SF 1442. However, the provided specifications include Specification 14 21 10 Traction Elevator Modernization which details significantly more work, materials, and indicates a complete elevator modernization. Please confirm the scope of work is limited to the 01 00 00 Description and that the Modernization Scope is not applicable to this project.

b. The clarified scope was provided with Amendment 001 and further refined with answers to the current set of questions at hand.

38. Please specify the location of the cable guards?

a. DISCUSSION: Shall the contractor install Cable Guards on the Cartop Sheaves, Counterweight Sheaves, Machine Room Deflector Sheave, and / or Machine Drive Sheave? Are guards required to be installed by the contractor on Sheaves not replaced by the contractor? Please specify which sheaves are to receive guards so all contractors are on the same page of what the Scope of Work entails.

b. On previous Category 5 full-load safety testing (required every five years per ASME A17.1), it was observed that the ropes would jump grooves on the cartop sheaves and counterweight sheaves. The intent of the government is to improve rope retention and prevent ropes from jumping during this required five-year full-load safety test. Potential contractors should bid accordingly to achieve this outcome. To address this, new cable guards shall be installed on the cartop sheave and counterweight sheave of each of the six elevators (P1–P4 and S5–S6), for a total of twelve sheave locations requiring new cable guards.

39. Please confirm the existing Comp Ropes and Sheaves on Elevators P1-P4 are to be replaced with whisperflex and not replaced with existing style wire Ropes?

a. DISCUSSION: Existing Compensation Ropes are Wire Ropes and not whisper flex. Please confirm the style shall be changed. Retaining the existing style would require new shackles due to existing babbitt rope shackles. We suspect this is why the change to whisper flex is being made. Please confirm this is the intent.

b. Please see Question 31.

40. Please detail the system components to be included in the Whisper Flex System?

a. Shall Sway Control Devices be installed in the pit?

b. Shall the car require a safety switch to disable the elevator in the event of whisper flex detachment?

c. Shall switches be installed on the sway guide to disable the car should the sway guides be pulled our of the floor?

i. DISCUSSION: The Specifications note a change to Whisper flex but do not detail the complexity of the system required. There are several safety features that are optional when installing a whisper flex system. Please advise if any of the above items are to be included so all contractors may present equal proposals.

d. The contractor shall furnish and install Whisper Flex (or approved compatible equal) system components that closely align with the design and functionality of the existing systems serving elevators S5 and S6. These components should meet or exceed the performance standards demonstrated by those elevators to ensure consistency and reliability across the installation. A formal inspection and verification of elevators S5 and S6 will be conducted following contract award to confirm compliance and provide any additional guidance necessary for integration.

41. Where can the Contractor Store Material?

a. DISCUSSION: Please indicate somewhere within the facility the contractor may stage materials and tools. If a connex must be provided by the contractor for staging, please indicate where is can be placed so the contractor can estimate the additional labor time required for material handling. Contractor would prefer staging within the existing facility reasonably local to the work area.

b. Cumulative storage areas roughly the size of a Connex box will be available on the 3rd and 5th floor interstitials. If space larger than that is needed, the contractor will need to use an outdoor Connex box.

42. Please indicate the work hours allowable during the construction performance period.

a. DISCUSSION: What hours shall the crew be allowed to work? Shall there be an escort requirement and are there any blackout dates that the contractor shall not be allowed to be on site?

b. Work will be performed during standard duty hours, provided that operational noise levels remain within OSHA-permitted thresholds. Should noise exceed these limits, alternative scheduling outside normal working hours will be implemented to maintain compliance and minimize disruption. An escort will not be required. It may be possible to work on some federal holidays, depending on VA staffing levels. A request to work on a federal holiday must be submitted in writing

43. What is the procedure and requirements for the contractor to get after hours access?

a. Please see Question 42.

44. Will there be any noise restrictions that will be enforced?

a. DISCUSSION: Contractor needs to determine how much off hour time should be included in the project.

b. Please see Question 42.

45. There is existing machine guarding. What additional guarding is being requested?

a. Please see Question 37.

46. Are there confined space requirements for the elevator pits and car tops?

a. Contractor will need to comply with OSHA confined space requirements outlined by Standard Number 1926.1202 for spaces that meet OSHA’s three criteria: 1) Is large enough and configured that an employee can bodily enter it; 2) Has limited or restricted means for entry and exit; and 3) Is not designed for continuous employee occupancy.

47. Are there hours or time restrictions on performing the work?

a. Please see Question 42.

48. The bid package allows for one elevator from each group to be taken out of service any given time for an extended period.

a. Please clarify if we are to only take one elevator in total at a time or if we are allowed to have two elevators out of service simultaneously (1 from each bank)?

b. Please see Question 17.
