About this file

This document is a Modification to a Previous Notice for a Department of Veterans Affairs (VA) contract (Solicitation Number 36C25526R0016) for a life safety review at the John J. Pershing VA Medical Center in Poplar Bluff, Missouri. The procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSBC) firms and requires an architectural and engineering services team to conduct a comprehensive life safety survey and produce new life safety drawings for all buildings in the campus, including the main campus, Annex, and 6 Community-Based Outpatient Clinics (CBOCs).

The modification clarifies key deliverables, which include: a life safety survey with deficiency identification, new life safety drawings, and detailed cost estimates for corrective actions. The survey will require a multi-discipline review of architectural, mechanical, electrical, plumbing, fire protection, structural, and security systems. Respondents must submit SF 330 forms demonstrating professional qualifications, with team members requiring specific experience in life safety code surveys for healthcare facilities. The response deadline is set for 12-22-2025 at 2:00 PM Central Time, with the contract being procured under NAICS code 541310 for Architectural Services.

DESCRIPTION

The purpose of this modification (#4) is to clarify/answer questions.

1. Please confirm whether the primary deliverable is:

a. A Life Safety Survey and new life safety drawings, including deficiency identification and updated floor plans

-OR-

b. A full multi-discipline design, including architectural, mechanical, electrical, plumbing, fire protection/life safety, structural, security, and other systems, complete with construction documents, specifications, and cost estimates

A: You are to provide a life safety survey and new life safety drawings to include deficiency identification. An architectural, mechanical, electrical, plumbing, fire protection/life safety, structural, security and other systems review will need to be completed to ensure all Life Safety Survey items are captured and an accurate deficiency list can be prepared along with the requested cost estimates. The existing life safety drawings will not be provided.

2. If a full design is required, please confirm whether the design will include:

· Construction documents (drawings + specifications) for all required corrections

· Detailed cost estimates for each corrective action

· Phasing, interim life safety measures, and constructability considerations

· Submission requirements aligned with PG-18-15 Vol C as for typical NRM/Minor designs A: You will provide life safety drawings only for each building and will need to identify required corrections. These corrections may include improvements, repairs, and renovations to architectural, mechanical, plumbing, fire protection/life safety, structural, structural, and other systems to our facility which should be captured as part of the identified corrections and the costs associated. Also, detailed cost estimates for each corrective action are required

3. If the intent is a survey-only effort, please clarify which of the following are not required:

· Architectural, mechanical, electrical, plumbing, or structural design Architectural drawings/floor plan with life safety features are required.

· Hazardous materials design/abatement plans Not required

· Geotechnical investigation Not required

· System performance modeling (e.g., Trane Trace 700) Not required

· Development of a “fully operational product” beyond life safety drawings We want a complete accurate set of new life safety drawings

4. Extent of life safety drawings. Please confirm whether new drawings are required for:

· All buildings listed (main campus + Annex + 6 CBOCs)

· Only buildings with deficiencies

· Only updated floor plan sheets + LS sheets per NFPA 101/PG-18-9 format X (All new drawings are new) A: Yes, new drawings are required for all buildings listed
