About this file
This is a Sole Source Justification document under Simplified Acquisition Procedures for Commercial Items filed by the Department of Veterans Affairs, Network Contracting Office 15, for the Robert J. Dole VA Medical Center in Wichita, Kansas.
The procurement is for purchase, installation, integration, and commissioning of a Stryker 1788 advanced surgical imaging video system, including surgical lights, booms, and integration components for operating room upgrades. The requirement includes all necessary equipment and system configuration to fully integrate with the existing Stryker iSuite infrastructure and Cerner Electronic Medical Record (EMR) systems already operational at the facility. The one-time equipment purchase is estimated at a redacted amount, with an additional five-year Procare subscription at a redacted annual cost for a total five-year value also redacted. The contract will be awarded as a firm fixed-price agreement.
Competition is restricted based on the sole-source justification that only Stryker equipment is compatible with the existing Stryker Connected OR Hubs and routing components already installed following a 2022 Technology Acquisition Center task order. Market research confirmed that alternative manufacturers (Karl Storz and Dräger) require different software and would necessitate complete system replacement at unrecoverable costs. Three authorized vendors expressed interest: Stryker (large business), Beacon Point (SDVOSB), and TrillaMed (SDVOSB). Without this equipment, approximately 95% of surgical cases cannot proceed, potentially forcing patient diversion to community providers. The justification was approved by the Contracting Officer and Head of Contracting Activity for procurement between $900,000 and $90 million under other-than-full-and-open competition authority.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The system must interconnect with and be compatible with the Stryker iSuite System. All components must be compatible with the Stryker Connected OR Hubs and routing components to ensure seamless Electronic Health Record (EHR) connectivity, enhanced 4K visualization, and comprehensive OR equipment and cable management.
In 2022, the VA’s Technology Acquisition Center (TAC) awarded a task order for VISN 15 facilities to provide a Cerner-ready integrated OR solution tailored by Stryker. This effort included both software and hardware installation to update the facilities’ capability to interface with the Cerner Electronic Medical Record (EMR). The Wichita VA received six Connected OR Hubs and associated routing components, valued at approximately As part of ongoing OR upgrades, the facility has already updated two OR suites with Stryker surgical lights, booms, and integration components. The remaining surgical and endoscopy-suite lights and booms require the same upgrades so that all equipment in the OR section is current and interoperable with existing systems. This procurement includes both equipment and installation/renovation services.
Switchers and splitters were installed to support the current onsite video systems and keep pace with upgraded technology. Existing booms, data plates, surgical lights, and integration components can all be controlled from the 1788 camera head. No other vendor can control the existing Stryker infrastructure and equipment through a camera head. The OR Hub hardware currently has no estimated end-of-life date, while the software will be maintained through 2032.
Replacing the hubs with equipment from a different manufacturer would require replacement of more than in newly installed and currently operational lights and booms. It is not expected that the expense of replacing the entire system could be recovered through competition. The current specialized equipment and the proposed upgraded equipment are compatible only with the existing Stryker infrastructure. Purchasing products from a company other than Stryker would result in a loss of system functionality because of component incompatibility, including integration issues. Accordingly, Stryker Corporation is the only firm capable of providing the supplies and services described in Section III above without the Veterans Health Administration experiencing unacceptable delays in fulfilling its requirements.
If the Surgery Department does not have this equipment in place, it will be unable to perform approximately 95% of its cases and will have to divert patient care to community providers.
The equipment is required for approximately 95% of cases; without it, patients would need to be referred outside the facility. This could compromise the quality of patient care and patient satisfaction and could potentially result in the shutdown of surgical services, or at minimum, a reduction in the services provided by Surgery.
Therefore, this equipment must be purchased to avoid compromising patient care, available services, or the facility’s complexity level. The facility may need to go on diversion.
Referring patients to community providers would also create additional costs to outsource services. Purchasing the Stryker Surgical Camera System will enable the facility to reduce costs, maintain continuity of services, and keep patients in-house, thereby preventing diversion caused by a lack of capability.

This purchase will support use for more than five years and eliminate the need for a new contract, thereby avoiding unnecessary employee time and administrative effort. It will also enable the facility to maintain the quality of patient care and patient satisfaction expected by
VA.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
This purchase will be a brand name solicitation to be competed amongst authorized distributers in order to obtain the benefit of competition. The Stryker Surgical Camera System is only compatible with itself and already being utilized at the Robert J. Dole VAMC.
The VA’s Technology Acquisition Center (TAC) awarded a task order in 2022 for VISN 15 facilities, to provide a Cerner ready integrated Operating Room (OR) solution, tailored by Stryker (LB). This procurement included both software and hardware installations to update the facility’s capability to interface with the Cerner Electronic Medical Record (EMR). There are other Surgical Camera Systems but their systems are incompatible with the current system utilized in the Surgical area.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
It is anticipated that the cost to the Government will be fair and reasonable as the equipment needed will be competed. The Contracting Officer anticipates that the cost for this requirement will be considered fair and reasonable, by comparing the competitive quotes received with the Independent Government Cost Estimate (IGCE) and compared to other pricing found on the open market.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Small Business Search: Using the search term “surgical boom” returned 1,444 small-business results. Of those, 234 were identified as SDVOSB/VOSB firms. Most of the results did not appear to provide the type of equipment needed. A second search using the term “camera control unit” returned 212 SDVOSB/VOSB results; however, most did not appear to offer the required types of equipment.
GSA: GSA was searched, and it was determined that just under half of the required items were available under contract from the manufacturer, Stryker Endoscopy (Contract No.
36F79726D0117), and from the SDVOSB, TrillaMed (Contract No. 36F79720D0041).
Neither contract included all required items. A search using the term “camera control unit” returned multiple entries; however, many were not for the required types of equipment and instead included accessories, security cameras, and photography cameras.
NAC: The search term “camera control” returned 28 results. The results showed contracts awarded to multiple companies for equipment from different manufacturers. The equipment that meets the needs of this requirement confirmed the results found on GSA. Some of the required equipment is available under contract from Stryker or TrillaMed, but not all of it.
Effective Date: 12/30/2025 Page 4 of 6 Revision: 02 Acquisition ID#: 36C255-26-AP-0897
SCMC: The search term “camera control” returned 14 results for equipment or accessories similar to those required; eight of those results were from Stryker. Two results were for sole-source maintenance services, and the remaining results were Federal Supply Schedule (FSS) contracts.
ADDS UP: The search term “surgical camera control” returned many results; however, approximately 42 appeared to be for equipment similar in nature to the requirement. Of those, more than half were awarded to SDVOSB vendors, and most appeared to have been competed.
There are multiple large-business manufacturers that provide similar equipment and services;
however, each manufacturer’s equipment is proprietary and operates only with that manufacturer’s products. Stryker is a U.S.-based company that manufactures its equipment in the United States. Karl Storz and Dräger are German-based manufacturers that manufacture their equipment in Germany. Only Stryker equipment is fully compatible with the existing OR Hubs, and the equipment is commercially available.
This procurement will provide updated Stryker booms, lights, and COR IP remote pre-installation for ORs that have not yet been configured with the previously purchased hardware and software. Task Order No. NNG15SD22B / 36C10B22F0190 was awarded by the TAC in 2022 for the VISN 15 Stryker Operating Room Equipment Upgrade. This procurement was used to standardize equipment and provide equipment capable of interfacing with Cerner’s Electronic Medical Record (EMR).
A sources-sought notice was posted from January 20, 2026, through February 2, 2026.
Responses were received from the manufacturer, Stryker, and two of its SDVOSB authorized distributors, Beacon Point and TrillaMed. TrillaMed appears to have some Stryker products available under its FSS contract, Contract No. 36F79720D0041. Stryker also provided a list of its authorized small-business distributors, which identified the two SDVOSB businesses that responded to the sources-sought notice. Stryker further indicated that approximately half of the required equipment items are available under an FSS contract.
Responses were also received from Karl Storz and Olympus; however, both stated that their systems require different software. Use of either system would require the purchase, approval, and installation of new software, as well as replacement of all currently installed equipment in the OR rooms already completed. This would result in further delays, duplication of costs to replace equipment that is currently in use, and additional costs that would not be recovered.
There are three authorized vendors capable of providing the requested equipment and installation services: one large business and two SDVOSBs. The Stryker Surgical Camera System will integrate with the current Stryker iSuite and OR integration systems. As described above, market research was conducted in accordance with FAR Part 10 through synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
