About this file

This is an Amendment of Solicitation (Amendment No. 0001) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas for Solicitation No. 36C25526Q0652, effective September 10, 2026. The amendment does not extend the offer receipt deadline and requires offerors to acknowledge receipt of the amendment prior to the specified hour and date by completing items on the form, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment provides answers to 14 questions submitted during the Q&A period regarding the procurement of mobile laptop carts, keyboards, and mice for Kansas City VAMC. Key clarifications include: delivery within 30 days ARO is not a strict requirement; BCMA scanners are wireless with a base requiring only work surface space; PIV readers are small wired external models also requiring only work surface space; overall cart dimensions of 20"W × 28"D include all attachments, handles, and keyboard/mouse tray; the 55-pound weight limit applies only to the cart itself, not accessories; any manufacturer is acceptable if all salient characteristics are met (not brand-name-only); internal power strips must be UL 1363A approved and external power cords must be UL 1363A or UL 60601 certified; drawers are not required with initial purchase but the cart must have structural capability for future expansion; keyboards and mice may be sourced separately from the cart manufacturer; offerors must be authorized distributors with OEM proof of authorization; and the Government will consider all past performance, including that of the proposed OEM/manufacturer and key personnel, when evaluating newly established small-business offerors.

Questions and Answers

Q: Regarding the 30 days ARO delivery requirement stated in the bid documents, is the delivery date required to be strictly followed?

A: Submissions should include your best time frame for delivery. Delivery time will not be an excluding factor.

Q: Are the BCMA scanners wired or wireless?

A: Wireless with a base.

Q: Do the scanners require a mounting bracket or just space on the cart work surface to place the base?

A: Space on the cart work surface to place the base.

Q: What is the PIV reader model #?

A: Currently the model number is unknown, however it is a small wired external model.

Q: Do the PIV readers require a mounting bracket or just space on the cart work surface to place the reader?

A: Space on the cart work surface to place the reader.

Q: The salient characteristics state that cart dimensions shall not exceed 20”W × 28”D.

Does this refer to the wheelbase/rolling footprint—the portion of the cart touching the floor—or the maximum overall dimensions of the complete cart, including the worksurface?

A: These dimensions include the overall measurements of the cart.

Q: Does the cart’s maximum size of 20 inches wide by 28 inches deep include the keyboard/mouse tray, handles, and other attachments?

A: Yes, the dimensions are the overall measurement of the cart.

Q: Does the 55-lb limit include all required accessories?

A: No, just the cart.

Q: Can the VA confirm whether there is a preferred or previously evaluated manufacturer/model for the mobile laptop cart, or will any manufacturer be acceptable as long as all stated requirements are met?

A: The customer determined the features on the Jaco EVO-10-NP are similar to what they are looking for, however this is not a brand name only solicitation and any manufacturer will be considered if the offer meets all salient characteristics in the Statement of Requirement.

Q: For the requirement for an internal power strip and external power cord, is a specific number of outlets or electrical configuration required?

A: Per our facility experts- UL 1363A or UL 60601 required certified devices for external power cords and the internal power strips to be UL 1363A approved.

Q: For the requirement that the cart have structural capability for future add-on drawers, is a drawer required to be included with the initial purchase, or is the ability to accommodate a future drawer sufficient?

A: No not with initial purchase, it is required for future expansions if we determine it is needed.

Q: May the 77 keyboards and 77 mice be sourced separately from the cart manufacturer, provided they meet all stated requirements?

A: Yes.

Q: Regarding the OEM Authorized Distributor Letter, does the letter need to specifically identify the offeror by name, or will a manufacturer letter confirming authorized distributor status for the proposed product satisfy the requirement?

A: The offeror needs to be an authorized distributor, as stated by the OEM, and provide proof to that extent. This ensures authenticity of the product as well as the guarantee of manufacturer warranties.

Q: For a newly established small-business offeror that does not yet have corporate past performance for substantially similar supplies, will the Government consider relevant past performance of the proposed OEM/manufacturer and/or relevant past performance of key personnel when evaluating the Past Performance factor?

A: Yes. The government will consider all past performance, including past performance not related to the items listed in the solicitation.
