About this file

This is Amendment 0002 to Solicitation 36C25526Q0627, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas on September 9, 2026. The amendment responds to 19 questions and answers related to the Alertus Outdoor Speaker Integration project at Kansas City VAMC.

The project requires installation of outdoor speakers on the rooftop to integrate with existing Alertus, Cisco VoIP, Vocera, and BlackBerry AtHoc systems. Key scope items include structured cabling, new poles, electrical work, and integration with 2,800 Cisco devices and 1,300 Vocera devices. The government will provide site drawings but no existing outdoor speaker locations exist; vendors must investigate to verify information. The contractor must provide switch ports, PoE, VLAN assignments, and firewall rule updates only if equipment is Alertus-approved on the Enterprise Resource Agreement (ERA). Post-implementation support includes a one-year performance period starting from order date with warranty upon written final acceptance, comprising annual NFPA 72-compliant inspections, staff training, two emergency onsite visits, and spare parts with extended warranty coverage. Additional licenses are required for the new system. All contractor personnel must complete safety training, be fingerprinted, provide two forms of identification to the PIV office, and attend training held on Tuesdays at 0700; work exceeding two weeks requires a PIV badge with Tier 2 background checks taking several weeks to three months. VA-provided escorts are required unless personnel have appropriate badging and background clearances. Hardware, software, integration services, training, documentation, travel, and support are structured under separate CLINs.
