About this file
This document is Amendment 0001 to Request for Quote (RFQ) 36C25526Q0499 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15, located in Leavenworth, Kansas. The amendment addresses industry questions and answers regarding the procurement and does not extend the RFQ submission deadline, which remains July 20, 2026 at 11:00 AM Central Time.
The RFQ seeks powered sit-to-stand patient lifts for the Marion VA Medical Center in Marion, Illinois. The Statement of Requirement specifies delivery of seven powered sit-to-stand lifts, seven chargers, fourteen batteries, and twenty-one wipeable slings in various sizes (medium, large, and x-large). All lifts must meet minimum technical specifications including a maximum width of 27 inches in closed position with legs widening to a minimum of 38 inches (amended from 40 inches), 440-pound lifting capacity, fully motorized operation with electronic leg width adjustment and patient handle controls, integrated weight scale readout on the hand control, compatibility with clip-based slings including Arjo MFA3000 disposable slings, single wipeable leg belt, emergency stop and lowering functions, and ability to accommodate patients bearing weight on at least one leg while holding with one hand. Each unit must include one charger and two rechargeable batteries. The amendment clarifies through Q&A responses that this is not a brand-name-or-equal requirement, weight scale readout must appear on the handheld control for staff safety visibility, leg support with equivalent sling compatibility is acceptable, and alternative leg support designs meeting the same capability would be considered. Equipment delivery is required to Marion VA Medical Center at 2401 West Main Street, Marion, Illinois 62959, with acceptance based on verification of compliance with all technical specifications and rejection protocols requiring replacement at no cost to the Government.

Industry Q&A
Q. The Statement of Requirement specifies that the legs must widen to a minimum of 40 inches.
Will the Government consider a powered sit-to-stand lift whose legs widen electronically to 38 inches, where the lift meets or exceeds all capacity and safety requirements?
A. 38 inches would be considered. The Statement of Requirement has been amended to reflect this consideration.
Q. The SOW requires the weight scale readout to appear on the hand control without requiring separate batteries. Will the Government consider an integrated digital scale rated at or above the lift's full weight capacity with a dedicated backlit display mounted on the lift, powered by the lift's rechargeable battery system?
A. The weight scale readout is required over the readout only appearing on the lift due to the ability of the staff member to remain near the Veteran for safety and still have the visibility of reading the weight on the handheld control.
Q. The SOW requires compatibility with clip-based slings, including the Arjo MFA3000 disposable sling. Is this requirement satisfied by a lift supplied with an equivalent range of standing slings (wipeable and disposable options in medium through x-large), or must the lift physically accept Arjo clip-style slings?
A. Currently existing powered sit-to-stand slings in use throughout the Marion VA system are compatible with clip-based slings, including the Arjo MFA3000 disposable sling which is currently in use at the facility. The intent is to ensure cross compatibility among the various, in-use sit to stand patient lifts and slings.
Q. Will a padded, contoured, height-adjustable leg support with a wipeable surface satisfy this requirement?
A. A removable, single belt to secure the patient's legs is requested due to the flexibility of using the strap to secure one or both legs while adapting to different body sizes, weight bearing restrictions, and/or prosthetic devices, on one of the lower extremities but a powered sit-to-stand lift with the same leg support capability would be considered.
Q. Can the Government confirm whether this requirement is brand-name-or-equal, and if a specific manufacturer's product formed the basis of the salient characteristics, identify that product so offerors may confirm equivalency?
A. This is not a brand-name or equal requirement.
STATEMENT OF REQUIREMENT
Background
The Marion VA Health Care System Department requires the acquisition of powered sit-to-stand lifts to support patient care, early mobility initiatives, and staff safety. These devices will be used in conjunction with the Mobility Screening and Solutions Tool (MSST), which identifies appropriate mobility equipment based on each patient’s functional level. Powered sit-to-stand lifts facilitate safe standing, reduce fall risk for Veterans, and mitigate lifting-related injuries among clinical staff. Procuring updated equipment aligns with the goals and standards outlined in VHA Directive 1611, supporting a safe patient handling and mobility (SPHM) environment.
Scope of Work
The contractor shall provide powered sit-to-stand lifts that meet all minimum technical specifications listed in this SOW. The contractor shall furnish all equipment, materials, shipping, and related warranties required to deliver fully functional units to the VA. All equipment must be new, compliant with the specifications below, and suitable for clinical, daily-use environments.
