About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas.

The amendment responds to questions received during the solicitation phase for solicitation number 36C25526Q0498, issued on July 23, 2026. The solicitation pertains to forklift equipment procurement. The amendment clarifies two key technical requirements: (1) air conditioning is a required salient characteristic, and an offer without A/C would not be technically acceptable; and (2) a forklift with a base-model capacity of 5,000 lbs. that has an actual capacity of 4,500 lbs. at the required 189-inch maximum fork height would be considered technically acceptable under the solicitation's 5,000-lb. requirement. The due date and time for responses to solicitation 36C25526Q0498 is not extended as a result of this amendment. Offerors must acknowledge receipt of this amendment prior to the specified hour and date by completing the required items and returning copies to the issuing office, or by acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. The contracting officer is Steve Parrott.

The purpose of this amendment is to respond to questions received during the solicitation phase of this requirement.

The due date and time of responses to solicitation 36C25526Q0498 is NOT extended as a result of this amendment.

Question: Is air conditioning mandatory under this solicitation, or would a forklift equipped with heat but without A/C be considered technically acceptable? A/C is a required salient characteristic and an offer without meeting this salient characteristic would not be technically acceptable.

Question: the model from the above question has a base-model capacity of 5,000 lbs.; however, in the configuration being considered, its stated actual capacity is 4,500 lbs. at the required 189-inch maximum fork height. Would this configuration be considered technically acceptable under the solicitation's 5,000-lb. forklift requirement? This would be acceptable.
