About this file

This is a Sources Sought Notice and Intent to Sole Source announcing a contract opportunity for bulk cable television service at the Robert J. Dole VA Medical Center in Wichita, Kansas. The Department of Veterans Affairs, Veterans Health Administration Network Contracting Office (NCO) 15 intends to award a firm fixed-price sole-source contract to Cox Kansas Telcom LLC under FAR 6.302-1 (only one responsible source) in conjunction with FAR Part 12 for commercial products and services. The applicable NAICS code is 517111 and the Product Service Code is S119. The Medical Center requires ongoing bulk cable TV service for patient rooms and common areas throughout the facility.

The Government justifies the sole-source approach based on unique technical and facility constraints: the existing distribution system and wiring infrastructure are Cox-specific, and alternative vendors cannot utilize the installed infrastructure to provide equivalent service. Transitioning to another provider would necessitate complete removal and replacement of wiring, distribution equipment, and related components, plus new equipment and service, creating unacceptable costs and operational impacts. Additionally, the historically significant buildings date from the early 1930s, making any vendor transition intrusive and risky with potential extended service disruption that would negatively affect patient care. Cox is the only vendor currently maintaining service compatibility with the legacy system. Interested parties must submit responses demonstrating capability and an Authorization Service Letter from Cox Kansas Telcom LLC by 7:00 AM Central Time on July 13, 2026, via email to Erika.Kobulnicky@va.gov. The Contracting Office is located in Leavenworth, Kansas (ZIP 66048), with the place of performance at 5500 E. Kellogg Avenue, Wichita, Kansas 67218-1607.

DESCRIPTION

This is an INTENT TO SOLE SOURCE NOTICE only.

This notice for commercial services is prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 15 intends to negotiate and award a sole‑source, firm‑fixed‑price contract to Cox Kansas Telcom LLC for bulk cable television service at the Robert J. Dole VA Medical Center, 5500 E. Kellogg Avenue, Wichita, KS 67218‑1607. The statutory authority is FAR 6.302‑1, Only one responsible source, in conjunction with FAR Part 12 for commercial products and services.

The applicable NAICS code is 517111 and FSC/PSC is S119. The Medical Center has an ongoing requirement for bulk cable TV service for patient rooms and common areas. The existing distribution system and wiring are Cox‑specific; an alternate vendor cannot use the installed infrastructure to provide equivalent service. Transitioning to another provider would require full removal and replacement of wiring, distribution equipment, and related components throughout the facility, plus new vendor equipment and service, resulting in costs and operational impacts the Government cannot reasonably incur at this time. Such work would also involve intrusive modifications to historically significant buildings dating from the early 1930s, creating additional technical, cost, and schedule risk, and likely causing extended disruption of cable service that would negatively affect patient experience and mission support.

Cox is currently maintaining service compatibility with the legacy system; other vendors do not offer this capability on the existing infrastructure. Due to these unique technical, historical‑facility, and logistical constraints, Cox Kansas Telcom LLC is the only responsible source capable of providing the required bulk cable television service without unacceptable cost and operational risk, and no other supplies or services are considered acceptable to meet the Government’s minimum needs.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED.

Interested persons may identify their interest and capability by emailing Erika.Kobulnicky@va.gov by 7:00 AM CST July 13, 2026. Responses must provide clear and convincing evidence of capability and include an Authorization Service Letter from Cox Kansas Telcom LLC, the Original Equipment Manufacturer (OEM). All timely responses will be considered; however, the Government’s decision whether to compete this requirement is solely at the Government’s discretion.
