About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs for a procurement under the Simplified Acquisition Threshold. The Network Contracting Office (NCO) 15 in Leavenworth, Kansas is conducting the acquisition in support of Harry S. Truman Memorial Veterans Hospital in Columbia, Missouri, under Purchase Request Number 589-26-3-7311-0163 (Acquisition ID# 36C255-26-AP-1750). The acquisition is for Guldmann Patient Lift Systems, including accessories, hardware, installation, and training, to be installed in rooms A122 and A126 of the Columbia VAMC Women's Clinic.

The justification for single source procurement is based on compatibility and standardization requirements. The existing infrastructure at Columbia VAMC already supports Guldmann-compatible rails, lifts, and accessories, making procurement of alternative brands cost-prohibitive due to the need for separate accessories and maintenance contracts. Guldmann patient lifts meet the minimum weight capacity requirement of 825 pounds for safe handling of veterans. Competing manufacturers' ceiling lifts utilize proprietary rail geometries and trolley interfaces that are mechanically and structurally incompatible with the existing Guldmann rail infrastructure installed throughout the facility. The market research section (Section 4) is redacted. The Contracting Officer, Amanda E. Williams, certified the justification on May 28, 2026, in accordance with FAR 13.106-1(b).

Acquisition Plan Action ID: 36C255-26-AP-1750

1. Contracting Activity:

Network Contracting Office (NCO) 15, 3450 S. 4th Street Trafficway, Leavenworth, KS 66408 in support with the Department of Veterans Affairs (VA), Veterans Integrated Service Networks (VISN) 15 Facilities, in support of Harry S. Truman Memorial Veterans Hospital, 800 Hospital Drive, Columbia, MO 65201-5275.

Purchase Request Number: 589-26-3-7311-0163

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a brand name justification for Guldmann Patient Lift Systems, to include:

accessories, hardware, installation, and training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Columbia VAMC Women’s Clinic, rooms A122 and A126, will utilize Guldmann patient lifts to maintain compatibility with the existing system and accessories currently in use at the Columbia VAMC. Existing infrastructure already supports Guldmann compatible rails, lifts, and accessories. Procuring a different brand would be cost-prohibitive to the Government, as it would require purchasing separate accessories and establishing a separate maintenance contract.

Guldmann patient lifts meet the minimum weight capacity requirement of 825 pounds, ensuring safe handling for all Veterans. Additionally, adding the Guldmann patient lifts to rooms A122 and A126 in the Women’s Clinic integrates with the existing system at the Columbia VAMC to support standardization in the facility.

Ceiling lifts from other manufacturers utilize proprietary rail geometries and trolley interfaces that are not mechanically or structurally compatible with the existing Guldmann rail infrastructure installed throughout the facility.
