About this file
This is a Sources Sought announcement issued by the Department of Veterans Affairs, Network Contracting Office -15, for ophthalmic equipment needed at the Harry S. Truman VA Medical Center's new Multi-Specialty Community-Based Outpatient Clinic (CBOC) in Rolla, Missouri.
The VA seeks three primary pieces of ophthalmic equipment: a photographic slit lamp, an automated ophthalmic perimeter with powered adjustable height table, and an optical biometer with corneal topography/pachymetry capabilities. The slit lamp must feature magnification ranges of 6x/10x/16x/25x/40x with LED light source, multiple filter options, continuously adjustable slit width (0-12mm) and length (1-12mm), and FORUM network compatibility. The automated perimeter requires seven fixation aids, 90-degree maximum temporal range, multiple threshold test strategies (including SITA Standard, SITA Fast, SITA Faster, Full Threshold, and SITA-SWAP), and progression analysis capabilities with Guided Progression Analysis functionality. The optical biometer must provide axial length measurements (14-38mm), full-length OCT imaging, swept-source biometry at 2,000 scans per second with Haigis calculation formulas, multiple imaging modes including fluorescein angiography and autofluorescence, and widefield imaging up to 267 degrees with montage capability.
All equipment must be FORUM-compatible, comply with current and future VA EHR requirements, meet federal cybersecurity standards including BitLocker encryption and TLS protocol FIPS mode validation, and include manufacturer's two-year standard warranty. Deliverables include six CLINs: the slit lamp, automated perimeter, optical biometer, software interface, white-glove installation service (not later than January 31, 2027), and training completed within 45 days of final installation with recorded electronic copies provided to the VA. Delivery is required 90 days after receipt of order to the Columbia, Missouri location. Interested vendors must respond with company information, UEI number, GSA contract status, capability statement, references with contract numbers, product brochures with specifications, authorized service provider letters from OEM, and country of manufacture data, referencing announcement number 36C25526Q0396. Prospective contractors must register in SAM.gov and complete electronic representations and certifications; Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses must be verified in SBA's Small Business Search system. Point of contact is Amanda Williams at amanda.williams16@va.gov.
