About this file
This is a Vendor Questions and Answers document for solicitation 36C25526Q0321 regarding annual airflow certification services at Saint Louis VA Medical Centers.
The document addresses three key inquiries from a prospective vendor regarding conflicting or unclear requirements in the Performance Work Statement. The first question concerns whether a Class A Air Conditioning and Refrigeration Contractor (ACR) license is required when the vendor's NEBB-certified independent firm typically performs this work without such licensure. The government response defers to the PWS requirements. The second question addresses a discrepancy between the requirement for TABB certification and performance requirements referencing NEBB or AABC standards, asking whether bidders must be NEBB or AABC certified or may use certified subcontractors; the government again defers to the PWS. The third question clarifies that corrective measures are not included in the contract scope unless separately ordered, and confirms that corrective work may extend beyond damper adjustments, balancing, and control changes if required. The government also specifies that the current control system is Web Control from Automated Logic. These Q&A responses provide clarification on contractor qualifications, testing standards, and performance scope for vendors preparing proposals for this annual airflow certification requirement with a performance period from June 1, 2026 through May 31, 2031 (base year plus four option years).

1. In solicitation 36C25526Q0321, section B .4 Performance Work Statement (PWS), Subsection 7 Contractor Qualifications and Certifications, bullet point 3 states the contractor must “Hold a valid Class A Air Conditioning and Refrigeration Contractor’s (ACR) license with appropriate endorsements, as required by jurisdiction.”
0. Our team consists of an independent NEBB certified firm that currently performs the same scope of work at multiple other VA facilities throughout the United States. Typically, being a certified firm doesn’t require having a Class A Air Conditioning and Refrigeration Contractor’s (ACR) license to perform the work. Our firm generally holds the ACR contractors accountable by ensuring the installation meets design specifications. It is typically standard to be independent from the ACR contractor to maintain ethical accountability and avoid conflicts of interest.
0. With that being said, is the ACR License required to perform the scope of work associated with this contract? I would defer to what is in the PWS.
1. In solicitation 36C25526Q0321, section B .4 Performance Work Statement (PWS), Subsection 7 Contractor Qualifications and Certifications, bullet point 2 states the contractor must “Be an accredited Testing, Adjusting and Balancing Bureau (TABB)-certified firm for the testing performed under this contract” but under subsection 8 Performance Requirements, bullet points 1 & 10 reference adhering to current NEBB or AABC Procedural Standards for Testing, Adjusting, and Balancing of Environmental Systems.
0. A TABB certified firm would not be held to the higher standards set by NEBB or AABC, nor would they have the technical ability to produce a report with the NEBB or AABC standards without being certified by either of these authorizing bodies.
0. With that being said, are all bidders required to be NEBB or AABC certified firms, or have a subcontractor that holds the certification(s)? I would defer to what is in the PWS.
1. In solicitation 36C25526Q0321, section B .4 Performance Work Statement (PWS), Subsection 8 Performance Requirements, bullet point 6 states the contractor shall, “Provide recommendations to correct deficiencies (e.g., damper adjustments, balancing, control changes, or design review), recognizing that corrective work itself is outside the scope unless separately ordered.”
0. For confirmation purposes, are corrective measures included in this contract? Only recommendations are included.
0. If ordered, will the corrective measures consist of anything outside of damper adjustments, balancing, control changes, or design review? Yes, if required for correction of deficiencies.
0. What type of control system (BAS) is currently being utilized? We use Web Control from Automated Logic.
