The purpose of this Amendment is to provide Questions & Answers on the continuation pages (see also attached documents).
The solicitation ends January 20, 2026, at 11:00 a.m. Central. Quotes are due on or before January 20, 2026, by 11:00 a.m. Central.

QUESTIONS & ANSWERS
• Will monthly invoicing be fixed at the awarded rate in section B.3 regardless of the amount of cable actually installed?
ANSWER: No Cable will be assigned in a 50 unit block, Contractor will be paid in 12 payments/monthly for work completed each month.
• Will there be an allowance for making adjustments to the invoiced amount if the actual installed amount is significantly more than the estimated average in a given month?
ANSWER: Yes.
• If cabling is done in 50 unit blocks of work, and there is 250 units of work the first year, how will 5 blocks of work be performed over 12 months (for the base year)?
ANSWER: Cable will be assigned in a 50 unit block, Contractor will be paid in 12 payments/montly for work completed each month.
• The government estimates that : “50% of cable pulls will include demolition of existing cables, and 10% will require completely new installations including raceway, penetrations, and fire protection measures.”
ANSWER: Yes
• Will there be an allowance for making adjustments to the invoiced amount if the actual demolition and new installations amounts are significantly more than the estimated average?
ANSWER: This will be a Firm-Fixed-Price contract
• Do you have a specified firestop provider we need to work with?
ANSWER: Hilti
• What type and color of Cat6a cable needs to be installed?
ANSWER: Section 3.1 of the SOW has a bullet that covers this; however, Yes. Patient monitoring is orange. Blue for all other drops.
• Are we installing new patch panels?
ANSWER: No.
• At what phase of installation do the new raceways need to be installed?
ANSWER: Prior/during the pulling of cable.
• Does the Government have intentions of selecting more than company for this Contract?
• Will the Government Guarantee a minimum number of Task Orders per year?
ANSWER: There will be a Base Period and 4, 12-month, Option Periods and that is all. There are no guarantees for exercising an option.
• Is this a Time and Material or a Firm Fixed Price Contract or a Time and Material.
ANSWER: This will be a Firm-Fixed-Price contract.
• When can the company that has been awarded this contract expect to be offered a Task Order for work?
ANSWER: When evaluations are complete and a winner is chosen.
• Please confirm the required cable type (Category 6 vs Category 6A).
ANSWER: 6A.
• Will existing cable tray and J-hook infrastructure be reused, or should replacement be anticipated?
ANSWER: Reused if able.
• Are hard-lid ceilings present in any areas included in the scope?
• Are lifts required for any work areas, and will lift access be provided by the facility?
• Will work occur in occupied patient care areas?
• Are any areas restricted to nights or weekends only?
• Will work be phased by department or geographic area?
ANSWER: Yes when possible.
• What advance notice is required for access to high-risk areas (OR, ICU, ER)?
ANSWER: 2 weeks.
• Please confirm the estimated quantity of existing cabling drops to be removed.
ANSWER: See section 3.1 of the SOW.
• Will any active systems require coordination prior to removal?
• Please confirm the ICRA classification required for this scope.
ANSWER: Level 3 or higher.
• Will infection control requirements vary by department?
• What is the required frequency of ICRA inspections?
ANSWER: Daily.
• Will the facility provide negative air machines, or are they contractor-furnished?
ANSWER: Contractor-furnished.
• Please confirm the anticipated number of core drills and rated penetrations.
ANSWER: Rough estimate per floor is 4.
• Are Hilti systems required, or are equivalent systems acceptable?
ANSWER: All pass throughs are to be Hilti Sleeve 4 inch. Rough estimate per floor is 4 sleeves.
• Will firestopping inspections be performed by hospital staff or third-party inspectors?
ANSWER: Hospital staff.
• Please confirm Fluke DSX certification is acceptable.
ANSWER: Certified results must be able to be presented to HTM and readable without any special software or device.
• Are test results required per drop or per work package?
ANSWER: Work package.
• Is as-built documentation required at project closeout or per phase?
ANSWER: Per phase.
• Will pricing be adjusted for changes in scope, access, or infection control requirements?
ANSWER: This will be a Firm-Fixed-Price contract.
• Are materials owner-furnished or contractor-furnished?
ANSWER: Contractor.
• Is there a preferred invoicing structure (monthly vs per phase)?
ANSWER: See Cost/Price Schedule in the Solicitation and fill it out – in accordance with FAR Clause 52.212-1 Instructions to Offerors.
• Section B.2 indicates cable runs will occur “once monthly, for however many days are required,” while overall quantities are defined annually. The SOW also references monthly work and 50-unit blocks. Can the Government clarify whether work under this contract is expected to be performed on a recurring monthly basis, or issued on an as-needed basis when requirements arise? Will the Government provide monthly tasking estimates or minimum/maximum quantities per month, or should contractors assume highly variable monthly workloads? When a new cable work bundle is identified, can the Government clarify the typical lead time between notification to the contractor and the expected start of work?
ANSWER: Cable will be assigned in a 50 unit block contractor will be paid in 12 payments for work completed each month 15 working days.
• The SOW states that 50% of cable pulls include demolition of existing cables. Please clarify whether demolition includes only removal of abandoned cabling, or if it also includes removal of active cables requiring coordination, downtime, or system cutovers.
ANSWER: Some cable removal may require coordination, downtime, or system cutovers.
• The SOW requires PCRA for each work area and ICRA compliance per VHA Directive 7715 and references the use of HEPA carts. Can the Government clarify whether HEPA carts and containment materials are Government-furnished or Contractor-furnished, and provide typical approval timelines for PCRA/ICRA per work area? Please clarify the typical review and approval timeline for PCRAs and ICRAs once submitted. Is there an established SLA for approvals to prevent schedule impacts?
ANSWER: Contractor supplied carts and containment materials. 6 working days for PCRA/ICRA approval.
• The solicitation lists NAICS 517111 (Wired Telecommunications Carriers).
ANSWER: The NAICS is correct.
• The SOW notes that HEPA carts may minimize the need for ICRA issuance when removing one ceiling tile at a time. Please confirm whether use of HEPA carts formally waives ICRA requirements, or if approval is still required on a case-by-case basis.
ANSWER: PCRA and ICRA are required.
• The contract includes a monthly service CLIN. In months where no cable bundle is issued, can the Government clarify what constitutes acceptable performance for purposes of monthly invoicing and acceptance? Would the Government be open to a quarterly CLIN breakout vs.
monthly?
ANSWER: If no cables are needed for that month then no invoices will need to be submitted.
• Is there an area to store company equipment on site?
ANSWER: Minimal storage.
• Is there an estimated number of fire penetrations required?
ANSWER: 4 to 8 from a typical closet and depending on the length of the run but vendor can use existing penetration if they are Hilti Sleeve 4 inch.
• Are new CAT6A keystone jacks required as part of the quote?
• Are new patch panels, patch cables and/or switches required as part of the quote?
• Are drawings/blueprints available for the floors/areas that will be renovated or for the new construction areas?
ANSWER: Drawings will be made available upon request to the awardee.
• What are the specific brand specs (e.g. Panduit, Hubbell, Eaton, Chatsworth, etc.)?
ANSWER: Depending on system there will be Leviton or Tech Choice.
• What are the color codes for the cable?
ANSWER: Section 3.1 of the SOW has a bullet that covers this; however, Patient monitoring is orange. Blue for all other drops.
• For the areas that are being renovated, will the whole area be closed off?
• Will any infection mitigation (e.g. dust extraction/control, HEPA carts, etc.) be required?
• For areas where EMT conduit pathways will be required, will that be installed by the low voltage contractor?
• Or will that work be completed by an electrical contractor?
• The SOW references monthly work and 50-unit blocks. Can the Government clarify whether work under this contract is expected to be performed on a recurring monthly basis, or issued on an as-needed basis when requirements arise?
ANSWER: Cable will be assigned in a 50 unit block contractor will be paid in 12 payments for work completed each month.
• When a new 50-cable work bundle is identified, can the Government clarify the typical lead time between notification to the contractor and the expected start of work?
ANSWER: 15 working days.
• Can the Government confirm whether all anticipated cabling work locations are within existing facilities, or whether some work is expected to align with future building construction or renovation during the contract period?
ANSWER: It will be both.
• The SOW requires PCRA for each work area and ICRA compliance per VHA Directive 7715 and references the use of HEPA carts. Can the Government clarify whether HEPA carts and containment materials are Government-furnished or Contractor-furnished, and provide typical approval timelines for PCRA/ICRA per work area?

• The solicitation includes FAR 52.219-14 Limitations on Subcontracting, which provides multiple options for the measurement period. Can the Contracting Officer confirm which limitation-on-subcontracting measurement period applies to this award (e.g., base period, option period, or contract term)?
ANSWER: The award will be for a 12-Month Base Period and four, 12-month, Option Periods.
That Clause covers ALL of the Periods of Performance.
• Do contractors get storage space on site?
ANSWER: Minimal storage.
• Do we need to purchase Data racks + patch panels?
ANSWER: Will be provided by Government.
• Anchor cable troth on concrete walls where needed?
• Access: PIV cards and keys?
ANSWER: After award is made, and Contractor has attended training, there will be access cards issued, depending on security or Contractor employees will be escorted.
• Delivery location at facility?
ANSWER: Building 1 Main dock.
• Where to store Hepa carts?
ANSWER: Yes, as needed.
• 10ft slack loops?
• Can the facility provide a guide for ICRA requirements per departments.
ANSWER: Yes, most will be level III or level IV.
• Requesting the following drawings: is there a contract number for a previous contract for this type of work?
ANSWER: No previous contract. AGAIN, drawings will be provided upon request from the awardee.

• For the new construction areas, will the awarded vendor be required to install conduits and boxes?
ANSWER: Yes, when required by building code.
• Will the awarded vendor be required to work off hours and weekends?
• Do we have guidance on the number of firestop sleeves required, including conduit size, or should we plan for a worst case scenario?
ANSWER: All pass throughs are to be Hilti Sleeve 4 inch. Rough estimate per floor is 4 sleeves.
• Is there an estimate for the total length of raceway that will be required?
ANSWER: Use preexisting trays or J hooks when needed.
• How does the customer define a 50-unit block of work (stated in the Project Schedule of the
SOW)?
ANSWER: 50 individual runs listed on a standardized pull list. Covering entire hospital depending on need.
• Is it 50 cable runs completed?
