Request for Information (RFI) 36C25526Q0041, Title of Project: Connect Emergency Generators to Campus Grid, Project #657A5-23-111.
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is for information and planning purposes only and shall not be construed as a solicitation announcement nor a request for proposals or quotes and does not obligate the Department of Veterans Affairs (VA) to award a contract. Responses will not be considered as proposals, nor will any award be made to any parties responding to the sources sought announcement.
The purpose of this Sources Sought Announcement is to conduct market research to locate interested, experienced and potential qualified constructions firms capable of completing this project. Firm must identify their socio-economic status for NAICS Code 238210, Electrical Contractors and Other Wiring Installation Contractors. The appropriate North American Industry Classification System (NAICS) code for this acquisition is 238210 with the applicable business size of $19.0 million.
The project cost range is between $1,000,000.00 and $5,000,000.00.
GENERAL SCOPE OF WORK:
Connect (2) 2,500 KW diesel generators in the SE corner of our campus. They are low hour generators that have not been run for a while. A full service and maintenance will be completed on them, and they will be brought into operational condition. The generator voltage is 7620/13,200 and our campus electrical grid runs at 12,470 Volts. A small substation will be built for the equipment needed to convert to the proper voltage and for all the remaining equipment (automatic transfer switches etc.) to connect to our current electrical grid. Existing generators that are located at specific buildings will stay where they are and remain in service as the EES, but the two generators at the SE corner of campus will be utilized as a secondary provider of electrical power to our campus. In addition to the generators and the substation and gear to connect them to the electrical power grid, our current main switch gear will be replaced. We have 3 active feeders that are powered from a switchgear building in the SE corner of campus. This switchgear will be replaced with new switchgear, included with the substation provided by this project. Included with the new switchgear, a test load bank will be installed so that we can run and test the generators as part of our facility maintenance program. All work will be performed in accordance with this SOW, all local, state, and federal codes, and all VA requirements.
ITEM I,GENERAL CONSTRUCTION: The objective of this project is to connect the two (2) existing 2.5 MW diesel generators, currently located at the Southeast corner of campus, to the campus electrical grid to serve as an alternate power source for the entire MVAMC campus. The major elements of work include:
Full service and maintenance of the existing two (2) 2.5 MW Generators.
Evaluate options to convert generator nameplate voltages from 7,620/13,200V to 7,200/12,470V.
Design of new medium voltage switchgear to connect the generators to the existing campus electrical grid.
Replacement of the existing 12.47kV electrical switchboard.
Coordination with the local utility for interconnection.
Performance Period: The contractor shall complete the work required in this Statement of Work (SOW) in One Hundred Eighty (180) calendar days from the Notice to Proceed (NRP) unless otherwise directed by the Contracting Officer.
The construction will conform to Department of Veterans Affairs standards, design guidelines, and technical specifications, as well as all applicable codes. Construction phasing will be designed so electrical outages during construction will be minimized and limited as directed by the MVAMC staff.
