About this file
This document is a Justification for Single Source Award under Federal Acquisition Regulation (FAR) 13.106-1 for a procurement exceeding the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.
The Department of Veterans Affairs, VISN 15, Harry S. Truman VA Medical Center in Columbia, Missouri is acquiring a Hi-Techniques Synergy P16U-T Data Acquisition System (DAS) with associated equipment for $38,099.42. The system includes a hardened transport case, four signal conditioning breakout interfaces, and shipping. The DAS provides sixteen high-speed input channels capable of streaming 500 kS/s per channel and digitizing signals up to 1 MHz bandwidth, supporting voltage, bridge, accelerometer, thermocouple, and infrasound sensor inputs. The equipment will expand the Open Field Blast Core (OFBC) facility's blast-exposure data collection capacity for VA-approved traumatic brain injury (TBI) research, enabling connection of new infrasound sensors and additional pressure sensors for expanded open-field blast studies.
The justification establishes that only the Hi-Techniques Synergy P16U-T system is acceptable because it must maintain compatibility with existing Synergy systems already deployed at the OFBC blast site, which currently operate with fifteen pressure sensors using proprietary Hi-Techniques modules, cables, connectors, and data formatting. Substituting an alternative manufacturer would require replacing the entire existing DAS infrastructure, break compatibility with currently deployed sensors, and compromise data uniformity and reproducibility. The contracting officer, RONALD CASTLE, certified the justification on August 13, 2026. Section 4 regarding market research results is redacted in the document.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Truman VA Open Field Blast Core (OFBC) requires acquisition of a Hi-Techniques Synergy P16U-T Data Acquisition System (DAS), hardened transport case, four signal conditioning breakout interfaces, and shipping, totaling $38,099.42.
The system provides sixteen high-speed input channels capable of streaming 500 kS/s per channel and digitizing signals up to 1 MHz bandwidth, supporting voltage, bridge, accelerometer, thermocouple, and infrasound sensor inputs. The OFBC will use the system to expand its blast-exposure data collection capacity for VA-approved traumatic brain injury (TBI) research. The additional DAS will allow connection of new infrasound sensors and additional pressure sensors required for expanded open-field blast studies, ensuring complete multi-aspect blast characterization.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Hi-Techniques Synergy P16U-T system is uniquely required because it must match the existing Synergy systems already in use at the OFBC blast site. The current system operates with fifteen pressure sensors using proprietary Hi-Techniques input modules, signal conditioning interfaces, and data formatting.
Only the Synergy P16U-T provides complete compatibility with these existing modules, cables, connectors, sampling rates, transient memory architecture, and data processing/software workflows. Substituting a different manufacturer would require replacing or reconfiguring the entire existing DAS infrastructure, would break compatibility with currently deployed pressure sensors, and would compromise uniformity and reproducibility of blast-exposure data. For expanded capacity—
