About this file
This is a Justification for Other Than Full and Open Competition for a succeeding lease submitted by the Department of Veterans Affairs, Veterans Health Administration (VHA).
The VHA seeks to renew a medical facility lease at 207 Hamilton Road, Bloomington, Illinois 61704, currently operating under lease number VA69D-17-L-7423, which expires October 14, 2026. The justification requests approval to negotiate a succeeding lease without full and open competition with the incumbent lessor. The lease encompasses 20,079 ABOA/20,904 rentable square feet (RSF) for a 20-year term commencing October 15, 2026. The facility supports the VA Illiana Health Care System (VAIHCS) providing comprehensive medical services including primary care, mental health, laboratory services, clinical pharmacy, social work, home-based primary care, nutrition, podiatry, renal services, infectious disease, audiology, occupational therapy, physical therapy, optometry, general surgery, gynecology, chiropractic, orthopedics, and whole health services. The estimated total contract value is redacted in the document. The renewal is necessary to maintain continuity of care for Veterans in the Bloomington area and support the VA's strategic plan and USH's Priorities.
The justification demonstrates that market research conducted via CoStar and SAM.gov sources identified no acceptable alternative properties within the required geographic parameters (North: E. Empire St./HWY 9, South: I-55/Six Points Road, East: I-55, West: I-55/I-74). The incumbent lessor provided an Expression of Interest at a redacted rental rate. The VHA Lease Contracting Officer certified the anticipated cost as fair and reasonable within current market ranges. The statutory authority cited is 41 U.S.C. 3304(a)(1) regarding sole source acquisition, with procedures detailed in GSAR 570.402 for Succeeding Leases. Approvals were obtained from supervisory contracting officer Hans Lorenzini and VA HCA Associate Executive Director John D. Thomas.

9. LIST OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE
ACQUISITION.
Only the incumbent.
10. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION.
There are no systemic barriers to competition. If the agency has a continuing need for space upon lease expiration, VHA will follow all authorities, regulations and policies applicable to lease acquisition. Should there be remaining useful life in the Government’s tenant improvements, the Government will consider the cost of moving from the existing location, and the cost to build out new space when deciding whether to undergo a competitive action.
Additionally, objective scrutiny will be given to the customer agency’s mission and security requirements (if applicable) to eliminate unnecessary agency space requirements that may be deemed unduly restrictive.
