About this file

This is a Justification for Single Source Awards document issued by the Department of Veterans Affairs, VISN 15, Network Contracting Office 15, in support of the John J. Cochran Veterans Hospital in St. Louis, Missouri. The acquisition seeks to procure two General Electric CASE V7 Stress Test Systems for use by the St. Louis VA Cardiology Department to evaluate cardiac function and assess coronary artery disease risk during patient physical exercise. The procurement is justified under multiple authorities: SBA's Non-manufacturer Rule Waiver #72, the Veterans First Contracting Program under 38 U.S.C. 8127(b), and VAAR 819.7008 permitting sole source awards to verified service-disabled veteran-owned small businesses (SDVOSB). The justification includes both sole source authority and name brand justification under FAR 11.105, citing the need for compatibility with the facility's existing General Electric CASE units and current information system infrastructure. Acquisition of alternative systems would diminish functionality for real-time diagnostic data capture and analysis due to potential electromagnetic interference, electronic health record interoperability issues, OS-level software crashes, and hardware port mismatches.

Market research identified only GE HealthCare and SDVOSB TrillaMed, LLC as authorized distributors of the General Electric CASE V7 Stress Test System through querying government-wide and commercial databases including SBA DSBS, SAM.gov, GSA Advantage, GSA eLibrary, VA SCMS, VA NAC CCST, AddSup, and Google.com. Contact with GE HealthCare's Cardiology Business Manager confirmed that GE HealthCare was partnered with SDVOSB TrillaMed, LLC. The Contracting Officer, Matthew Curl, certified the justification as accurate and complete on July 16, 2026. The acquisition falls under FAR 13.106-1(b) for awards over the micro-purchase threshold but not exceeding the simplified acquisition threshold (SAT), with Purchase Request Number 657-26-3-8543-0255 and Acquisition ID# 36C255-26-AP-2863.
