SOURCES SOUGHT DESCRIPTION

This is NOT a solicitation announcement. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classification relative to NAICS

517111. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions and after review of the responses to this Sources

Sought, a solicitation announcement may be published. Responses to this Sources

Sought are not considered adequate responses for a solicitation announcement.

The information identified below is intended to be descriptive, not restrictive, and to indicate the quality of the supplies that will be satisfactory. It is the responsibility of the interested source to demonstrate to the Government that the interested parties can provide the supplies that fulfill the required specifications and/or the authority from the manufacturer to distribute the supplies.

If you are interested and are capable of providing the sought-out supplies, please provide the requested information indicated below in #1 thru 3. Response to this

Sources Sought shall include company name, address, point of contact, EUI, and size of business pursuant to the following questions:

1. Is your company considered small under the NAICS code 517111 identified under this Sources Sought for an SDVOSB vendor? If so, please provide the certification.

2. Provide the www.SAM.gov Unique Entity ID (UEI) number.

Please submit your capabilities that show clear, compelling, and convincing evidence that you can provide the requirement described in the following Statement of Need.

If a solicitation is issued it shall be announced, at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this Sources Sought.

Responses to this Sources Sought notice are not a request to be added to a prospective offerors list nor to receive a copy of a solicitation. It is not incumbent upon the Contract Specialist to constantly update any vendor about the procurement course of action that will be taken. It is incumbent upon the vendor to watch all public places for any solicitations that may be posted, e.g. www.sam.gov.

The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following:

Statement of Work

1. Installation of Cat6a Cables in Hospital Environment at Kansas City VA Medical Center

2. Project Overview

The purpose of this project is to install approximately 800 Cat6a cables over a five-year period in hospital environments. The contractor will be responsible for adhering to all infection control requirements, fire penetrations, core drilling, and conduit installation. The cable pulls are exclusively related to medical equipment or clinical system installations. This contract is not used in place of activations or construction projects where inadequate cables were planned for during design.

3. Scope of Work

3.1 Installation Requirements

• Install approximately 800 Cat6a Ethernet cables over five years, with 250 cables in the first year and 125 cables in each subsequent year. This must include terminations, testing and certification.

• Ensure cables are installed following current industry standards and best practices for hospital environments.

• Adhere to infection control protocols throughout the installation process.

• Perform and manage fire penetrations in accordance with local fire codes and regulations.

• Conduct core drilling as necessary to route cables through walls and floors.

• 50% of cable pulls will include the demolition of existing cables.

• 10% of cable pulls will require completely new installations, including the raceway, penetrations, and fire protection measures such as caulking and Hilti sleeves.

• Install brackets, where required, to protect and manage cables.

• All cables will be colored and labeled specifically to their application. Colors will be chosen prior to each requirement, (As an example, cables required for Physiological

Monitoring may be colored orange).

• Cable runs will be performed once monthly, for however many days are required to complete the number of runs necessary that month.

Cable Count Estimation: The cable count was estimated based on the typical number of network drops needed in high criticality areas of a VA facility, including Operating Rooms (ORs), Intensive Care Units (ICUs), and inpatient areas requiring patient monitoring. The estimated counts are:

• Operating Rooms: 30 cable pulls

• ICUs: 60 cable pulls

• Inpatient High Criticality Areas: 60 cable pulls

• General Inpatient Units: 80 cable pulls

3.2 Infection Control

• Implement and maintain stringent infection control measures to ensure patient and staff safety.

• Use appropriate containment methods (e.g., dust barriers, HEPA filtration) to minimize airborne particulates.

• Follow hospital-specific infection control guidelines and requirements.

• Perform Pre-Construction Risk Assessments (PCRAs) for every individual area cable will be installed. This includes submitting separate PCRAs for different criticality levels within hospital spaces as needed.

• Conduct Infection Control Risk Assessments (ICRAs) in compliance with VHA Directive

7715. Utilize HEPA carts to minimize the need for ICRA issuance, especially when removing one ceiling tile at a time.

• The need for PCRA and ICRA involvement is defined by activities such as drilling, dust creation, penetrations, and any work that extends longer than an 8-hour period.

3.3 Fire Penetrations and Core Drilling

• Perform fire-stopping to ensure compliance with fire safety regulations.

• Conduct core drilling with minimal disruption, adhering to structural and safety guidelines.

• Obtain necessary permits and inspections as required by local building codes.

3.4 Penetration Sleeves

• Install firestop Speed Sleeves with at least 50% future expansion reserved.

4. Deliverables

• Monthly progress reports detailing the number of cables installed, infection control measures taken, and any challenges encountered.

• Annual summary report highlighting the total number of cables installed, compliance with infection control and fire safety regulations, and any significant project milestones.

• Final project report at the end of the five-year period summarizing all work completed.

5. Project Schedule

• BASE Period: Install 250 Cat6a cables averaging 200 feet each.

• Option Period 1: Install 125 Cat6a cables averaging 200 feet each.

• Option Period 2: Install 125 Cat6a cables averaging 200 feet each.

• Option Period 3: Install 125 Cat6a cables averaging 200 feet each.

• Option Period 4: Install 125 Cat6a cables averaging 200 feet each.

• Cabling will be done in 50-unit blocks of work.

• 50% of cable pulls will include demolition of existing cables, and 10% will require completely new installations including raceway, penetrations, and fire protection measures.

• All materials will be included and compatible with the Federal Electronic Health Record

(FEHR) project.

• Monthly and annual reporting as outlined in the Deliverables section.

6. Contractor Responsibilities

• Comply with all hospital policies and procedures.

• Ensure all work is performed safely and in accordance with OSHA standards.

• Maintain clear and timely communication with hospital project managers.

• Provide all necessary tools, equipment, materials, and labor to complete the project.

• Manage all waste and debris according to hospital environmental policies.

• Conduct PCRAs and ICRAs in accordance with VHA Directive 7715. Ensure HEPA carts are used where applicable to reduce the need for ICRAs.

• This may require getting a contractor PIV card and taking VA sponsored Information

Security courses, background checks, etc.

• Contractor should only respond to calls from the Contracting Officer (CO), Contracting

Officer’s Representative (COR), Alternate COR or delegate.

7. Hospital Responsibilities

• Provide access to work areas as needed.

• Designate points of contact for project coordination.

• Facilitate communication between contractors and hospital departments as required.

8. Evaluation and Acceptance

• The quality of work will be evaluated based on adherence to specifications, infection control compliance, and timely completion of tasks.

• Inspections and approval by hospital project managers will be required at key milestones and upon project completion.

• All cables will be certified and results to be filed with the HTM office.

9. Terms and Conditions

• Any changes to the scope of work must be agreed upon in writing per a modification and signed by the Contracting Officer and Contractor.

• Contractors must provide proof of insurance and any relevant licenses.
