About this file
This is Amendment 0001 to solicitation 36C25525R0003, issued by the Department of Veterans Affairs Network Contracting Office 15 in Leavenworth, KS. The amendment provides answers to bidder questions about the Contracted Emergency Residential Services (CERS) opportunity for homeless veterans.
Key clarifications include: 1) The proposal due date remains April 14, 2025 at 5:00 PM CST, 2) Contractors must provide copies of certifications and evidence of staff qualifications, not just lists, 3) The facility must be within 15 miles of the Kansas City VA Medical Center unless no qualified facilities exist in that radius, and 4) Contractors cannot bill veterans' insurance (Tricare, Medicaid, etc.) for services provided under this contract. The amendment specifies that one behavioral health technician, certified nursing aide, certified medication technician/aide, or administrative staff member must be awake and available at all times to interact with veterans.

Question: For letter d, do HHG's program assistants meet this qualification (as administrative staff members)?
d. A minimum of one (1) behavioral health technician or certified nursing aide, or certified medication technician/aide, or administrative staff member at the facility. Staff on duty must remain awake and available to interact with veterans during their work tour, whether during the day or at night. Certified nursing aides and certified medication aides may be used in lieu of a behavioral health technician, but there should always be one (1) staff member, as a minimum, on duty at any time.
Answer: Per the solicitation, Section B.3, Performance Work Statement, para 7 (page 16), Staffing and Training states: The Contractor must identify each person functioning as “Key Personnel” under this contract and provide the VA a description of the services to be provided by such a person, together with a resume summarizing the person’s relevant skills and experience.
Question: For the evidence of staffing with qualifications, training, and certifications, do we need to provide copies of certifications? Or just a list of staff members, their positions, and their related training or credentials?
Answer: Proposed staffing should include evidence of qualifications, training, and certifications.
For example, if a position is required to have a certification, a copy should be included with your proposal along with other evidence, as appropriate.
In accordance with the Solicitation, Section E, E.2, FAR Provision 52.212-1, Instructions to Offerors (page 81), Sub-factor B, Staffing states to provide evidence of staffing with qualifications, training, and certifications outlined in PWS.
Additionally at B.3., PWS, para 7, Staffing and Training: The Contractor shall assign to this contract personnel that, by education and training, and when required, certification or licensure, are qualified to provide the services required by this PWS. The Contractor must identify each person functioning as “Key Personnel” under this contract and provide the VA a description of the services to be provided by such a person, together with a resume summarizing the person’s relevant skills and experience.
Question: The solicitation states that CERS housing must be within 15 miles of the Kansas City VA Medical Center. Does that mean that most veterans needing housing will be from the greater Kansas City metropolitan area? This would impact finding permanent supportive housing for veterans after 90 days, if they are from another state or rural area in Missouri.
Answer: Per the solicitation, Section B.3, Performance Work Statement, para 2 (page 7), Background and Overview, states: This contract will be awarded to a Contractor having an acceptable facility within 15 miles of the VA Medical Center. If no facilities are available within this area, consideration will be given to the Contractor whose facility meets all the stated requirements and is closest to the Medical Center.
Question: Can the contractor bill veteran’s insurances for services, such as Tricare, Medicaid, etc.
Answer: No, a contractor shall not bill a Veteran’s insurance for services provided under the contract.
