Answers to questions asked are below:
1. As the NAICS for this RFQ is 325210 Industrial Gas Manufacturing, please confirm whether this is a Service Contract or a Supply Contract.
The Service Code is Q201.
2. What is the current Contract # for this same requirement, and who is the current supplier?
36C25520P0689 OzArc Gas Equipment & Supply, Inc.
3. What are the estimated annual fill and rental quantities, broken down by each facility (between John J. Pershing VAMC & Girardeau HCC)? Estimated 641 total. Estimate PB-500. Estimate Cape -141.
4. Is Monday the current delivery day at both facilities per PG 11 of 75, para 10.9? Every Monday is the current delivery day for Poplar Bluff and every other Friday for Cape Girardeau.
5. CLIN clarification
a. CLIN 0002, Oxygen E-Tank Refill: Is this Integrated Valve (regulator already attached) or Post Valve (no regulator)? Are these steel or aluminum? Post Valve. Both Aluminum and Steel. (We have 22 E tanks with Integrated valves.)
b. CLIN 0003, Gas, Liquid Nitrogen, Medical Bulk:
Please confirm this is not for “Bulk” but for cylinders? NO – this is not for Bulk usage.
Is this for a Liquid Nitrogen Open Mouth Dewar (e.g., 10L, 25L, 30L, or 50L) or is this a Vertical Gas Liquid (“VGL”; e.g., 160L, 180L, 230L)? Could this possibly be related to the 230 LT Nitrogen notated in the Size Table on PG 7 of 75? Open mouth 10L tank. There is one at each location.
What is the Size (Liters) of this and what is the PSI? 10L
c. CLIN 0006, Refill H Tanks: What is the specific gas required for these H Tanks and confirm Medical Grade is the level of purity? UN 1072
d. Rental for Size D tanks: Will the GOV add a Rental CLIN to account for Rental of Size D tanks (CLIN 0005) as there is no rental CLIN currently? A Rental Line Item will not be added.
e. COMMENT: CLIN 0008 appears to be a typo. It says “Value replacement” when it should say “Valve replacement.”
See revised Price/Cost Schedule.
f. COMMENT: The Industry Standard Unit/Issue for Cylinder Gas fills is per “CYLINDER (CY)” and not “EACH (EA).”
See revised Price/Cost Schedule.
6. Are there any VA owned Cylinders utilized by either facility given there is a CLIN for Valve Replacement and Hydrostatic Testing? If so, how many many GFE’s are owned on the VA’s property books, by line item? VA owned cylinders are referenced throughout the RFQ, however there are no Fill CLINs specified for VA Owned Cylinders (if there are a mix between GFE & rentals for like cylinders, these are typically notated in separate Fill CLINs).
