About this file

This document is an amendment to solicitation 36C25525Q0011 for ground ambulance services for the Department of Veterans Affairs Kansas City VAMC, containing vendor questions and official responses. The solicitation covers a 12-month contract period for ambulance transportation services, with key details including: 6 monthly transports over 40 miles, potential transports outside the Kansas City Metro area, and specific requirements for ambulance and medical personnel. Negotiable aspects include response time requirements, and vendors must provide background checks, maintain current BLS/ALS certifications, and ensure equipment compatibility with VA specifications. The contract is a new procurement with different requirements from any previous agreements, and additional contract details can only be obtained through a Freedom of Information Act (FOIA) request.

Questions from Vendors on Ground Ambulance

1. Bariatric is identified as a patient with a weight of >350 lbs. Most ambulance cots are rated for a maximum weight of 700 pounds. Do you have an estimate of the number of patients that would be over 700 lbs.? We don’t have any right now.

2. Do you have an estimate of the number of transports that are over the 40-mile range originating from the Kansas City Metro area? 6 a month.

3. Do you have an estimate of the number of transports that originate outside of the

Kansas City Metro area from a hospital or CBOC? We have at least two.

4. Pages 5 -10 of the pricing schedule, are the volume quantities listed for a six-month period or annualized? Is the ordering period a six-month timeframe or 12-month time frame? 12-month time frame.

5. Page 5 – Clin Item 0009 states: “Furnish designated ambulance for catheterization intervention procedures”. Please define the intent or term of

“designated”. The procedure needs to be designated/identified when billing for this service.

6. Page 12 - 4.3.1.5 What are your investigative requirements? Do the background checks have to come from the VA? The vendor is responsible for background checks.

7. Page 14 - 4.4.7.4 What is the equivalent of the American Red Cross Bureau?

i.e American Heart Association? They may use either one. However, it must state that they are required to maintain and remain current on their BLS and/or ALS requirements.

8. Page 24 – Does the security requirement apply to all AMR employees or only those working within the confines of the VA hospital system itself? The ones that will be on site transporting patients.

9. Pages 17 – Response time requirements – Are these requirements negotiable?

The geography and distances involved are not realistic the high on-time performance requirement. They are negotiable

10. Page 85 – Please explain or clarify the “Buy American agreement” requirement.

This would not apply to this contract.

11. Page 31 – Attachment A – Could this be modified to allow for localized regional equipment, drug formularies and protocols as EMS operated under a local medical director’s licensure? Your equipment must be compatible with the

VA’s request in the contract.

12. Is there any incumbent/recompete or this is a brand-new project? This will be a new contract with different requirements

13. If yes, could you please provide us with their award number or even if the customer bought similar services in the past. Any information about current contract will require a FOIA request
