About this file
This document is an amendment to Solicitation 36C25524R0059 for the Jefferson Barracks Job Order Contract (JOC) for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15. The amendment provides answers to contractor questions, including clarification on key personnel positions, pricing ranges, use of the RS Means database, and quality control plan requirements. The solicitation is for construction services at the St. Louis VA Medical Center - Jefferson Barracks, with projects between $50,000 and $1,000,000 in value. Contractors must submit proposals electronically and use the RS Means database for pricing. The contract will not include tax exempt certificates, and contingencies are to be excluded from the coefficient. The quality control plan is a required proposal component.

Reference solicitation 36C25524R0059 for the Jefferson Barracks Job Order Contract (JOC):
A: Attached are answers to contractor provided questions.
B: All other terms and conditions of the solicitation remain the same.
Sean Jackson Contracting Officer The following are the answers to Contractor Questions:
1. Under “Sub-Factor 1.a Qualifications of Key Personnel”, one of the positions shown that is highlighted is Qualified Site Safety and Health Officer (SSHO) and Competent Person (CP). Is this one position or is it two different positions? One position.
1. Under “Sub-Factor 1.b Key Subcontractors”, two of the specialty trades are Mechanical and HVAC. Is this considered the same since Plumbing is already a specialty trade shown? Mechanical and HVAC are considered to be the same.
1. Factor 3 does not show a price range for the projects that we submit. Is there a minimum value and not exceeding value? The solicitation is revised to state that projects between $50,000 and $1,000,000 may be submitted for this Factor.
1. Under Factor 3, there is specific information being asked for on the projects we submit. It also states that we “may” use the Performance Relevancy Survey (attachment 2). This attachment is asking for more information about the projects being profiled than what is in the solicitation. Is what the solicitation is asking for the required information needed, or do we need to answer everything that the attachment 2 is asking for? Prime Contractors are only required to answer the information required in Factor 3 and not everything on the attachment 2.
1. Factor 4 shows the value of a project that we submit to be within $100,000-$500,000. Can we submit projects over $500,000? The solicitation is revised to state that projects between $50,000 and $1,000,000 may be submitted for this Factor.
1. What was the total contract value awarded under the previous JOC requirement? This is irrelevant to this solicitation and future contract. The previous JOC is not complete so only an estimate of award amounts can be provided. Past awards are no guarantee of future awards. The total amount awarded for the current John Cochran JOC is approximately $3,000,000.
1. What was the total number of task orders awarded under the previous JOC requirement? The previous JOC is not complete so only a rough estimate of task order numbers can be provided. Past awards are no guarantee of future awards. When complete, the current JOC for John Cochran will have approximately 20-25 awards.
1. Can you please clarify the requirement for coefficient supporting documentation? There is conflicting direction on whether supporting documentation is required and, if so, what information and format is requested. Sections in question below as follows:
7. Page 9, Section (3) Notes, item (a) states, “A coefficient breakdown sheet is provided for Prime Contractor use. This form is not required for the proposal and is only provided as a guide for contractors use when calculating their coefficient. The coefficient breakdown sheet is provided for Contractor’s use but is not a required document for submission of the proposal.
7. Page 28, (2) Section 2 states, “Section 2 shall contain the supporting documentation for coefficient factors submitted in Schedule A. The schedule consists of two Coefficients for: (1) Normal Working Hours; (2) Other Than Normal Working Hours. Contractor is to provide a coefficient for: (1) Normal Working Hours and (2) Other Than Normal Working Hours. Supporting documentation is not required. Once contract award is made, coefficients will not be renegotiated for base or any option years. Contractors will be responsible for the accuracy of the coefficients provided.
1. Page 10, Section (3) Notes, item (e) states, ‘Contractor shall use the RS Means Facilities Repair Cost Data Software located at www.rsmeans.com. This Software contains pricing information for the work to be accomplished and for the units of measure specified. The contractor must furnish pricing (proposals) for each individual Task Order on a LINE-ITEM BASIS per RS Means Cost Works (www.rsmeans.com).” Is the Rs Means database the only requirement for the estimating software as there are numerous platforms (WinEst, 4 Clicks, etc.) that all use the Rs Means Database specified. Pricing information shall be calculated using RS Means Database. The contractor may utilize other platforms as long as the underlying information is the RS Means Database.
1. Please confirm per page 16, Part (d), that only electronic copies will be accepted. The solicitation is amended to state that only electronic copies will be accepted.
1. Please confirm that all change orders will be priced utilizing Rs Means line-item software, as opposed to the FAR 52.243-4 “Changes” on page 11, (1)(i)(ii)(iii) as the format is not compatible with JOC line item estimates. RS Means software (see Question 9 above for clarification) will be used to price all task order modifications. VAAR 852.243-70 Construction Contract Changes is included in the solicitation and resulting contract and requires the following: “(1) The Contractor must provide an itemized breakdown for changes exceeding the micro-purchase threshold (see FAR 2.101).
(2) The itemized breakdown shall include materials, quantities, unit prices, labor costs (separated into trades), construction equipment, etc. Labor costs shall be identified with specific material placed or operation performed.”
Page 30, coefficient cost components include “contingency”. Contingencies are to be excluded and unallowable per FAR 31.205-7 unless they fall under item C (1) stating, “Those that may arise from presently known and existing conditions, the effects of which are foreseeable within reasonable limits of accuracy; e.g., anticipated costs of rejects and defective work. Contingencies of this category are to be included in the estimates of future costs so as to provide the best estimate of performance cost.” Since the contract is comprised of individual task orders, yet to be defined, there is no way for contractors to account for “contingencies” within their coefficient. Can you confirm contractors are to exclude this? Contractors will exclude contingencies from the coefficient.
12. Will task orders awarded under this JOC contract be eligible for tax exempt certificates, or will the materials and equipment be subject to state, local, and federal taxes? Tax exempt certificates will not be issued for task orders under this JOC contract. Refer to solicitation amendment 0001.
13. For Subfactor 2a: Quality Control, do you want an actual plan or a description of the Quality Control Plan? The solicitation Factor 2 – Technical Approach and Subfactor 2a Quality Control is amended to include the following:
The Contractor shall submit a Quality Control Plan (QCP) with the base proposal. At a minimum, the QCP shall include:
1. A description of the quality control organization including a chart showing lines of authority.
2. The name, qualifications, duties, responsibilities, and authorities of each person assigned quality control function.
3. Procedures for reviewing and verifying submittals including subcontractor submittals.
4. Procedures for tracking construction deficiencies from identification through acceptable corrective action.
Prior to award of a task order, Contracting Officers may require a revised or updated QCP.
