DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C25524AP3041
1. Contracting Activity: Department of Veterans Affairs, NCO 15 located at 3450 S. 4th St. Leavenworth, KS 66048 in support of the VISN 15 VA Medical Center located at 915 North Grand Blvd, St. Louis, MO 63125, PR: 657-24-3-1533-0199.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The existing security monitoring system to be upgraded due to continued expansions at John Cochran and Jefferson Barracks VA facilities/Estimated Amount: $48,035.65.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The current system in place used by the VA, contract 36C25520C0027, would require a complete overhaul to the switch boards and wiring diagrams causing an increase in downtime and would be least cost effective. The upgrade is imperative to the existing system as expantion occurs to maintain security posture in accordance with 0730 section B. The upgrades/repairs/maintenance must function smoothly with the entire VA security system, with minimal loss due to downtime. Any work performed by another vendor would jeopardize those functions and negate the contract warranty. These issues would significantly impact crime monitoring/reporting, as well as, compromise patient and staff safety. It would be most cost advantageous to the government extend a contract to the current vendor.
4. Description of market research conducted and results or statement why it was not conducted: FPDS found 2256 vendors, GSA returned 168 contractors and, VetCert listed 1,263 possible vendors to perform this service. A letter from the Original Equipment Manufacturer specified that the existing vendor held the qualifications and authorization to provide the required service.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
