Compiled Inquiry Questions Solicitation 36C25524Q0409

Wichita Moving Services

Q. What is the name of the incumbent, contract number, and award amount?

A. This is a new contract; there is no incumbent.

Q. Will a site visit/walkthrough be scheduled?

A. We will not be able to offer a site visit at this time.

Q. Can the Lead/Supervisor be utilized as laborer as well?

A. Yes, the supervisor can be used as a laborer during moves.

Q. The rate table includes estimated hours for vehicle use. For this bid what qualifies for an hour? Is it for every hour onsite, or just when the vehicle is moving and loading?

A. It is up to the contractor to determine how they intend to charge the Government; however, billable hours for the moving truck should only occur when the truck is needed to complete scheduled moves. For example, the Government should not be billed for a moving truck if the contractor decided to drive it to the planning meeting where it will sit idle.

Q. On the price/cost schedule, do I just use the totals from the rate table for the figures on this?

A. Cost reflected in section B.4 (Price/Cost Schedule) should match the total costs in section B.3. As a reminder, these are estimates only to be used in the price evaluation. The unit rates provided in the successful quote will be included in the resultant contract and will be the rate used for billable hours; not to exceed the funded amount on each order.

Q. Are there requirements for the trucks/vehicles used for the transporting in this contract? Are specific vehicles being requested for this contract?

A. Sections B.2 (Performance Work Statement) and B.3 (Rate Table) refer to the vehicle requirement as “enclosed moving truck” or “enclosed moving vehicle.” The vehicle necessary for this requirement must be fully enclosed while in motion, and able to support short-distance moves on the Wichita VAMC campus as well as the greater Wichita area.

Q. Is the scope of work outlined in this solicitation similar to that of the previous solicitation dated February 2024? Have there been any changes in the scope of work, particularly regarding the number of vehicles required and the estimated number of hours for the project?

A. There are less hours and tasks compared to the Wichita Moving Services solicitation that was cancelled on February 1, 2024 (RFQ# 36C25524Q0042). Please refer to solicitation sections B.2 (Performance Work Statement) and B.3 (Rate Table) for requirements.

Q. On the bid sheets do we need to turn in the Rate Table or the Price/Cost Schedule?

A . For a quote to be considered, please return both the filled out Rate Table and the Price/Cost Schedule. An updated section B.4 Price/Cost schedule has been included with addendum 1 to reflect ordering periods instead of option periods. Option periods will not be used.

Q: If for any reason we are unable to get fully prepared before this bid is due would there be any type of extension that we could ask for?

A: At this time, we are not extending the solicitation due date; however, refer to section E.2 paragraph f.2 if your quote will be “late”. It is in the quoters best interest to submit their quote prior to the closing date and time.
