DESCRIPTION
THIS IS NOT A SOLICITATION. This is a Sources Sought (SS) notice issued in accordance with FAR 15.201(e) to conduct market research. This SS is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification.
I. Overview: The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to provide The successful proposer must be able to:

II. VETERANS FIRST CONTRACTING PROGRAM: The Dept. of Veteran’s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819 7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation.
III. Information Requested from Industry: Please submit your response (capability statement) in accordance with the following:
1) No more than 3 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company;
2) Address if your firm has the capability to perform the services listed above;
3) Address how long it would take from the date of contract award for you to commence furnishing these supplies;
4) Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone.
5) If Service- Disabled or Veteran Owned Small Business, is your company and/or partners registered in Veteran Small Business Certification (sba.gov)?
6) Mark your response as “Proprietary Information” if the information is considered business sensitive;
7) NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS SS. The Government will not review any other information or attachments included, that are in excess of the 3-page limitation.

STATEMENT OF WORK (SOW)
FOR
HVAC FILTERS (BOILER PLANT)
ROBERT J. DOLE VAMC
VETERANS HEALTH ADMINISTRATION
1. INTRODUCTION
This solicitation is to provide the Veterans Health Administration, Robert J. Dole VAMC with the HVAC filters required to maintain machinery in working order and keep the breathable air in the hospital sanitary. The HVAC filters are a recurring need, and the selected vendor would be required to meet all known needs and surge and/or emergency procurements.
2. BACKGROUND
The Robert J. Dole VAMC in Wichita, Kansas currently purchases filters monthly to support ongoing maintenance, ensuring that equipment is serviced at the proper intervals. Although there is a known requirement for the HVAC filters, ordering must be done using just-in-time logistics since the facility lacks sufficient storage areas. The Robert J. Dole VAMC is seeking to enter a BPA or IDIQ with the chosen vendor as these contract options offer the ordering flexibility that the facility requires.
3. SCOPE OF WORK
The contractor shall provide all HVAC filters ordered through just-in-time procurement without delay. If the vendor becomes aware of delay, the vendor must notify the contracting officer and/or other Robert J. Dole designated employee of the reason for delay and steps that will be taken to resolve the delay within 24 hours of the scheduled delivery. The vendor shall have 48 hours to respond to surge and/or emergency requests for filter procurement.

5. DELIVERY & LOCATION INFORMATION
Delivery of HVAC FILTERS shall be provided to:

6. CONTRACT ADMINISTRATION DATA
All contract administration will be retained by the Department of Veterans Affairs. The Contracting Officer will be the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer will be authorized to make commitments or issue changes that affect price, quantity, or quality of performance of this contract. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered unauthorized, and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
7. ACCESS
Contractor will not have access to VA Network, Protected Health Information (PHI), or Personally Identifiable Information (PII).
8. INTERCONNECTIONS
There will be no interconnections between the items provided in this statement of work (SOW) and the VA network or any other associated networks.
9. CERTIFICATION AND ACCREDITATION (C&A)
The C&A requirements do not apply. A Security Accreditation Package is not required.
