About this file
This document contains a justification for a single source award from the Department of Veterans Affairs. The justification is for the procurement of direct replacement medical vacuum pumps from the original equipment manufacturer. The pumps are needed to ensure continuous operation of an existing medical vacuum system and must be compatible with the existing control framework and programmed logics. Market research found the current system requires direct replacement pumps to maintain operational parameters. The solicitation number and opportunity on GovWin are provided for two medical vacuum pumps priced at an estimated amount under $250,000.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:____VA-24-00009750________
Contracting Activity:
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
A direct replacement pump is needed to ensure continuous system operation and must be obtained through this vendor. Use of medical vacuum pumps other than that specified in the SOW may cause premature wear of the existing pumps due to the system logics and load requirements. The existing framework, control cabinets, and control circuitry within, is in great working condition with indefinite expected life due to it’s ease of maintenance and component replace . The pumps have an expected life of 10-12 years, and with the original installation date in April of 2012, that expected life is approaching. It is industry standard practice to use direct replacement components, when required, within complex automated systems. This helps ensure the systems operate as designed, maintains uniformity during operation and preventative maintenance, and permits proper troubleshooting according to manufacturers recommendation.
Description of market research conducted and results or statement why it was not conducted:
Previous contracts Current setup requires direct replacement pumps to maintain within system parameters.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
