STATEMENT OF WORK
St. Louis VA Medical Center Jefferson Barracks
1.0 INTRODUCTION
The St. Louis VA Medical Center (Jefferson Barracks) requires the purchase, replacement, and removal of existing Steam Hot Water Generator. It is leaking from welds on tank. This hot water generator supply’s hot water to the main kitchen that serves both VA campuses. The contractor shall furnish all parts and labor. Contractor should follow VA guidelines as follows:
Provide redundant shell and tube instantaneous or semi-instantaneous central water heaters such that the building hot water demand can be met with the largest unit offline. Heating system shall be capable of supplying the peak flow demand at a minimum discharge temperature of 54.4 deg C [130 deg F]. System must have a high turndown ratio to account for periods of minimum flow. Provisions shall be made for the water heaters to provide 76.7 to 82.2 deg C [170 to 180 deg F] water at reduced flow for thermal eradication purposes. Provide a high temperature alarm device to detect mixing valve failure. Alarm shall sound when water temperature exceeds +2.8 deg C [+5 deg F] from the setpoint of 54.4 deg C [130 deg F]. The use of plate and frame heat exchangers shall be considered by the medical center. Include a hot water re-circulating loop system and design for water discharge at a minimum of 54.4 deg C [130 deg F] or higher as necessary to maintain minimal hot-water recirculating of 51.1 deg C [124 deg F] to limit the scald risk and to prevent the growth of bacteria (Legionella).
Follow attached VA master specs for domestic water heat exchangers section 22 35 00
2.0 OBJECTIVES
· The purpose of this scope of work is to replace (1) Steam hot water generator equal to or better than Armstrong DFS50-DW, completely piped and with a digital primary water temperature controller, equal to or better than an Armstrong DRV40, Heat exchanger module (fabricated in accordance with the ASME Section VIII Division 1 Boiler and Pressure Vessel Code, aka, an ASME "U-stamped" pressure vessel) Thermometers & Pressure Gauges, Check valves, Inlet strainer(s), Isolation valves, Safety shut-off valve.
· Support all steam and water piping connecting to the heater from a fixed structure capable of independently holding the operational weight of the piping.
· Water heater assembly shall have all of the following operational capabilities:
1. +/- 2˚F (+/-1˚C) water temperature control from 0 to full system demand
2. 2˚F (1˚C) minimum inlet to outlet water temperature differential
3. Automatic shutoff of hot water flow upon cold water inlet supply failure
4. Automatic shutoff of hot water flow in the event of a power failure
5. Programmable set point range of 81-158°F (27-70°C)
6. Programmable 1st level hi/lo temp alarm display
7. Programmable error temperature error level for double safety shutdown
8. LCD display which indicates: set point, delivered temperature, error codes and alarm conditions
9. Isolation valves and clean in place connections to chemically clean the exchanger without dis-assembly of the exchanger
10. ¼” domestic side pressure relief pop-off valve with 165 psig crack pressure.
Self-seating.
