Statement of Work: Boiler Plant gage and Controls Calibration
INTRODUCTION:
The Marion Veterans Affairs Medical Center (VAMC) has a central boiler plant to provide steam for heating and air conditioning, domestic hot water, kitchens, and sterilization. Boiler plant safety, reliability, efficiency, and equipment longevity are paramount concerns of VAMC management. Boilers are extremely dangerous if not maintained properly. Malfunctioning burners or controls can cause catastrophic events resulting in injuries and death as well as massive property damage. Inaccurate or inadequate data management and monitoring systems can fail to warn of unsafe or inefficient performance. Regular inspections, testing and calibration by expert technicians are an essential part of a program to address these concerns. Veterans’ Health Administration (VHA), Directive 1810 requires controls system calibration. VHA Directive 1810 requires these services to be performed by a qualified professional third party that has documented knowledge and experience in the design and construction and VA’s standards for controls system calibration. In addition, the individual shall have demonstrated experience in conducting equipment assessments and performing controls system calibration and testing within the past 3 years.
1. This Statement of Work (SOW) is for a semiannual calibration contract on the controls system of Boilers and associated plant equipment. It includes an annual requirement for the calibration of the boiler plant control systems and gages. These items are necessary for the Marion VA Medical Center to meet the requirements for the inspection, testing, tuning and calibration of the boiler plant control systems and gages.
2. This contract is for a base year plus two years.
3. The contractor shall conduct one preliminary site visit prior to testing visitations in order to evaluate the boiler plant and site conditions.
4. This statement of work describes the requirements to be completed by qualified technicians as follows:
a. Boiler controls testing/calibration on:
I. Superior Boiler #1, Model 10-3.2-800, Serial# 19041, Steam Capacity 8625 lbs./hr., 250 HP, Input Nat Gas/#2 fuel oil II. Superior Boiler #2, Model 10-3.2-800, Serial# 19076, Steam Capacity 8625 lbs./hr., 250 HP, Input Nat Gas/#2 fuel oil III. Superior Boiler #3, Model 10-3.2-800, Serial# 19085, Steam Capacity 8625 lbs./hr., 250 HP, Input Nat Gas/#2 fuel oil
