If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

(b) General Liability: $500,000.00 per occurrences.

LAUNDRY PLANT: Services include all the necessary actions normally associated with the laundering of bulk soiled linens, as well as those implied or reasonably suggested by those that are expressly stated. All work shall be performed under sanitary conditions, as specified by The Joint Commission (TJC). The soiled linen area in the Contractor’s plant shall have a physical barrier – for example, walls or structural partitioning with a means of entry to and from the soiled linen area – which includes 1) negative air pressure in the soiled linens area with venting directly to the outside; and 2) a functional barrier by negative air pressure in the soiled linens area and positive air flow from the clean linens area through the soiled linens area with venting directly to the outside. In no case shall clean and soiled linen share the same physical space. The laundry plant layout or design must incorporate a “design for asepsis” whereby clean linen does not come into contact with soiled linens or share the same physical space, thus avoiding cross-contamination or reintroduction of bacteria once processed. The laundry plant’s physical layout and maintenance procedures must ensure efficiency, minimize environmental contamination, and protect the material and hygienic integrity of the laundered linens. The staging area for cleaned linens must be free of vermin, devoid of lint, and visible moisture contamination. The laundry plant must have a functional separation of areas that receive, store, or process soiled linens from areas that process, handle, or store clean linens. After processing, all laundered articles must be serviceable and sanitary, and also meet established quality and performance requirements standards, as established by the ALM, the TJC, and the HLAC. The laundry plant (or plants) shall accommodate sanitary inspections by the Government upon request.

2. RE-LAUNDERED ITEMS:

Any items found to have been unsatisfactorily laundered according to the quality and performance standards shall be re-laundered at no additional cost to the Government. The Contracting Officer’s Representative (COR) shall return to the Contractor any laundered goods (from the previous batch) rejected for not meeting the standards applicable to hygienically clean laundry, at the next regularly scheduled pickup. 3. REJECTED LINENS:

The Contractor shall cull old, worn out linens from the laundered batches and place the items in bags labeled “rejected linens.” The Contractor shall deliver the “rejected linens” bags to the respective medical center.

4. ACCOUNTABILITY:

The Contractor shall take care to avoid damaging or losing linens in the laundering process. The Contractor shall report any damaged or lost linens to the COR. In the event linens are lost or damaged beyond repair, the Contractor shall indemnify the Government at the rate of $1.00 per pound but only for the losses that exceed the allowable maximum weight loss. (The maximum weight loss allowable in servicing the laundry is defined as 18 percent of the weight recorded on delivery tickets when the laundry is picked up.) (48 CFR 252.237-7015 – Loss or damage (weight of articles))

SECTION III

4. HYGIENE QUALITY MANAGEMENT SYSTEM AND LINEN TESTING:

Hospital linens are a known storage space for microorganisms that can be transmitted to patients and healthcare staff. To ensure medical linen safety, the Contractor is encouraged to complete a Laundry Compliance certification in pathogen control and be accredited by the Healthcare Laundry Accreditation Council (HLAC). The Contractor shall have an established hygiene quality management system that at a minimum includes: 1) techniques for sorting, washing, drying, and folding that ensure decontamination of linens; 2) instructions for regularly scheduled preventive maintenance calls for laundry equipment; 3) a key parts and supplies inventory (or Just in time (JIT) inventory in lieu of actual inventory) to reduce downtime; 4) a detailed equipment record; and 5), an established regime for random testing of cleaned linens, preferably performed by an independent tester, to measure the linens’ cleanliness metrics - such as Tensile Strength Loss, Whiteness Degree, Blood Stain Removal, Soil Removal, Bleach Effectiveness, and Yellowness.

Contaminated areas must be cleaned immediately, for the safety of the Contractor’s employees and the prevention of cross-contamination of the bulk clean linens. The Contractor shall maintain a record of blood and OPIM contamination incidents.

3. PEST CONTROL:

The Contractor’s plant must be inspected and treated regularly for pests, such as rodents and roaches. Regular inspections must also check for the presence of mold and mildew, which can attract roaches and other pests.

4. LAUNDRY EQUIPMENT:

Reusable laundry carts, baskets, hampers, and laundry cart liners must be cleaned and sanitized between loads, and inspected and tested for contaminants regularly. Contaminated surfaces shall be decontaminated immediately, in accordance with the procedures included in the Contractor’s internal Quality Control Plan and the QASP.

The Contractor shall cover laundry carts containing bulk soiled linens while they’re in transit, and sanitize the carts before re-use. The Contractor shall clean the interior of transportation vehicles on a regular basis and whenever the vehicles are visibly soiled. In the event the interior surfaces become contaminated with blood or OPIM, these surfaces must be decontaminated, cleaned with a detergent and water and disinfected with an EPA registered hospital grade disinfectant labeled as tuberculocidal or selected from the EPA Lists D or E.
