About this file

This document contains questions and answers regarding a federal solicitation for electrical system replacement work at a VA medical center building. The solicitation involves removing and installing electrical service entrance equipment, panelboards, generators, automatic transfer switches, and wireways. Key details include clarification that cloth-insulated wiring containing asbestos totals 5,000 linear feet for abatement work. Panel changes and shutdown work must occur during the second shift. Critical computer room loads will be temporarily powered by an onsite UPS. The winning contractor will be provided architectural plans and responsible for hiring the commissioning agent. Phasing of work may occur concurrently case by case upon approval from the VA contracting officer.

The intent of the Keyed Note stating, “Feeders serving panel to be verified by the Contractor”, shall be checked for cloth cables that will need to be replaced and to ensure panel is actually serving loads and is not abandoned.

1. Specification Section 01 00 00, Article 1.5.C – Guards, seems to include the typical requirements for much a larger, Major Project’s job. Can it be confirmed if unarmed guards are actually desired (24/7 after-hours) as a part of this project?

Unarmed guards are not required.

2. Specification Section 01 35 26 states that an SSHO must be provided separately from the General Contractor’s Site Superintendent; however, can the Site Superintendent also perform the duties of the SSHO if all listed requirements can be fulfilled by this individual?

Superintendent can also perform the duties of the SSHO if all listed requirements can be fulfilled by this individual.

3. Please confirm a dedicated Quality Control Manager or equivalent will not be required as a part of this project and the GC’s Superintendent can complete any Quality Control measures as necessary?

Superintendent can also perform the duties of the Quality Control Manager if all listed requirements can be fulfilled by this individual.

1. In the specifications, on the table of contents under division 05: Why is the specification 05 40 00 not shown? Specification section 05 40 00 is on page 05 40 00 - 1. Is 05 40 00 obsolete? Also, what is 05 40 00 referring to in the drawings: the metal stud framing or the prefabricated steel stair in the main electrical room? Per the description section 1.1 the specification states it’s for the exterior steel stud curtain wall – however this is not in the current drawings or is it indicated differently in the drawings?

This specification section is included in error. There is not a requirement for Cold Formed Metal Framing in the project.

There’s more detail on this on A-102, Detail D5 but it’s lacking specifics.

There is not a window in the project; the framing detail on F8/S-101 is a typical framing detail and is noted “WHERE OCCURS” regarding the sill framing.

Contractor must verify existing conditions prior to bid.

Would like to propose having the contractors assume a 300’ linear feet of metal studs for bid and then adjust after award if possible.

11. On Drawing S-101 Detail F1 – is there an existing generator slab that needs to be demolished and replaced with the indicated slab? The lines below the slab for the compacted fill shows that the fill is existing material – or is this shown incorrectly so that the fill indicated is part of the new scope of work?

No, there is no existing slab the needs to be demolished; the location for the new generator is currently an existing asphalt parking space. The existing asphalt is to be cut and removed where the new slab will be placed. The new slab will sit on new compacted structural fill per detail F1/S-101.
