The purpose of this Amendment is to:

1) Provide questions and Answers. See pages 2 - 4 for details.

2) Revise Price Cost Schedule – See Attachment "A" on page 5 for details.

All other Terms and Conditions of 36C25521Q0526 remain the s ame.

Questions and Answers

Question #1: (Statement of Work Paragraph 2.3) On page 5, Para 2.3, the solicitation states, ‘The storage facility must be at a minimum of 6000 sq. ft. (total Sq Ft. capacity) with a capability to store vertical shelves at a minimum of 12 ft, unobstructed. Footprint is required to be no less than 3000 sq ft. for pallet storage and sufficient space for horizontal storage of equipment as well.’ On page 7, Para 2.16, the solicitation states, ‘Contractor shall provide complete warehouse management services for an average of 100 pallets for approx. 50 to 75 items, with expansion capabilities up to a maximum of 500 pallets. A standard pallet is 40x48 inches, with a maximum height of 7 feet (approximately 86.5 cubic feet per pallet).’ This equates to about 8000 square feet.

· Can the Government clarify the minimum square footage they deem necessary for the facility?

Answer #1:

Revised Minimum to 5000 sqft of horizontal storage with option of installing vertical storage as noted in Paragraph 2.3. If Vertical Storage are needed, the VA will provide shelving and installation.

Question #2: (Statement of Work Paragraph 2.3) On page 5, Para 2.3, the solicitation states, ‘The warehouse facility shall be located within driving distance of the Robert J. Dole VA Medical Center, 5500 E Kellogg Drive, Wichita, KS 67218 to ensure product can be delivered same day within 4 hours of notification between 7:30 am to 4:00 pm.’

· Does the US Government have a maximum distance the warehouse must be from the Robert J. Dole VA Medical Center?

Answer #2:

Warehouse facility must be within 60 miles from the Wichita VAMC with capability to deliver within 4 hours of notification.

Question #3: (Statement of Work Paragraph 2.7) On page 6, Para 2.7, the solicitation states, ‘Contractor shall have the means to pick up VA items from VA facility sites…’

· Are there other locations items will need to be picked up and/or delivered to besides the Robert J. Dole VAMC? If so, please provide addresses.

Answer #3:

The Initial pick-up will be from the Temporary Storage Facility within 5 miles from the VAMC. All other delivery and pick-up will be at the Wichita VAMC.

Question #4: (Statement of Work Paragraph 2.8) On page 6, Para 2.8, the solicitation states, ‘The initial load will consist of transferring all product from the temporary storage facility to the new facility.’

· Can VA provide the address of the current temporary storage facility?

· If the temporary storage facility is a product of a current contract, can VA provide the contract number?

Answer #4:

The Temporary Storage Facility is located within 5 miles from the VAMC. Address and contract number – N/A.

Question #5: (Statement of Work Paragraph 2.8) On page 6, Para 2.8, the solicitation states, ‘The initial load will consist of transferring all product from the temporary storage facility to the new facility. This will consist of approximately 200 to 250 pallets. (Separately Price).’ On page 10, in the Pricing Table, CLINS 1001AB and 2001AB, the solicitation states, ‘Final Load - Transport undetermined number of pallets from the warehouse to the Wichita VA Medical Center,’ with a requirement to provide a firm fixed price.

· There is no way to estimate this cost without the number of pallets required to be moved. How would the Government like to address this issue?

· Would the VA consider amending this U/I to per FTL load instead? This would allow for more accurate pricing based on the actual number of pallets remaining in the warehouse at the completion of the contract.

Answer #5:

This will consist of approximately 250 pallets, same as initial load (Separately Price). See Price/Cost Schedule

Question #6:

On page 9, ‘ATTACHMENT A – List of Supplies to be Relocated to Contractor Facility,’ there are no figures for the units, cases, pallets, etc.

· Does the Government have these numbers?

· Can the Government provide a percentage of equipment that will need to be moved/stored (vice palleted supplies)?

Answer #6:

Approx. 200-210 pallet, approx 20 beds/equip on wheels. Various equipment is included in this number (ex. Bed = 2 pallet spaces). 250 Pallets

Question #7:

Is the contractor responsible for having insurance on the product being stored in contractor facility? If so, please advise the dollar amount VA requires to be covered.

Answer #7:

Insurance is required, contractor must provide proof and coverage upon request. The approximately value of VA assets for storage is $2.5 Million

The following Clauses Applies and added to this Solicitation.

FAR 52.228-5 Insurance-Work on a Government Installation (JAN 1997)

(a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract.

(b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government’s interest shall not be effective-

(1) For such period as the laws of the State in which this contract is to be performed prescribe; or

(2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.

(c) The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors’ proofs of required insurance, and shall make copies available to the Contracting Officer upon request.

SUPPLEMENTAL INSURANCE REQUIREMENTS

In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:

(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

(b) General Liability: $500,000.00 per occurrences.

(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.

(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.

Question #8:

Price/Cost Schedule does not include pricing for “Transport undetermined # of pallets from the warehouse to the Wichita VA Medical Center” under the Base Year.

· Is it VA’s intent that the contractor will either be guaranteed an Option Year or will not be responsible for returning any of the pallets at the conclusion of the base year in the event the Option Year is not executed?

Answer #8:

Options are not guaranteed. Return of material from warehouse to VAMC after the Base Year will consist of 250 pallets, same as initial load. Contractor must provide pricing (Separately Price). See Revised Price Cost Schedule

Question #9:

What is the actual Period of Performance start date?

Answer #9:

The Government’s desired Period of Performance start date is 09/01/2021. However, we will consider the contractor’s input in identifying a realistic POP start date.
