Attachment B 36C25520R0084 – Ambulance Services EKHCS Request for Proposal (RFP) Questions and Answers
*Questions in black with answers in red.*
Question 1 - I saw the Solicitation released today for the above requirement. I would just like to clarify the correct Proposals due date because there are two dates indicated in the Solicitation document;
November 21 and November 22.
Answer 1- The actual deadline is 11/21/2020 at 11:00AM CT (as shown on Page 61 (Section B.5). This corrects box 6 (any other proposal submission deadline in the RFP) of the SF 1449 to change the deadline from 11/22/2020 at 11:00am CT to 11/21/2020 at 11:00am CT.
Question 2 - Can an ambulance be utilized for United States Department of Veterans Affairs (VA) requests for secure psychiatric transports?
Answer 2 – An ambulance could be utilized for requests for secure psychiatric transports, but we prefer these transports be made in secure vehicles similar to police cage cars. Due to the need to medicate some patients before and possible enroute, an ambulance would be required for those transports.
Question 3 - Where do these secured/behavioral transports typically go?
Answer 3- Generally, these transports are from the Leavenworth VA campus to Topeka VA campus, but due to bed shortages these transports have historically gone to facilities in the greater Kansas City area, Osawatomie, Omaha and Columbia, MO.
Question 4 - Does the VA require any specific features for a vehicle that can be utilized for secure psychiatric transports? If so, what features are required?
Answer 4 – The vehicle would need ensure the doors to the patient transport area are not able to be opened from the inside to avoid patient elopement. A wire divider between the driver and passenger area would also be recommended in the case of a disruptive patient to avoid injury to staff. This also would minimize patient’s ability to elope. Vendors are encouraged to determine the best medical and business approach to determine how best to provide mental health patients a secure transport.
Question 5 -Will bariatric transports and lift assists be needed?
Answer 5 - Yes, there is a need for bariatric ambulance transports and lift assists.
Question 6 - How many Past Performance Questionnaires are required to submit to the government as part of our proposal response?
Answer 6 – See page 105 of the RFP for specifics. No more than three (3) Past Performance Questionnaires should be submitted.
