About this file

This document is an amendment to a solicitation for corrective fire and life safety deficiencies at a Department of Veterans Affairs medical center. The amendment provides responses to contractor questions, revises door schedules and fire alarm drawings, and extends the bid due date to July 30, 2020. Key details include clarification that contractors are responsible for verifying door and wall ratings and providing materials and labor to meet specified ratings. Responses also address questions on existing conditions like ceiling debris, wall construction, and clarify the scope of work includes installing smoke gasketing at required doors and upgrading existing fire alarm systems with new zoning and devices as indicated on drawings. The amendment attaches project photos, proprietary fire alarm drawings as reference, and revised door and fire alarm sheets.

Question, 21.Sheets EY100, EY110, EY120, EY130, EY141, EY151, EY161 and EY 171 define the new boundaries for the fire alarm zones. Are as-built drawings available that define the boundaries of the existing fire alarm zones and also show how the existing system is wired. This information is required to estimate how much of the existing fire alarm system will have to be wired in order to comply with Note “Y1” on sheet EY105.

Answer,

21. Provided by PEC and given to Daniel.

Question, 22.Sheets EY123 shows a keyed note “Y33”. Please define keyed note “Y33” since no explanation is provided.

Answer,

22. Keyed note “Y33” reads, “ROUTE 2#12, 1#12 G. COPPER IN 1/2" CONDUIT

DOOR REMOTE LATCH RETRACTION ACCESSORY.”.

Question, 23.Sheets EY133 shows a keyed note “Y13”. Please define keyed note “Y13” since no explanation is provided.

Answer,

23. Keyed note “Y13” reads, “ALTERNATE DEDUCT NO. 1: REPLACE EXISTING

AMPLIFIER OF EQUAL KIND, OR ALTERNATIVE EQUAL MANUFACTURER.

DISCONNECT AND RECONNECT EXISTING CABLING.”.

Question, 24.Is it possible to get as-built drawings for mechanical above the ceilings?

24. No as-built drawings will be provided

25.Working hours. When will all of this work take place? Straight time or overtime hours?

25. The VA has no way of estimating the required overtime needed for this project. The VA feels it has provided ample time on the contract duration so all items can be completed before the final completion date. If the contractor has concerns that all items shall not be complete in the proposed contact duration of 275 calendar days, the contractor shall voice concern to the Contracting officer Jeanette Mathena. However the VA does expect large amounts of work to be complete during non normal working hours, between Monday thru Friday 4pm and 2am.

Question, 26.If the ductwork we are installing dampers into is stainless construction - do the dampers need to be stainless and how are we to price these dampers not knowing which ones are potentially stainless vs galvanized?

26. It is assumed that there are no stainless steel ducts that will require dampers. If any ducts other than galvanized are found to be requiring dampers, the damper material shall match the duct material.

Question, 27.With ducts that have limited clearance between them and a motorized smoke damper is called out, how are we to install the damper with motor not having sufficient clearance for the motor between ducts? Is an internal motor allowed for a smoke damper?

27. It is the Contractor’s responsibility to verify which actuator orientation is most appropriate for each situation (i.e. for multiple ducts side by side utilize bottom-mounted actuators with vertical damper blades). Internal actuators are compliant for smoke dampers, but if there is no room for an actuator to be mounted on the outside of the duct, it can be assumed there will not be sufficient space to install an access panel to service said damper and actuator and an alternate solution may be required.

Question,

28. With regards to decommissioned dampers, if there is fire alarm equipment associated with those dampers, is that fire alarm equipment to be removed or abandoned in place?

Answer,

28. Yes, the associated fire alarm equipment shall be removed and include removal from fire alarm system programming.

29. On system sheets starting on EY101, there are new devices indicated. The symbol legend indicates these are to be a “Combination FA Horn & Visual Signal – Ceiling Mount”. The current system has Voice Evac notification. Can you provide clarification?

29. Sheet E-001: This fire alarm symbol shall be a Ceiling Mounted

Combination Ceiling Speaker & Strobe in lieu of Ceiling Mounted Combination Horn & Strobe.

30. Based on General Note 5, on the System sheets, is the intent of the scope that at the completion of this project, that all areas of the fire alarm system will be code compliant? Also, if that is the intent, is a new CI cable network, between nodes on the fire alarm network required?

Answer,

30. Installation shall be per specifications and drawings.

Question, 3.1The large mechanical room west of smoke zone 2-3 does not have an indication. How would you like this space handled?

Answer,

31. This space shall also be included in zone 2-3.

Question, 32.The document show that the Parking Garage is to be Voice Evac. The current system has horn/strobe notification. Is it the intent of this scope to change to Voice Evac notification?

Answer,

32. The devices located in the Parking Garage shall remain horn/strobe.

Question,

33. With regards to the pull stations in the Parking Garage, is the intent of the scope for the pull stations on the old side to be wired like the new side?

Answer,

33. Yes, the pull stations in the old garage are to be configured like the pull stations in the new parking garage by removing the electronic addressable smarts of the pull station out of the device and locate in the nearest tempered space (i.e. stairwell, electrical room, etc.).

Question,

34. The document show that the Chiller Plant is to be Voice Evac. The current system has horn/strobe notification. Is it the intent of this scope to change to Voice Evac notification?

34. The devices located in the Chiller Plant shall remain horn/strobe and receive fire alarm horn/strobe notifications upon any fire alarm initiating device anywhere within the main hospital. If an initiating device within the Chiller Plant shall go into alarm, the adjacent fire alarm system notification/smoke compartment zone in the main hospital shall be notified. The actual zone(s) shall be coordinated with the VA COR during programming of the system.

Question,

35. To ease installation, and to provide for the new zoning of the notification, we would like to provide remote panels in room D207B, on the second floor of the hospital, and room E202 on the second floor of the ACA. Is that acceptable?

Answer,

35. This is acceptable.
