Responses to Questions Received on Project 657-501, Construct Surgical Suite Addition at Marion VA Medical Center, IL Solicitation 36C25520R0040_1

Question 1: Can you please provide Calculation of Self Performed Work Sheet in excel format?

VA Response: The Calculation of Self Performed is our standard word format that is part of the solicitation document. The word format is the only acceptable format used to insert a document into our solicitation in our contracting writing system, eCMS. You can create an excel form as you prefer but provide the same information that is required in the format that was provided in the solicitation.

Question 2: Calculation of self-performed work sheet: The bottom of the form states to “LIST THE NAMES OF ALL SB CONTRACTORS THAT WILL BE WORKING THE ABOVE DIVISIONS. SDVOSB MUST BE SMALL FOR NAICS 236220 TO BE USED TO MEET THE 15% REQUIREMENT AS STATED IN ACCORDANCE WITH VAAR 852.219-10(a)(1)(iii).” It was mentioned on the telephonic site visit call that the list of names is not needed but rather that to indicate if subcontractors are a SB or not in the second column on that form. Please confirm that offerors do not need to list the names of subcontractors on the Calculation of Self Performed Work Sheet.

VA Response: It is not mandatory to provide the names of subcontractor on your proposals, but it will be required after award. Contractor still need to indicate if your subcontractors are Small Business on this form.

Question 3: Factor 3 of RFP requirement states that “Project Manager will be required to attend weekly project meetings in person at the station facilities office.” Will it be acceptable for the PM to join the weekly project meetings via video conferencing?

VA Response: yes, at the time that is available to both contractor and COR.

Question 4: Note 1 on LS101 states that the Doors located between building 1 and building 38 do not swing in the proper direction needed to provide a second exit and that the doors would need to be replaced to satisfy the existing egress requirements.

VA Response: No is the answer for 4a and 4b.

Question 5: Door Type “E” on Elevation 1 on sheet A-601 (Door Schedule, Elevations & Details) labels door “E” as being “Wood Door with Half View Window.” However, on the Door Schedule doors 247, 249 and 250 as Type “E” doors but the material is listed as SS. Can you please provide the door type and material for doors 247, 249 and 250?

A/E: Response: Doors 247, 249, and 250 associated with OR access from Corridor C201-02 shall be Stainless Steel doors with Half View Window.

Question 6: Finish Schedule on AI101 does not match the AI102 Floor Pattern Plan. Which is correct?

A/E Response: Room finish schedule on A101 is to be followed.

Question 7: Note G on AI101 says to use all manufacturers recommended installation methods for all finishes. Can you provide a finish legend that provides preferred manufacturers and material types?

A/E Response: See specification 09 06 00 Schedule of finishes for all manufacturers and material types.

Question 8: Medical equipment to be covered by the Contractor: Confirm OR tables, A/E Response: OR tables are included in the Stryker package, all OR tables should be labeled “CC” in equipment schedules on Sheet I-002.

Question 9: The images on page AI104 show signs we’ve produced previously for VA Marion. The signage schedule (page AI104) and Division 10 sign specs call out VA Standards, which are slightly different. Is the intent for the contractor to provide VA Marion standards or generic VA Standards?

A/E Response: Signage to match VA Marion campus standards.

Question 10: There is a specification for spray applied fireproofing. There is not any place on the plans that show what the ratings should be. Is there any existing steel to be fireproofed or is it only new steel?

A/E Response: The new steel will require fire resistance rating of 2 hours since it support the Operating Room overhead equipment and lights. Existing steel patching may be required at points of anchoring equipment and building materials. The rating for the spray-on fire resistance material shall be 2 hours.

Question 11: There seems to be discrepancies in the height of the deck in areas 2A and 2B. The architectural plan shows a deck height of 11’4”. The new steel in area 2B is at 12’11-1/2” to the top and on sheet SS106. The new steel between columns O and Q is shown to be 14’8” to the top of it. Please clarify deck.

A/E Response: The steel is associated with a patient lift in the prep/recovery room. The new steel is an 8” channel located approximately 3” above the ceiling structure and attached to the underside of a truss and the exterior wall. The deck height will not affect the installation of this supporting steel.

Question 12: Please provide a location for crane placement.

VA Response: Location to be determined once project is awarded while working with the safety department. The location will most likely be located on the south side of the hospital around the loading dock area but cannot block the loading dock.

Question 13: Is a new housekeeping pad required for new chillers indicated on SS108 in the penthouse of building 38? If not, how are they being supported?

A/E Response: The new Air Cooled Chiller (ACC-1) is to be installed using the platform structure remaining after the demolition of the existing air cooled chiller in the same location.

There are no chillers in the penthouse. New air handling units are to utilize existing housekeeping pad(s). Existing pads may require modification to meet the requirement of the new AHU’s.

Question 14: What manufacturer currently owns the warranty for the existing membrane roofing?

VA Response: No warranty.

Question 15: Sheets PG-102A, PG-102B, PG-102C, Medical Gas General Notes item 4 states, “See sheet [sheet #] for additional information regarding schedule and phasing requirements. Schedule work to minimize disruption of services.” The Sheet # is not given. Please provide.

A/E Response: Note will be deleted, no phasing plan was established for the med gas.

Question 16: Sheets PG-102A, PG-102B, PG-102C, Sheet Notes item 4 states, “Install a #-valve zone valve box assembly for the medical gas piping system in the location shown. Refer to detail X/PJ-XXX and specifications 22 62 00 / 22 63 00 for additional requirements.” Please provide the detail noted.

A/E Response: Refer to P-501 for Med Gas Zone Valve Detail. Zone Valve is a 1 zone.

Question 17: Is the removal of the elevator to be part of this scope of work?

A/E Response: Elevators 5 and 6 will be removed to accommodate space for Storage 259 and Meds 239. Demolition will include any rails and equipment within the shaft along with operating and control equipment.

Question 18: A-102 Note 1 states that to “See 10/A-502” however, there is not 10/A502. Please provide this detail.

A/E Response: Revise reference to read detail 9/A502.

Question 19: Are we to provide a door for Corridor C201-38?

A/E Response: The requirement to create a sub-corridor was discussed and decided that operationally there is no need to create a sub-corridor.

Question 20: If a door in Corridor C201-38 Is required, please provide material and size and type for both door(s) and frame.

A/E Response: Since there is no need for a door, no specifications were given.

Question 21: For planning and scheduling purposes, can you provide the expected date of award?

VA Response: Anticipate award of August 5, 2020.

Question 22: Can you please provide the drawings in Revit (preferably) or CAD (less preferred) for coordination purposes?

VA Response: CAD drawings can be provided to the contractor that gets awarded the project if they desire them.

Question 23: Per Notes 6 & 7 (below) on sheet E-601, there is a possibility of upsizing panels DP-EMC2 and DP-EQ1. Please confirm the upsizing of the panels is to be an alternate and the metering is part of the base bid.

A/E Response: Yes, metering is part of base bid. Upsizing of panels will be an alternate bid. Contractor shall provide site verification information and/ or documentation as part of alternate bid.

Question 24: Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

VA Response: yes, the sales tax-exempt certificate will be issued to the awardee in the pre-construction meeting.

Question 25: Will the Government provide comprehensive written badging requirements for the project if badging is required?

VA Response: The COR will walk you through the process of badging. The on-site project manager is the person to be badged. They will be responsible for getting the staff in and out of the construction area. The VA will not issue badges to all employee’s.

Question 26: Where will the designated parking area be for workers accessing the construction site?

VA Response: There will not be designated parking areas for the workers. They will park in the parking areas as close to the construction area as possible. Parking is on a first come basis.

Question 27: Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

VA Response: Yes. Procore is acceptable.

Question 28: During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

VA Response: Yes. Fire watch and adjustments to sprinkler heads for sure.

Question 29: Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

VA Response: Any time there is a shutdown of any system the COR should be notified at least 2 weeks prior to coordinate with facility maintenance. Siemens is the fire alarm servicer and security vendor.

Question 30: May the Superintendent be dual hatted to serve as the SSHO provided they meet the specified requirements for both?

VA Response: yes, but no more than dual role. It is also noted in the solicitation document.

Question 31: What is the level of infectious disease control rating for this site?

VA Response: It will be high. This is a high risk portion of the hospital.

Question 32: I see that there several smoke dampers and fire/smoke dampers indicated on the mechanical sheets, but not on the fire alarm sheet. Is there to be detectors and control relays on these dampers, from the fire alarm system?

A/E Response: Provide smoke detectors with relay modules for the fire and smoke dampers, smoke dampers, also provide duct detectors to the two new AHU and connect to the fire alarm system, see Mechanical drawings for locations.

Question 33: Typically, corridor smoke detectors are required in ambulatory care areas. Are we to include detection in corridors?

A/E Response: Provide ceiling mounted smoke detectors in the corridors of the ambulatory suite and connect to the fire alarm system (quantity of 21)

Question 34: In section 283100, item 1.6 calls for Guarantee Services. The VA currently has a service agreement that would cover this section, and this would be a duplication of service. Is this section required?

VA Response: Not in this construction project/contract but with the VA service agreement.

Question 35: In section 281300, item 2.2, 2.3, and 2.5 state to match existing Genetec Systems. The PAC’s system on campus was replaced recently with a SiPass System. Are we to match the SiPass System?

A/E Response: Change section 281300 item 2.2 from Genetec system to SiPass system.

Question 36: Part 2.1 (page 870/1094) of the Official Arch Combined document says “no substitutions.” If the next generation of a product has been released, are we able to provide the latest generation at no additional cost to the government?

A/E Response: Question 37 in the word document appears to be referencing the same page and is discussing Stryker equipment. I don’t believe we specified any of the equipment.

VA Response: You will have to coordinate material/equipment acquisition with the COR. You will not be able to install materials/equipment without a prior approval from the government. This should be included in your submittal process.

Question 37: Regarding the Stryker equipment listed in Part 2 General (page 870/1094 of the Official Arch Combined document): will the VA or the general contractor be purchasing this equipment? At what phase of the construction will the equipment be purchased?

A/E Response: General contractor is to contact Stryker upon award of contract, structural components are to be installed following demolition and equipment to be installed once renovation is complete.

Question 38: Are integrated door assemblies required for this project? In past experience at many VA’s, they are in the bidding documents but then those doors are removed from the contract post award, as they are not what the facilities really wanted. These are costly doors to include if the Marion VAMC not intend to keep them in the contract. Can you confirm that this facility wants integrated door assemblies as part of this contract?

VA Response: Yes, we want them included in the project.
