Question 1 - SPS Monthly Water Testing
· What is the quantity of tests for this line item? The SOW lists the test required (HPC, TOC, and pH), but not the quantity.
Answer – Tested Monthly (12 times per year).
Question 2 - SPS Monthly Quarterly Water Testing
· What tests are included in this line item? The SOW only discusses monthly HPC, TOC, and pH. There is no mention of quarterly tests in the SOW.
· What is the quantity of tests for this line item?
Answer – Tested Monthly (12 times per year).
Quarterly testing not mentioned because we are testing monthly.
Per the SOW: Monthly Service
· Bacteria Heterotrophic plate count.
· Total organic carbon testing.
· pH using a calibrated pH meter that meets industry standards
Question 3 - Dialysis Monthly Water Testing
· What is the quantity of tests for this line item?
Answer – Tested Monthly (12 times per year).
Question 4 - Dialysis Quarterly Water Testing
Answer: There is no Quarterly water testing because the testing is done Monthly.
The CLIN structure will be edited to show that CLIN0102B will be Dialysis Annual Environmental Water Testing
· What tests are included in this line item? The SOW just states " Environmental water testing."
Answer – Annual Environmental water testing will be performed as per ANSI/AAMI 13959:2014
· What is the frequency of this line item? the Prices schedule says quarterly, but the SOW says annual.
Answer – Tested Annually
· What is the quantity of tests for this line item?
Answer - 1 (one) time per year Question 5 - Water Softening Monthly Water Testing (Qty 1 of 2) Sub B
· SOW says Incoming and treated water hardness test, so is the quantity 2 per month for this location?
Answer - Monthly Hardness testing for the Water Softeners is for the product water only, not the supply water. The newly installed water analyzers, that are required for this contract are required to monitor the Conductivity of Total Dissolved Solids.
· Are there two water softeners in B26 (monthly testing for one is CLIN 0003AF and the other is for CLIN 0003 AG)?
Answer – One softener in Building 26 Basement. This is owned by the VA.
One softener is to be supplied and installed in the sub-basement of Building 1 as part of this contract.
There will be a total of 2 water softening systems on incoming domestic water supplies. This requirement does not pertain to any RO or DI water systems.
Question 6 - Water Softening Monthly Water Testing (Qty 2 of 2) B26
Question 7 - Water Softening Annual Water Testing (Qty 1 of 2) Sub B
· SOW says resin testing. Can you please provide a list of tests you want performed on the resin? There are many tests available, and typically the hardness monthly hardness test will indicate if the softener is not working. In order to bid correctly, we need to know which resin tests you would like included.
Answer – The monthly Product Water hardness testing will suffice. No annual resin testing is required. CLIN 0104AA and CLIN 0104AB will be eliminated.
· Is the quantity 1 per year for this line item?
Answer – Omit. Annual resin testing is eliminated.
· Are there two water softeners in B26 (annual testing for one is CLIN 0003AH and the other is for CLIN 0003 AI)?
Answer – Omit requirement. Annual resin testing is eliminated.
Question 8 - Water Softening Annual Water Testing (Qty 2 of 2) B26
· SOW says resin testing. Can you please provide a list of tests you want performed on the resin? There are many tests available, and typically the hardness monthly hardness test will indicate if the softener is not working. In order to bid correctly, we need to know which resin tests you would like included.
· Is the quantity 1 per year for this line item?
· Are there two water softeners in B26 (annual testing for one is CLIN 0003AH and the other is for CLIN 0003 AI)?
Answer - See response to Question 7 Question 9 - Medical Center Monthly Water Testing (Qty 88 per quarter)
· SOW and quantity list quarterly as frequency, but CLIN description says Monthly water testing. Please confirm you need 88 Legionella tests per quarter.
· Answer – 88 samples per quarter. CLIN 0105A will be edited to show Quarterly Water Testing instead of Monthly.
Question 10 - HVAC Cooling Tower Quarterly Water Testing
· Based on the SOW description, is this item for Legionella testing (SOW lists Legionella as quarterly)?
Answer – Quarterly Legionella tested Quarterly
· There is no separate line item for Cooling Tower Monthly Testing, but SOW requires monthly Total Aerobic Bacteria. Should we include this monthly testing in the quarterly line item or add a new CLIN for the monthly testing requirement?
Answer - Monthly micro-bio testing for CFU,s.
NOTE: CLIN 0106A will now be for HVAC Cooling Tower Monthly Water Testing CLIN 0106B (new CLIN) will now be for HVAC Cooling Tower Quarterly Water Testing.
Question 11 - New Construction Activation Water Testing
· What tests do you want for the new construction tests? Is it Legionella only? The SOW just says there may be up to 30 per year.
Answer – Testing is for Legionella The quantity of 30 is an estimate. That quantity should be used for the contractor’s proposal. Contractor is to provide a unit-cost per sample. Contractor can only invoice for the exact number of samples they take in each contract year.
For the various “equipment” maintenance requirements, there is no information as to what the water quality is that is coming into the units.
· Take for example, the DI units. If the hardness is 20 grains/gal, then they would be exhausted faster than f the water was not very hard at say 4 grains/gal.
· I cannot price how often the change outs of resin would be unless I know how much contaminants “hardness” (calcium, magnesium, etc.) that needs to be removed.
· For the filters, again, not knowing the TSS levels (total suspended solids) and their micron size in the water, I cannot judge how often they need to be changed out.
· For the water softeners, I do not know how much salt they will need without knowing the incoming water quality.
Answer – The expendables listed are what are currently being used with the rented equipment. Since we don’t yet know the exact number of expendables the new equipment will use, the contractor should use those numbers, provided in the SOW, when calculating the replacement of expendables in their proposal. The expendables such as filters and resin will be closely monitored and if the numbers provided by the VA are too low (or high), the contract can be amended to reflect the actual numbers.
Water Monitors:
· No data on what kind of information the VA wants to see and what outputs are required.
The performance criteria of the water analyzers must meet the minimum requirements as listed in Appendix A.
Contractor will submit the reporting requirement abilities and options of the analyzers they intend to supply, when submitting their proposal.
