About this file

This document provides an amendment to a solicitation for hospital linen transport services in Kansas and Missouri. The amendment adds Memorial Day as a recognized federal holiday and provides answers to sixteen questions from potential offerors. Services required include weekly transportation of clean linens from the Leavenworth, Kansas laundry facility to Veterans Affairs medical centers in Wichita, Kansas; Columbia and Kansas City, Missouri; and Topeka, Kansas. Delivery frequency varies by location. The incumbent contractor is Johnson Trucking, LLC under contract number 36C25518C0225. The solicitation remains a small business set-aside and considers socio-economic factors such as status as a service-disabled veteran-owned small business. The Department of Veterans Affairs is the contracting agency. The amended response deadline is not extended. No changes to the scope of work are indicated aside from updated delivery requirements when the Leavenworth facility reopens in February 2021.

E.6 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) TECHNICAL CAPABILITY

(2) PAST PERFORMANCE

(3) SOCIO-ECONOMIC STATUS WITH EMPHASIS ON SDVOSB AND VOSB

(4) PRICE (IAW FAR 13.106-3)

Question: Wil the rule of 2 for SDVOSB and VOSB apply to this solicitation even though it is a small business set aside?

This is a small business set-aside with an evaluation factor that provides socio-economic status as part of a best value decision. All socio-economic groups referenced in FAR 19 outside of small businesses and large businesses can receive additional consideration, but the VA’s highest consideration would be SDVOSB or VOSB. This is one component of an overall best value decision with non-price related factors when combined are more important than price alone.

6. Is email submission of responses acceptable? Email submissions are the only acceptable submission process.

7. Is there any specific information required on Past Performance? Vendors should address the recency and relevancy standard. Vendors must provide either a contract number with a Point of Contact with phone number; or the name of the company (if obtained in the private sector) with a point of contact with phone number. See page 34 of the RFQ.

(1) Recency Definition: Past performance efforts will first be evaluated for recency. To be recent, some portion of the performance effort must have occurred within the last three years prior to the issue date of the solicitation. Among those performance efforts qualifying as recent, more recent efforts will be given greater weight than less recent efforts.

(2) Relevancy Definition: The services provided is the same or similar in nature, size, and complexity to the services/products being procured under this solicitation.

Note: The Government will review available past performance data in the Past

Performance Information Retrieval System (PPIRS); however, the Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the offeror when evaluating past performance.

8. Is transportation contractor required to load and unload the trailers? No

9. Is transportation contractor required to provide load securing equipment such as rachet straps and load bars? Quantity for this will vary dependent upon number of carts being transported. If contractor is to supply these items does the government require a specific quantity of each to be used on each trailer? Straps/Load bars are required per every three (3) carts.

10. Is transportation contractor required to supply trailer locks or trailer seals for the loads being transported? If so will the government specify which is required and a QTY required annually?

No, Leavenworth Laundry Plant will provide seals.

11. On page 6, the solicitation states "A 28-foot trailer currently meets their dock size requirements due to a slant with limited space to maneuver the truck and trailer." A 28’ trailer is required for Wichita only due to confine space of the loading dock area.

Can the government confirm if a larger vehicle, like a 53' trailer, will fit, or if it has to be a similar sized vehicle as a 28' truck? Tractor needs be able to able to hook up to 28’ for delivery only.

12. Who is the incumbent? Johnson Trucking, LLC

13. What is the current contract number? See Number 1

14. Any changes from the current scope of work? Yes. Even within the current solicitation the requirement changes from the first half of the base year to the second half of the base year. Please review the Performance Work Statement.
