Purpose: The purpose of the FBO Notice is to announce that Network Contracting Office (NCO) 15, Leavenworth KS intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Contracted Emergency Residential Services. Services will be for the Department of Veterans Affairs Kansas City, Leavenworth and Topeka Medical Centers.

Objective/Milestone: The goal of the HCHV program is to end homelessness amongst Kansas City, Leavenworth and Topeka VA Medical Centers’ Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Contracted Emergency Residential Services program, enhanced by the services as defined in the Statement of Work. Services will be provided 24/7 to homeless Veterans.

This contract is expected to house and serve homeless male and female Veterans in need of placement in a safe environment with onsite supportive services. The Rapid stabilization of the Veterans in other appropriate transitional or permanent housing within 60 days, with no more than 180 days, without a planned reason for the extension, is an expected outcome of this Contract.

The VA anticipates issuing a solicitation for this requirement on or about July 1, 2020, with a closing date for proposals on or about August 1, 2020. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments.

The Solicitation will be published under the NAICS Code 624221 with a small business size standard of $12M. Based on the Contracting Officers completed Market Research report IAW Far Part 10, the procurement will be solicited as unrestrictive, full and open competition and be awarded to multiple vendors to meet the Governments needs for HCHV CERS services to house up to 45 Veterans per day for the Kansas City surrounding area, up to 20 Veterans per day for the Leavenworth surrounding area and up to 25 Veterans per day for the Topeka surrounding area.

If no facilities are available within this area, consideration will be given to the Contractor whose facility meets all the stated requirements and is closest to the Medical Center.
