1) Revise the Statement of Work - Section B.2 of the RFQ to remove the following Bldgs. from the Leavenworth VAMC Facility - Bldg. 45, 53,141, 153, and to add Bldg. 122 to the list.
2) Revise the Statement of Work - Section B.2 of the RFQ to remove the following Bldg. from the Topeka VAMC facility - Bldg. 52
3) Provide Questions and Answers - See pages 2-5 and attachments to augment the answers.

Questions and Answers
1. Please provide a campus map of the sites at Leavenworth and Topeka with the building numbers so that a clear picture could emerge of the buildings that are part of this survey.
Answer: See Attached Document – Campus Map Leavenworth and Topeka.
1. Please provide floor plans of the buildings that need to be surveyed so that the bidders can see the complexity of the buildings prior to the bids.
Answer: Blueprint could be available upon award. Square footage of the buildings is provided on attached EXCEL Document - VA Bldg. Leavenworth and VA Bldg. Topeka.
1. Please provide the square footage of the area of the buildings that need to be surveyed. Answer: See Attached EXCEL Document – VA Bldg. Leavenworth and VA Bldg. Topeka.
1. Please provide a “not to exceed number” for the samples or sample layers for the survey so that all the bidders are providing bids using the same numbers and bids could be compared equally by the contracting officer.

3. The minimum number of samples to be collected and analyzed for each homogeneous material shall be as specified in the following table. This table was developed based on the AHERA Sampling Protocol (40 CFR 763.86). For high-rise properties (greater than five stories) and other properties with large areas of homogenous material, alternative sampling strategies are encouraged to reduce the customer’s inspection costs (see Note 1 below).
3. The progressive sample analysis option under AHERA that allows other samples from one homogenous material to be presumed positive once one of the samples is determined to be ACM may not be utilized to reduce the total number of samples analyzed for a specific homogenous material without prior, property-specific approval from Customer, except as provided below in Note 2.

Note 1: For high-rise properties (greater than five stories) and/or properties with large areas of suspect surfacing materials (e.g., popcorn ceilings) or other large areas of suspect ACM that appear to be homogenous, alternative sampling strategies may be acceptable. The inspector should contact the Riverfront CIH to establish the required number of samples to be collected and analyzed in these situations.
Note 2: Less than three samples of these materials may be collected if an adequate number of samples are collected to determine whether the material is or is not an ACM in accordance with AHERA and OSHA requirements, and the total coverage of the homogeneous material is less than 50 square feet or 20 linear feet. Progressive analysis of these materials is permitted to reduce the number of samples analyzed. Patched materials (salients) must be sampled at the frequency established for the type of material.
1. Please confirm that no tunnels or crawl spaces are needed to be surveyed at the Leavenworth campus.
Answer: NO - Survey of Tunnels and Corridors are NOT NEEDED for Leavenworth VAMC facility.
1. Please confirm that tunnels and connecting corridors need to be surveyed at the Topeka campus.
Answer: YES - Survey of Tunnels and Corridors are NEEDED for Topeka VAMC facility.
1. Please confirm that POP mentioned in the solicitation is subject to flexibility as the campus are quite big and lot of factors may affect field activities.
Answer: Subject to Some flexibility and is part of the evaluation.
1. Please clarify if you require the quantities of the materials surveyed and sampled in the buildings or just the type and location of the materials and no quantities are needed. Also, please clarify if it would be acceptable to provide quantity of only positive ACM in the report. Answer: Quantities, type and location of all positive ACM.
1. Please provide an updated list of the buildings that need to be surveyed with an updated RFQ. Answer: See Attached EXCEL Document – VA Bldg. Leavenworth and VA Bldg. Topeka.
1. Please clarify if every building should be treated as a separate entity if there are multiply buildings connected together, e.g. the main hospital in the Leavenworth campus is made up with 4 buildings, should the hospital be treated as one unit or 4 separate buildings.
Answer: All buildings should be treated as separate as noted in the CAMPUS Map.
1. Please provide a list of the areas that would require after hours or weekend work in both campuses.
Answer: I do not have a complete list at this time, but a guestimate would be that 25% of the work would need to be done after hours or on weekends.
1. Please confirm that the survey is non-destructive in nature, i.e. the surveyors do not need to break open plaster walls/ceilings/pipe chases to look for the suspect materials.
Answer: The survey is non-destructive; however, it is the expectation that there should be above the ceiling survey work when possible.
1. Please clarify if any exterior survey of the buildings is needed to be conducted at any of the campuses.
Answer: NO - exterior of buildings is NOT INCLUDED. Please note that the Statement of Work listed the exterior as part of the survey. Please, correct to reflect NO exterior of building survey is required.
1. Please clarify if any of the samples would require point counting or TEM analysis. If so, please provide a “not to exceed” number for the point count or TEM sample analysis.
Answer: Contractor to note the required process and reference the appropriate policy/law in the Quote.
1. Please clarify if any ceramic materials (walls/floors/grouts) would need to be tested as sampling that material would damage the material.
Answer: No destructive sampling.
1. Please provide additional CLINs for the samples in the cost schedule.
Answer: Contractor must provide a formal quote, with details that will allow the Government to properly assess the quote.
1. Can you please provide an updated list of all buildings to be inspected / surveyed and also include the square footages of each building separately, (Beyond just the Grand Total)?
Answer: See Attached EXCEL Document – VA Bldg. Leavenworth and VA Bldg. Topeka.
1. What the “Existing” primary purpose of each building at this current time?
Answer: See Attached EXCEL Document – VA Bldg. Leavenworth and VA Bldg. Topeka.
1. What about exterior sampling of window glazing / caulking, stucco, transite, etc… Are exterior building materials like these also excluded from the bid documents specifications?
Answer: Exterior building material is not included in this survey.
1. Can you please verify no “Destructive Sampling” to access / quantify / PACM located above hard pan, (Concrete, Plaster and or Drywall) ceiling systems throughout structures and behind (Concrete, Plaster and or Drywall) wall systems throughout structures will be required?
Answer: No destructive sampling.
1. Would you please verify this is only an ACM environmental survey? No other environmental surveys shall be required under this contract such as Lead, PCB, Mercury, Mold, Hazardous Waste and Household Hazardous Waste?
Answer: This is only an ACM environmental survey
1. Are the asbestos surveys an Update and/or supplemental to preexisting asbestos surveys?
Answer: This is a new requirement; the last survey was conducted in 2009 and will not be use as base for this survey.
1. What are the age and square footages of the Buildings to be survey?
Answer: See Attached EXCEL Document – VA Bldg. Leavenworth and VA Bldg. Topeka.
1. Are there any prior Lead Surveys?
Answer: The last survey was conducted in 2009 and will not be use as base for this survey.
1. The statement of work page 4 section b. Description of Services states “the contractor shall provide a comprehensive asbestos and lead-based paint assessment of EKHCS VA”. The remainder of the scope only references asbestos including B.3 Price/cost schedule. Is it the intention of this contract to include a full survey and assessment for lead-based paint as well? If so, please provide the performance requirements and expectations?
Answer: Lead based paint assessment is not part of this scope of work.
1. The statement of work page 6 section e. period of performance states the survey will be coducted on consecutive days. Do you foresee any delays due to facility operations that would prevent the inspections from being conducted consecutively resulting in work-stoppage or requiring additional mobilization/site visits?
Answer: I do not foresee any delays due to facility operations, however alternate work hours (nights and weekends) could be approved due to patient care in various areas.
1. What is the contract number and value of the most recent survey for both locations?
Answer: The last survey was conducted in 2009; contract details not available.
