Contracting Officer Q&A for Boiler Inspection at STL VAMC’s

1. Which paragraph applies for certification purposes for this solicitation?

a. Please see “Technician Qualifications” in the Statement of Work on page 6, paragraph 5(a) which states “Technicians shall have completed at least a one-year trade school and have five years successful experience in this field. The experience shall be largely with institutional and industrial boiler plants similar in design to the VAHCS plant. The VAHCS facility manager/engineer may define and accept equivalent qualifications. Project manager shall be OSHA 30 certified. All other employees shall be OSHA 10 certified.”.

2. Could you tell me the annual value of the current contract?

a. The current contract for one year was awarded at $13,040.00.

3. The SOW page 5, 3. SERVICES TO BE PROVIDED and Page 6, (b) Unscheduled Maintenance (Emergency Repair Service): state that “the contractor is to provide unlimited full-service coverage on the equipment listed below”. Is the government prepared to make each year which repairs or replacement of boilers could cost, but may or may not be needed?

a. After clarification from the customer, only inspection services and noted issues are needed. The VA will be responsible for obtaining replacement parts and making repairs.

4. Can “annual internal inspection” be added to B.2 COST/PRICE SCHEDULE?

a. Yes. An updated B.2 COST/PRICE SCHEDULE has been updated in the RFQ Amendment 0002 adding “annual internal inspection” as well as specifying the type of inspections needed every six (6) months.
