PRE-PROPOSAL CONFERENCE KANSAS CITY JOC 7/17/2019
Good morning, thank you for taking the time to attend this pre-bid conference.
Today we will first discuss contractual issues, and then we will discuss technical issues, entertain questions, and finally conduct a walk through of the areas if neccessary.
Please sign the attendance roster; this will be published along with any applicable amendments to the solicitation on the Fedbizopps website.
(a) Before we cover the issues, let me first introduce myself and the Government staff.
CO – Cedric Graham (primary), Matt Finley (alternate)
COR – Jeff Hernbloom, Brett Twaddle, John Wymore
Other VA staff - _______________________
I. Contractual Issues
1. General:
(a) Project No./Project Title: 36C25519R0089 Kansas City VAMC JOC to provide expedited procurement capabilities to provide simplified non-complex, general construction services for lower dollar construction projects, maintenance, alterations and repair of buildings, structures, or other real property projects.
(b) Cost Range: $2,000 and $500,000, SDVOSB Setaside, NAICS Code 236220, Commercial and General Construction.
(c) Completion Time: TBD. Periods of performance vary by project magnitude.
(d) Proposals for the first phase of evaluation are due August 22, 2019 at 2:00 PM CT to the address listed in the solicitation. All proposals are required to have a 120 calendar day acceptance period. Questions are due July 26, 2019 by close of business. Please ensure that you provide name, company name, phone # where you can be reached, and email address in the event a clarification is necessary. Questions must be sent via email to the contracting officer at Cedric.Graham@va.gov and must be from the prime contractor.
mailto:Cedric.Graham@va.gov
Questions submitted later than that will, in all likelihood, not generate a response. Please do not have subcontractors submit questions directly. Do not post VA employees contact information to public forums as a direct POC.
(b) All proposals must be provided to the address in block 8 of the solicitation, SF 1442 August 22, 2019 by 2:00 CT.
(c) The project is 100% set aside for SDV owned businesses. The successful prime contractor will be required to perform no less than 15 percent of the construction labor. (See worksheet in solicitation). Make sure your company is certified in VET BIZ. Ensure that your company’s SAM Records / Representations and Certifications Application are active – they are usually good for one year only. Make sure you are current with your Vets 4212 reporting.
(d) Reminder TEAMING ARRANGEMENTS will not be accepted only Joint ventures that are CVE certified by receipt of proposal. The statement of work provides what goes into coefficient. Make sure you have clients complete past performance Questionnaire and do not forget to complete Performance Relevancy Survey
(e) The selection process for this procurement is based on the best value approach with evaluation factors as indicated in the solicitation. Note that offers that are not technically acceptable cannot be selected, regardless of price. The evaluation rating will be Outstanding, Good, Acceptable, Marginal, and Unacceptable. The evaluated factors are:
1. Contractor Organization & Technical Approach;
2. Relevant Experience
3. Past Performance
4. Contractor Safety Plan
5. Price
(f) Please review and comply with Project Specific Information Instructions outlined in the solicitation. You may be considered nonresponsive if required items are not submitted with your initial proposal. The Government plans to award without discussions. However, we reserve the right to open discussions if necessary. Contractors must respond fully to all evaluation factors.
(g) There are 10 bid items that require a coefficient. Please note that there is also a bid summary sheet that must accompany your proposal.
2. Disclaimer Statements:
(a) Remarks and explanations at the conference shall not qualify the terms of the solicitation
(b) Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing
3. Bonds:
(a) A bid guarantee in the amount of 20% of the bid price is required and must be submitted with your proposal submission.
(b) After award of the contract a Payment Bond and a Performance Bond in the amount of 100% of the contract value are due prior to a Notice to Proceed Letter being issued.
4. Davis-Bacon Act: All labor performed under this contract is subject to the Davis-Bacon Act and related labor laws, to include the payment of at least the amounts shown in the wage determination in the solicitation. If the wage rate changes prior to the proposal due date, an amendment including the current rates will be issued.
5. Other Contracting Topics:
(a) The purchase of material for all orders is exempt from state sales tax. A Missouri Tax exempt certificate will be issued after contract award.
(b) The contractor is expected to maintain insurance coverage during the contract period as directed in the specifications.
(c) Progress payments will be made no later than 30 days after receipt of an acceptable invoice.
(d) Parking and storage are limited.
II. Technical Issues – I will now turn the conference over to the COR. We will discuss some of the past JOC Projects and what is anticipated for future awards.
