VHAPM Part 806.3 Other Than Ful l and Open Competi t ion (OFOC) SOP Attachment 2: Request for Sole Source Justification Format >SAT addit ional work (Renovate Entrance Vest ibule) with the current construct ion (Expand Pharmacy and Lobby). With the same general contractor, this wi l l minimize coordinat ion issues due to the overlap of the construct ion boundaries, a cost savings due to no addit ional mobi l izat ion.

Mater ials and f inishes wi l l be consistent, assist ing future maintenance and repair . Warranty of products within the proximity of the front entrance would be managed by one contractor which would ease immediate repairs.

Description of Efforts Made to ensure that offers are solicited from as manv potential sources as deemed practicable: Authorized or Required by Statute (FAR 6.302-5) - PL 109-461, Veterans First Contracting Act, permits a Contracting Officer to sole-source to a Service-Disabled Veteran- Owned Small Business up to SSV. fnn 52.2021a\(al gives exception to submitting notices required for 5.201 when the proposed contract action is expressly authorized by a statute from a specific source.

Determination bv the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The contracting officer believes that the anticipated cost will be considered fair and reasonable by requir ing a detai led breakdown of the contractor 's pr ic ing and comparing this pr ic ing to the independent government cost est imate ( IGCE). The Contract ing Off icer has the authority to enter into discussions and negotiate a fair and reasonable price. Gl Construction has been awarded several construct ion contracts, providing fair and reasonable pr ic ing on these contracts as well as modifications negotiated during construction.

Description of the Market Research Conducted and the Results. or a Statement of the Reasons Market Research Was Not Conducted: Market Research was not conducted on this requirement. The government is sourcing a known SDVOSB that is working in the area. Awarding to another contractor would jeopardize the Expand Pharmacy and Lobby project 's t imel ine and this new requirement completion time. The contracting officer is aware of Gl Constructions capabi l i t ies as a general construct ion contractor since they have been awarded and completed several construct ion contracts at Columbia VAMC in the past without incident. Gl Construct ion was contacted to discuss their availability qpd willingness to perform this work.

Anv Other Facts Supporting the Use of Other than Full and Open Competition: Safety of our patients, visitors and staff is our top priority. Work conducted by one contractor for the ongoing Expand Pharmacy and Lobby project and the Renovate Entrance Vestibule project will mitigate ownership and responsibility issues maintaining safe entry and egress for our staff, patients and visitors. Multiple contractors working at the main entrance to the hospital increases the risk of coordinat ion issues which could result in higher r isks to pat ients, v is i tors and staff . Ut i l iz ing one contractor assists with maintaining a safe, code compliant egress at all times. There may be some eff ic iency with pr ic ing and schedule since the General Contractor wi l l use the same project management team. The mater ial ( f loor ing, l ight ing, hardware, paint, etc.) wi l l be consistent throughout the project. Due to overlapping design between the "Expand Pharmacy and Lobby" and the "Renovate Entrance Vest ibule", ut i l iz ing the same general contractor would el iminate added expenses to the VA for rework of the exterior concrete, fagade, snow melt system, interior floor tile work, etc.

Listing of Sources that Expressed, in WritinF. an Interest in the Acquisition: Gl Construction is interested in the acquisi t ion.
