3. Salient Characteristics

Robotic Filling Device

a. The robotic system must automatically select a prescription vial of the proper size, fill the vial with the proper drug, print and apply the correct prescription label, apply the correct auxiliary warning labels and apply the correct line drawings and description of the medication. The auxiliary labels must be supplied and generated from the robot's drug database and must be able to support multiple languages, the minimum being English and Spanish. The system must be able to automatically print up to five drug auxiliary labels directly on to the prescription label. Standard labeling must be used. The system must support a drug database complete with full color drug pictures, detailed drug descriptions, and auxiliary labels to support vial label printing and prescription inspection and verification. It must provide a drug image and/or drug description that can be printed directly on to the vial label for an additional cross-check. It must include a digital drug image on-screen for final verification purposes and must be able handle National Drug Code (NDC) numbers or Internal Medication Numbers, including brand name and generic name searchability.

b. Barcode controls must be used throughout the entire dispensing process. The robotic system must scan the barcode of the drug cell prior to filling the vial to confirm correct drug product and correct drug strength, complete all labeling after filling the vial, and deliver the filled and labeled vials uncapped for final verification. The robotic system must fill vials directly from the drug dispensing cell, preventing cross-contamination. The vials must be standard prescription vials used in pharmacy practice and at least 3 vials sizes must be handled, ranging from 12 dram to 60 dram. The robotic system's cells must be able to be fully calibrated and fully cleaned on site.

c. The system’s countertop unit should integrate a touch-screen monitor, labeling device, and barcode scanner to provide workflow control and dispensing accuracy. The dispensing control station must interface with workflow system to display on-screen prescription status lists and to automate the collation of patient prescriptions. The station must present prescription labels after verifying that the correct drug has been scanned, ensuring labeling accuracy. If a prescription label is not accepted by the user within a specified time period, the label must be automatically disposed of by the dispensing control station.

d. At the point of dispensing, the prescription management checkpoint must provide paperless prescription tracking for each patient. The electronic signature device must interface with the workflow system, and have the ability to electronically capture a patient’s signature regarding the counseling decision. It must allow the pharmacy to record and recall who signed for a prescription and when it was picked up and must also support HIPAA form acknowledgement and pharmacy-customized forms.

e. The final step of the prescription filling process must be able to trigger the Notice Board to display the patient’s name, or partial name, depending on the pharmacy’s choice. The notice board must offer patient notification when prescriptions are ready for pickup, thereby reducing questions to pharmacy staff about prescription status. It must provide display information that is configurable to meet pharmacy preference and HIPAA requirements. Display also must be able to support pharmacy messages.

f. The system must allow easy workflow configuration and modification through flexible workflow routing. Information must be viewable at appropriate times and places during the prescription fulfillment process. Barcode scanning must be utilized to control direct workflow on automated dispensing systems to ensure system accuracy. It must be able to easily identify prescriptions for a given patient and collate scripts to promote proper medication delivery. Both automated and paperless patient prescription collation must be available. The system must have a flexible and universal platform configured to practice setting needs. It must have a control system to maximize pharmacy efficiency and productivity and must have managerial tools to monitor and control the entire dispensing process as well as provide performance and tracking reports for workflow and productivity optimization. The system must allow the pharmacy to utilize a consistent platform for prescription verification via barcode access to a comprehensive drug database containing drug images and descriptions. The system must have interactive prescription verification, tracking, and management device that controls the entire dispensing process. Managers and supervisors must be able to access local as well as remote pharmacy operations, and view the status of prescriptions in process. Workload and workflow must be able to be managed on-screen in real time. The system must have an uninterruptible power supply, or battery backup.
