HopTel Services - St. Louis VA Healthcare System John Cochran Division

See page 2 and 3 for answers to technical questions.

Bruce Kidder Contracting Officer HopTel Services – St. Louis VA Healthcare System John Cochran Division Technical Questions and Answers Question 1: We are quoting for an estimated 150 room nights per year, however, the RFQ itself states 2 rooms reserved Sunday-Friday, which would be far greater than 150. I just wanted to know if 150 is a better estimate or the approximate 261 nights at 2 rooms per night for Sunday-Friday which would be 522 is a better estimate?

Answer 1: The quote is for an estimated 150 rooms per year. However, the contractor shall ensure the availability of two (2) rooms per night, Sunday through Friday each week. In addition the following paragraphs in SOW is changed as follows:

From:3.b.2 Contractor shall reserve two (2) rooms for the St. Louis VA Healthcare System Sunday through Friday each week for beneficiaries from either site accordingly that are deemed eligible for temporary Lodging or HopTel services by VA staff. Additional rooms may be reserved by the VA at the same rates based on a space available basis. The Contractor will invoice for and be paid only for actual room nights occupied in accordance with the Paragraph 3.b.1. above.
3.b.4 Each room shall be wheelchair accessible or be ADA compliant elevator serviced. Access to rooms shall be from interior hallways that are accessed directly from the front desk/elevator lobby area. There shall be no physical barriers.

To: 3.b.2 Contractor shall ensure the availability of two (2) rooms as specified in 3.b.1. for the St. Louis VA Healthcare System, Sunday through Friday each week for beneficiaries that are deemed eligible for temporary Lodging or HopTel services by VA staff. If the contractor has not been notified by 4:00 pm that the rooms will be used by the government, the rooms on hold for that day may be released for use by the public. The Contractor will invoice for and be paid only for actual room nights occupied in accordance with the Paragraph 3.b.1. above. Additional rooms or rooms needed after the 4:00 pm cutoff, may be purchased by the VA at the same rates as listed in the contract B.2 Schedule of Price and Delivery, on a space available basis.

3.b.4 Due to the varying needs of the Veteran population and their attendants, each room shall accommodate wheelchair movement and be ADA compliant. Access to rooms shall be from interior hallways that are accessed directly from the front entryway, with no physical barriers that would prevent full wheelchair access.

Question 2: Is there an incumbent contract that could give us a better idea of how many rooms have been used in the past?

Answer 2: There is no incumbent contract for this.

Question 3: On the inspection of rooms noted in paragraph 4.c.3.a.3 of E.2 ADDENDUM to FAR 52.212-1: Instructions to Offerors, are there any other checks, certifications, etc. other than the Attachment 2: Hotel/Motel Evaluation Checklist, that will be made prior to contract award?

Answer 3: Yes, see local, city, county, state and federal codes, laws, ordinances, certifications, etc. mentioned in the B.3 Statement of Work, and any applicable terms and conditions contained within the FAR Clauses of this solicitation.
