Answer: Yes, there are 3 routes

2. The solicitation states that couriers should not pick up before 1630 hrs. What is the latest pickup time for each location?

Answer: The courier can’t pick up earlier than 1630 and must deliver to the facility NLT 9pm. No “latest pickup time”, but all specimens must be at the facility NLT 9pm.

3. What is the vehicle size currently used?

Answer: Unknown, the courier drivers use personal vehicles that must meet requirements of contract.

4. Who is the incumbent?

Answer: Crosstown Courier

5. Are there any changes in the scope of work?

Answer: I don’t understand this question.

6. What is the previous contract number?

Answer? VA255-14-C-0224

7. Do all the clinics close at 4:00pm are these locations going to be accessible after hours?

Answer: All clinics have a “courier closet”. This closet is accessible from the exterior of the buildings, no access from this closet to the interior of the building; each driver has key to the door. Staff puts all specimens/distribution into this closet before they leave each day.

8. Which clinics get Instruments and linens? Which ones only get instruments and only get linens?

Answer: Currently, Jefferson City gets instruments; Waynesville gets linens. However, we are expanding services in our CBOCs, so instruments/linen requirements will change in the future.

9. How many drivers/vehicles are currently used to service the current contract?

Answer: There are currently 3 drivers, using their POV

10. What are the vehicle sizes required?

Answer: The SOW details requirements of the contractor vehicles. There is no size requirement. The vehicles must be sized to meet the delivery requirements.

11. What are the vehicle sizes required?

Answer: The SOW details requirements of the contractor vehicles. There is no size requirement. The vehicles must be sized to meet the delivery requirements.

12. Will dry ice be needed for specimen transport?

Answer: Is it the responsibility of the contractor to provide dry ice? No. All specimens will be packaged by VA staff and secured in containers supplied by the contractor.

13. Regarding evaluation factors for the price response: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the amount of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response?

Answer: Please provide whatever you deem necessary.

14. Do you require signed copies of Attachments 004-006 with the proposal?

Answer: Please refer to the Instruction to Offers portion of the solicitation

15. Will this contract be SCA enforced? After reviewing the solicitation on FBO, it contains language and dollar values regarding the Service Contract Act. This solicitation stipulates $15.43 minimum wage for courier drivers, $4.48 minimum H&W, Sick Time/Vacation. Do you verify now that those are the minimum required rates to be performed on this contract upon award?

Answer: The DOL does and will fine any contractor nor complying with the SCA.

16. SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors — 13 CFR 125.6 “Work performed by an independent contractor shall be considered a subcontract.” Please inform us how the VA would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance.

Answer: The VA cannot give business advice. You must follow the rule.

17. What was the cost of the final full option year of the previous contract?

Answer: This information can be found in FBO, Contract number VA255-14-C-0224

Answer: The original contract (current) awarded in 2014 was modified in 2015 to add pickup/delivery of reusable medical equipment (RME) and linen.

19. How many specimen coolers should we provide per location? What size coolers would be appropriate?

Answer: The SOW states that lab specimens will be transported in a climate-controlled environment. The coolers must be able to transport specimens from 0°C for frozen specimens, 2-8°C for refrigerated samples, to 15-30°C for room temperature samples. The cooler/s must be able to transport either or all types of samples without degradation of samples on any given day. Number and size of coolers would be dependent on type of cooler provided as long as they meet the transport temperature requirements of the specimens.

20. Will the contractor supply ice packs?

Answer: No. All specimens will be packaged by VA staff and secured in coolers supplied by the contractor.

21. Is dry ice needed for transportation at all?

Answer: No, dry ice is not used in transport of specimens.

22. How late do the CBOC’s operate?

Answer: If the pick-up time for each CBOC is no earlier than 4:30, I want to make sure that we can combine multiple stops on a single route. The clinics operate until 4pm. However, pickup does not occur during clinic hours. Each clinic has a “courier closet”, accessible from the exterior of the building. Each driver has a key to that closet. They can arrive any time after 4:30, as long as they deliver to the hospital by 9pm.

23. What is the estimated quantity of crutches/walkers/canes for pick up at each location?

Answer: Pickup of crutches/walkers/canes are from the facility with delivery to the CBOC. Dependent of usage at the CBOC, these items could be placed for delivery 1-2x per week per CBOC.

Answer: No. Although Kirksville is operational on Columbus Day and Veteran’s Day, they are closed on day after Thanksgiving and Christmas Eve.

25. Is it required that drivers operate company vehicles, or can they utilize their personal vehicle?

Answer: We do not require that drivers operate company vehicles. Any vehicle used in performance of this contact must meet the “contractor vehicles” requirements as listed in the Statement of Work.

26. Under delivery requirements on page 11 it states that “At the time of delivery to the Truman VA, contractor will pick-up items designated for the CBOCs to be delivered the next business day.” For example, if the courier is unable to work the following business day due to an emergency or illness, can the items for delivery be picked up the following morning at the Truman VA so no drivers are keeping supplies/empty bins overnight?

Answer: Items can be picked up from Truman VA the next morning, however, this cannot be charged as a second trip. Our requirements are that the courier picks up from the CBOCs and delivers to Truman that same evening NLT 9pm. The courier is picking up time/environmentally sensitive lab specimens that MUST be delivered to Truman same evening.
