Answers to Technical Questions

1. Reference the warranty on access points, is the new contractor responsible till end of contract for replacement?

A: The new contractor (vendor who is awarded the contract under this RFQ) will provide the warranty on all existing equipment through expiration of the contract, at time of transfer from current contractor to the new contractor.

1. Can the service agreement with Aruba be transferred? Should it be with the VA?

A: Currently there is no service agreement with Aruba or any other equipment manufacturer. The new contractor will provide this.

1. Who is the main fiber supplier?

A: The fiber is already in-place, there is no requirement to supply more.

1. Reference management of the software/access point controller. Is there a Login? Is it Cloud based? Do you provide an Onsite resource or 1-800 number?

A: Currently, there is a log-in and IP Address for each individual device. How that is managed and monitored is up to the new contractor.

1. What is current LOE/Resource allocation?

A: 50% goes to maintenance and monitoring, and 50% goes to the helpdesk.

1. Are all the IDF’s for all buildings presently identified within the provided documentation?

A: Yes, they are listed on the VGIA Device Inventory sheets found in Attachments 4, 5 and 6.

1. Does the VA presently provide the backup power/hardware?

A: There is no uninterrupted power supply (UPS) in support of the wi-fi equipment.

7. In the PWS, it states in description of service, “The vendor shall be responsible for the design, configuration, and installation of all cabling, APs, switches and routers needed for VA guest internet access”. Clarify this statement. There is obviously, already current design documentation, can it be transferred or does the scope of work requested include new design documentation?

A: This requirement from the B.3 Performance Work Statement (PWS), Paragraph 2.h. of the RFQ, is deleted.

1. We see a mixture of OS3 and OS2, 62.5 single mode. Is the VA going to provide Fiber links between all of the IDF closets? If so, what type of Fiber will be provided? How fast? 1350? 1500? Bi-Directional?

A: The VA is not going to install fiber links. The existing system will be used and it provides adequate bandwidth.

1. Will our proposal need to include the access circuit (i.e. T-1, Gigabit Ethernet) A: Prospective contractors are responsible to research and select internet service providers (ISPs). They do not have to list them in their proposal.

1. Will our proposal need to include a backup access circuit for redundancy?

A: New contractor will provide their own solution, as long as they provide service availability with an expected uptime of ≥ 99%

1. Do you have a Disaster Recovery plan in place that the guest wi-fi will fall under?

A: There’s no plan provided by the VA, but the new contractor must provide service availability with an expected uptime of ≥ 99%.

1. What are the current data rates (bandwidth) of each access circuit installed at each location, if any?

A: The minimum acceptable service speed shall be a high-speed circuit with an average 1Mbps upload and an average 10Mbps download, delivered over an appropriately sized WAN.

1. We need to work the ISP service into our pricing for each site and ensure that falls in line with bulk pricing aligning to the EIS contract vehicle pricing or as close to it as possible. United States Postal Service (USPS) addresses for each site have been provided in Enclosure 2 of the Performance Work Statement (PWS), but please provide the telecom addresses for each location to determine the commercial availability of type of ISP services, as well as what building/floor/room locations each room to from the commercial hand-off.

A: New contractor may use any ISP of their choosing, as long as the terms and conditions of the contract are met. The research to find these ISPs is a contractor responsibility. If practical, existing ISP contracts can be transferred to the new contractor.

14. Is there is an incumbent contractor currently performing these services. If so, please provide the contract or task order number?

A: There’s been a contractor performing these services for the past 5-years under three different contracts for three separate medical centers. They are:

· VA255-13-C-0183 St. Louis VAHCS

· VA255-13-C-0211 Poplar Bluff, MO VAMC

· VA255-13-C-0214 Marion, IL VAMC

16. Is this a new install or a managed takeover of an existing WI-FI network. Also, are you only looking for IP circuits to replace the ones that are currently in place?

A: This is a take-over of an existing Wi-Fi network. There’s no “install” requirement in this RFQ. The contractor who is awarded the contract will take over the network “as is,” and will operate it in accordance with the terms and conditions of the contract.

17. Are there any reports that need to be furnished to the medial centers?

A: The Contractor shall provide quarterly utilization reports for each facility listed in the PWS, Enclosure 2, and for any new locations that are added during the life of this contract. Furthermore, these same utilization reports shall be provided whenever they are needed on a case-by-case basis. The utilization reports shall address and describe, for the prior month of each service point, typical usage of access points, any areas that require upgraded bandwidth, amount of network traffic, peak simultaneous connections, and any other information that is available to the contractor and can be provided to the facility. See Paragraph 2. v. in revised PWS included in this amendment.

18. Reference RFQ PWS, Paragraph 2. c.: If wireless access cannot be established in an identified location, the vendor shall provide a cable alternative. Is this this only cable that may need to be run, as the requirements state the contractor would be using all existing Wi-Fi?

A: The new contractor will take over a fully operational system. This is only a contingency measure to ensure that if wireless access cannot be established in an identified location, the vendor shall provide a cable alternative.

19. Reference RFQ PWS, Paragraph 2. f.: What requirement would the contractor have for physical security for the equipment that’s located within a VA facility?

A: The vendor shall provide for the physical security of all components of the guest wi-fi network to include equipment, devices, wiring, etc. To do this, the vendor shall lock all doors that secure equipment; not leave equipment unattended; ensure that equipment which is not locked behind doors, is securely screwed, strapped, bolted or affixed to a wall, celling, or a permanent fixture; and not leave equipment unsecure in any fashion. See Paragraph 2. g. in revised PWS included in this amendment.

20. Reference RFQ PWS, Paragraph 2. h.: As the contractor will be using the VA’s existing system, will all required cabling also be provided? If not, please provide the manufacturer for the access points, switches and routers that will be provided by the government.

A: Yes, the new contractor will be using the VA’s existing system and that comes complete with all required cabling.

21. Reference RFQ PWS, Paragraph 2. i.: The PWS states that the vendor “shall use current equipment owned by the VA, that is already in-place, installed and operational in providing guest wi-fi service.” Since all of the infrastructure is already in place and just needs to be maintained, is a final location map, truly required, as equipment should already be installed in the final location?

A: This requirement from the B.3 Performance Work Statement (PWS), Paragraph 2.i. of the RFQ, is deleted. See Paragraph 2. t. in revised PWS included in this amendment.

22. Reference RFQ PWS, Paragraph 2. s.: As the awarded contractor will be using an already installed system, is that system currently compliant with the PCI Security Standards?

A: This requirement from the B.3 Performance Work Statement (PWS), Paragraph 2.s. of the RFQ, is deleted.

23. Reference RFQ PWS, Paragraph 2. w.: The government is just requesting technical guidance on where additional coverage is needed, but would not be responsible for procuring any equipment to expand coverage within the scope of this RFP, correct?

A: The government anticipates there will be new growth, renovations, demolitions, etc. of existing buildings in the future that will require new installation of guest wi-fi services. In that event, the government may select a different contractor to install and the wi-fi equipment, than the one who currently has the contract to provide wi-fi service. To ensure the seamless performance of that install, the new contractor shall provide technical guidance to the install contractor, so when the installation is complete, it’s ready to be connected to an ISP and become fully operational.

24. Reference PWS, Paragraph 2. y.: As the equipment is already installed, shouldn’t the CAD floor plan drawings already be in the government’s possession? Is the government looking for updated documentation on the existing infrastructure or review and confirmation that the current documented device locations are still accurate?

A: Yes. Over the years, the system has been changed, been added to, been deleted from, etc. Therefore, the new contractor shall conduct a full accounting of equipment and coverage areas to provide a current and complete set of records. See Paragraph 2. t. in revised PWS included in this amendment.

25. Who owns the fiber and who is responsible for maintaining it?

A: The fiber is owned by the Internet Service provider up to the demarcation point. From there, the fiber is owned by the VA and would be maintained by the new contractor.

26. The text in B.3.2.d states, “The vendor shall provide public wireless security.” What existing equipment allows us to do this?

A: The existing equipment for each location is listed on Attachments 4-6, which contain a VGIA Device Inventory.

27. The text in B.3.2.e states, “The vendor shall provide wireless isolation via Layer 1 air gap in accordance with the following documents…”. Is the existing equipment already air gapped? If not, are we to re-architect and install a new air gapped network?

A: The existing equipment is air gapped.

28. The text in B.3.2.f states, “The vendor shall provide for the physical security of vendor installed equipment, as needed. Due to limitations of IT closet access and space, switches, WAPS, and POE extenders, installation might require an IT closet on the floor above or below. Electrical power for switches will be the responsibility of VAMC and all respective outlying campuses.” The premise of this is that we’re using “current equipment”. Are we expected to retroactively secure the existing equipment? The equipment is currently secure.

A: See answer 19 above.

29. The text in B.3.2.h states, “The vendor shall be responsible for the design, configuration and installation of all cabling, access points, switches, and routers needed for the Veterans Guest Internet Access (VGIA).” The text in B.3.2.i states, “The vendor shall supply the VAMC with a final wiring and equipment location map for each location upon completion of the project. See block diagram example provided.” For h and i above, how do we comply if we’re using GFE?

A: See answer 8 above.

30. The text in B.3.2.o states, “…The number of projected users is ≥ 2000 patient visits per day…”. Could the VA please verify that they can meet these metrics with the equipment they have today?

A: Yes, these metrics are currently being met.

31. The text in B.3.2.r states, “The vendor shall collaborate with VA COR and internal VA staff to prevent potential interference with medical center’s current, and future, wireless access.” Could the VA please provide a statement that there is no interference today?

A: There’s currently no know interference.

32. The text in B.3.2.s states, “The Vendor shall provide for Payment Card Industry (PCI) Security Standards Compliance.” Could the VA please verify that existing GFE meets this standard today?

A: See answer 22 above.

33. The text in B.3.2.u states, “The Vendor’s solution shall provide bandwidth throttling, aggregation, and bonding.” Does the existing system do this today, or do we need to add that to existing GFE?

A: Yes, you can log into the existing AP controllers today and perform these functions.

34. The text in B.3.2.v states, “The Vendor’s solution shall provide ability for content filtering for internet access. Department of VA filtering parameters shall be provided, centered on security, virus, malware and other harmful internet sites that would bring discredit to the VA or government.” Does the existing system do this today, or do we need to add that to existing GFE?

A: This service is currently being performed, but is not transferrable. The new contractor would have to provide this ability.

35. The text in B.3.2.w states, “…to any contractor that the government selects to install the necessary devices, equipment, wiring, etc., to provide full guest wi-fi service.” Is the VA asking our team to provide no-charge RF planning services, EVEN IF we’re not selected to install it?

A: Yes. To have a seamless install, the contractor shall provide technical guidance to any vendor the government selects to perform it.

36. The text in B.3.2.y seems to imply that our team would need to provide complete information on floor plans, installed equipment, and coverage areas. Could the VA please clarify if our team would need to develop these from scratch, or would the VA provide a complete set of the existing system floor plans, installed equipment, and coverage areas, from which our team would make updates as required to reflect new system changes?

A: The VA has a current set, but they would need to be updated for new equipment, changes, accuracy, etc. See Paragraph 2. t. in revised PWS included in this amendment.

37. Many of the VA locations are remote from our carrier partner perspective. If the VA is content with the level of service from the existing provider(s), would the VA be open to an assignment of current carrier services contracts to new contractor? Or, will new contractor be required to quote new services as a firm requirement of the new proposal? Alternatively, the VA might determine if it is advantageous to leave the current circuit management portion within a standalone award for the incumbent. New contractor is willing to entertain a potentially lower dollar amount award if this is advantageous to the VA.

A: See answer 14 above.

38. In Section E.2, ADDENDUM to FAR 52.212-1: Instructions to Offerors, 5.b.2, Non-Priced Response, the text states, “…It shall be typed with no identifying marks indicating the company name or any identifying product and will not contain any reference to price and/or cost.” Questions:

a. Would it be acceptable to the VA to leave the Team name on a cover page (only) of the Non-Priced Response (otherwise the VA might not be able to tell which team submitted which document)?

b. Also, our Team would like to make reference to the existing equipment manufacturer name(s) as part of this response; otherwise the VA will have no idea what type of solution each team will provide. Is that alright?

A: Both are acceptable.

39. Is the VA aware of any building/site locations with asbestos or other potentially hazardous environmental conditions still in place? If so, could the VA please provide a list of these sites and the types of conditions present in each?

A: The VA has not encountered any of the conditions listed above during the life of the current contracts.

40. Regarding the new instructions for "unique agency identifier" would the government please clarify in the SF 1449 Block 17a what offerors should enter in the following boxes: code, facility code (in the past offerors have submitted DUNS & CAGE in these blocks).

A: Leave Code and Facility Code boxes blank, and enter DUNs number at the bottom of Block 17a.

41. May Primes submit subcontractor past performance and meet minimum qualifications?

A: No, past performance refers to the prime, since you’re the entity that’s controlling/managing your subcontractors.

42. Section E.1. 52.212-1(b)(8) requires a completed copy of Offeror Reps & Certs. FAR allows that--if a company's reps & certs are current--that the attestation found at 52.212-3(b) is permitted. Does the Government desire the entire Reps & Certs report if an Offeror's Reps & Certs are current or will the attestation of 52.212-3(b) be acceptable?

A: Responding In accordance with 52.212-3(b)(2) is acceptable.

43. The SF 1449 requires the completion of Items 23 & 24. Does the Government require this information on this form or will the CLIN table response suffice? If the Government wants the total on the SF 1449: (a) please provide the calculation for unit price and (b) confirm that the Offeror should include the 6-month extension number in items 23 & 24.

A: Complete the entire B.2 SCHEDULE OF PRICE AND DELIVERY and place the amount found at the end of that schedule titled "Total of Base Year, 4-Option Years, and 6-Month Extension" in Block 26 of the SF 1449.

44. Will the Government offer post award debriefing (Section E.1. 52.212-1(l)? If so, what procedures should offerors follow?

A: Yes, notify the contracting officer by writing within 3-days after the date on which you received notification of contract award. To the maximum extent possible, the debriefing should occur within 5-days after receipt of the written request of the contractor.

45. If any type of expansion is anticipated, can the government please provide/update the maps/floor plans to show exact coverage areas desired for cabling purposes?

A: The Government will provide the appropriate documentation to address any expansion.
